City Hall , April '2nd, 1928
The Pouncil was called to order at 8 PM by Mayor Boster.
Roll call Councilmen present; Mitchell , Andrews , Harris , Boster.

Councilman. Plitchell In the absence of Councilman Shank of the Finance Committee , the
audit demands chair appointed. Councilman Mitchell to audit demands.
The Mayor invited those in the audience having matters to bring
before the Board to do so at this time.

Mr Chandler and Dr K H Sutherland. of the Orange County health
Report of I{iealthdepartment addressed the Council relative to the mosquito nuisance ,
Debt on mosquitostating that they had. made a. survey of the city and low lands
nuisance adjoining and found no trace of Malaria and that while there were
lots of mosquitos the matter did not properly come underrthe
health department. Breeding places were found some in the loci lands
outside the City limits , but it appeared that the greatest number were
found within the City limits in sumps, and small stagnant lakes
located at corner of Huntington and Knoxville; near the new .City
yard and. vicinity. Dr Sutherland informed the Council that where the
natural contour of the ground ha.d been changed causing water to stand
it constituted. a nuisance and. the city could -prosecute those owning
the land. and force drainage. No action was taken by the Council.
Donate money to The Clerk read a petition signed by Jack Robertson president and
baseball W F Curnutt , Secteta.ry of the Huntington Beach Indoor base barll
association. association, and C N Whittam addressed the Council asking the City
to support the Association by donating the sum of J270 to cover
expense of unifd'rms, gloves , balls , bats , etc. Also to build
additional bleachers and dugouts. On motion by Mitchell seconded by
Harris the request was granted.
Paint garbage At the suggestion of D H Westmoreland of the Health Dept. the
cars owned by Chair diredted the Street Superintendent to paint garbage cans and a
City on beach. stoves owned by the City and located on' the beach front.
Minutes approved. On Motion by Mitchell seconded by Harris the minutes were
approved as 10ead by the Clerk.
Demands paid Demands numbered 9571 to 9704 were approved and ordered paid.,
on motion by Harris , seconded by Mitchell.
License On motion by Harris seconded by Mitchell the following
applications applications were received and the Clerk authorized to issile license
approved in accordance with ordinances in effect;
Mre J P Anderson to operate home bakery at 623 - 16th St.
Transfer of license to operate TriangJ& service station at corner
of Main St and 5th Street.'
;;. hterling Supply Co to operate Oil Well SupT;ly store at corner of
Frankfort and Alabama,
Well Pulling Service Co to operate store room and office at 17th
Street near Main Street , also approval of bond for same,
Geo W Lowrey to `oper.a.te peanut sales stand 1 mile west of 23rd St
adjoining C)eea.n Ave.
H J Appleton on On motion by Mitchell seconded by Harris the appointment of
Fire Dept . H J Appleton on the fire department force was a.nproved.
The Clerk read a, letter signed by I H Westmoreland, Joseph
Vavra,, A M McAdam, Yer-w.ilni Rosson, Chrie P Pann, D E Burry, Dale
i Donate money to M Peters , H T Dunning and. W B Mandeville asking the Board. to
Boy Scouts for donate paint and lumber for building a garage and painting the
paint & lumber, interior of theBoy Scout living rooms , total cahh 'outlay . to be
for garage etc.. approximately '$75.00. On motion by I-?arris seconded by Andrews
the request was granted provided the Huntington: Beach Co will give
their consent to have garage erected. Engineer Rosson was directed
to confer with the Huntington Beach Co.
Mayor Boster At this time, 9 PM Mayor Boster was called from the Council

Police Judge and Engineer and, on motion by Andrews seconded by

The Clerk read portions of the Auditors report in which
Portion of Auditors the various accounting departments of the City were commended
report read. for accurate and detailed accounting.
Councilman Mitchell suggested that two lights be installed
on each of the four corners at junction of Main St and Ocean
Install lights at Ave. The City Engineer was directed to secure estimate of cost
Main & Ocean of installing and report back to Board next meeting.
On motion by Harris seconded by Andrews the Board adjourned
Adjourned until 7 PM, Monday April 16th, 1928.
