HomeMy WebLinkAbout1927-08-01 MINUTES City Hall , August 1st , 1927 The regular meeting was called to order by Mayor Boster at 8:00 o' clock PM. Roll call Trustees present: Wharton, Mitchell , Harris , Boster Trustees absent : Shank. Trustee Mitchel, In the absence of Trustee Shank, the chairman appointed on Finance the raRtee Mitchell on the Finance Committee. Comr Mr George Reimer , Secretary of the Chamber of Commerce, Santa Ana addressed the Board outlining briefly the program of the Orange H B Band to County Fair to be held in Santa Ana -'Sept' 5th to loth inclusive play at 0 C and asking that the City of Huntington Beach donate the services Fair of the Huntington Beach Band one day during the Fair. On motion by Trustee Harris , seconded by Trustee Mitchell , put and carried the request was _ granted. Recess At this time 8:15 PM the chair declared a short recess to go into executive session with representatives of the American Legion. At 8:35 PM the Board was again called to order by Mayor Boster. Minutes read The Clerk read the minutes for the month of July and on motion by Trustee Wharton, seconded by Trustee Harris , same were approved as read. A letter addressed to the Board and from R D Crenshaw & Co R D Crenshaw askaccountants Santa Ana, asking permission to audit the City books to audit books was read, and the Chair appointed TrusteesHarris and Mitchell to investigate and report back with recommenda,tionsat next meeting. A letter from the California State Board. of Health requesting Fence around that a fence be erected around the septic tank was on motion by septic tank Trustee Wharton seconded by Trustee Harris referred to the City Engineer for action and reply. Leasing of 17.tht. �r The Clerk read a letter from J S Lawshe of the Huntington Beach Pirk. ef erreduto' 'ompany relative to leasing 17th Street Park for oil drilling and City Attorney. same was by the Chair referred to the City Attorney for reply. The Mayor at this time called upon the trash disposal con— tractor to answer numerous complaints against the service. Contractor Report of trash Hartunian stated that they were new on the job and on adcount of disposal contr. so many weeds d p_dl. innthe alleys they had been unable to keep.'up with the work b� d do their best to make good if allowed a little more time. They were informed that two weeks would be all— owed in which to clean up all rubbish. Bond accepted On motion by 'Trustee Wharton seconded by Trustee Mitchell the surety bond of F W Bennett house mover was accepted and ordered c filed. \ The Clerk read monthly reports of City Clerk , City Treasurer, Monthly reports City Recorder and Health Department , andAmotion by Trustee Harris seconded by Trustee 17narton same were accepted and ordered filed. Ord. #308 At this time the Clerk gave Ordinance No 308 its first reading. Mr J H West submitted a petition asking the Council to take Oil Companys some action to prevent irresponsible oil companies from failure to fail to pay Pay employees. The matter was Referred to the City Attorney for employees. investigation and report. On motion by Trustee Wharton seconded by Trustee Harris Demands paid demands numbered 8035 to 8194 inclusive were approved and ordered paid. Resolution of The Clerk read Resolution of Intention No 595 to close certain Intention No 595 portion or 16th St and Indianapolis Street and on motion -by Trustee read Harris seconded by Trustee Mitchell same was passed and adopted by the following vote: _ Ayes Trustees Wharton, Mitchell , Harris , Boster. Noes Trustees None r Absent Trustee Shank J 3 4 (Minute gust 1 , 1927) The Clerk read Resolution No 595 ordering the work of installing Sanitary sewer in Block 810 and on motion by Resolution # 59 Trustee Wharton seconded by Trustee Harris same was passed and read adopted by the following vote; Ayes Trustees Wharton, Mitchell, Harris , Boster .Noes Trustees None Absent Trustee Shank The Clerk read Resolution No 597 substituting-:.the City Resolution # 597 Engineer in place of the Supt, of Streets in the construction of Sewer in Block 810 , and on motion by Trustee Wharton seconded by Trustee Harris same was passed and adopted by the following vote; Ayes Trustees Wharton, Mitchell , Harris , Boster Noes Trustees None Absent Trustee Shank On motion by Trustee Wharton seconded by Trustee Harris the Bonds accepted Surety bond of L E Mitchell Deputy Clerk, F F Tnorp house mover and A D Moodie house mover were accepted and ordered filed. On motion by Trustee Wharton seconded by Trustee Mitchell the city controller was authorized to purcnase 300 feet of fire Purchase fire hose hose and to transfer 300 feet of used hose from the fire Dept to the street department for use in cleaning storm -drains. Plans for Main St. On motion by Trustee Wharton seconded by Trustee Mitchell Lighting approved the plans and specifications for Main Street lighting were approved by the following vote: Ayes Trustees Wharton, Mitchell, Harris , Boster Noes Trustees None Absent Trustee Shiank On motion by Trustee Wharton seconded by Trustee Mitchell the City Clerk was authorized and ordered to advertise for Advertise for bids bids for the furnishing of labor and material and installation ( Main St. Lighting) of an ornamental lighting system on Main St from Ocean Ave to Mansion Avenue as per plans and apecifications and that 'the cost and expense of same be paid from the General Fund, by the following vote; ' Ayes Trustees Wharton, Mitchell , ?$os7`er Noes Trustee Harris Absent Trustee Shank On motion by Trustee Wharton seconded by Trustee Harris the . Firemens Convention fire chief was authorized to send two delegates to the iiremens Convention to be held at Stockton during the month of August, traveling expenses to be paid by the City. The City Controller was authorizea to purcnase an engine Purchase engine & and boiler for the City mixing plant same to meet ap-oroval of City boiler for City Engineer on motion by Trustee Wharton seconded by Trustee Harris. Mixing plant The Clerk read an application of Mr Hill to remove mussels from pier piling. The matter was referred to the City Clerk to Investigate mussels investigate wnetner or not the accumulation of mussels on pier L on pier piling was detrimental and�. report back at the next meeting. On motion by Trustee Mitchell seconded by Trustee Wharton Permit to dump mud the permit of McLaughlin and Houenstein to dump mud within the in city limits revoked0ity limits of Huntington Beach was revoked. All residences on east On motion by Trustee Wharton seconded by Trustee Harris the Bide in newer dist. City Engineer was directed to post or serve notice that all must ctonnest to sewer residences in the new sewer district on the east side must connect with the sewer within 30 days from date. On motion by Trustee Wharton seconded by Trustee Harris an allowance of $50.00 per month for twelve months payable in advance was granted the American Legion for operation and main- Allowance for Am. tenance of a )public nursery on lot owned by the American Legion.
