HomeMy WebLinkAbout1928-04-30 367 M I N U T E S City Hall, April 30th, 1928. Pursuant to adjournment of April 23rd, the Council was called to order at 7: 30 P11 by Piayor Bowen. Roll call Councilmen present : Butcher , Mitchell , Conrad, Harris, Bowen. Upon request of Councilman Harris, the Mayor declared a short Recess recess and the Council, went into executive session. The Council was again called t*o order by Mayor Bowen at 8: 15 PM.- Report of The Mayor announced that the first order of business was the Comrnittees report of committees on the resignations and appointments of heads of depart-meats. Resignation of On motion by Conrad, seconded by Butcher, the resignation of C P Pann Chris P. Pann, Police Judge was accepted and the Clerk directed to accepted express to Judge Pann, in writing, their appreciation of his faithful and efficient services. Thereupon, Councilman Conrad placed in nomination Chas P. Patton, and Councilman Harris nominated Carl Denslow to fill the office of Chas P Patton Police Judge. The Council proceeded to ballot with the following nominated result: for Patton--Butcher , Conrad, Bovien, for Denslow-- L.Iitchell , Police Judge. Harris. Mayor Bower announced Chas P. Patt.on the newly elected and appointed' Police Judge. Resignation of On motion by Conrad seconded by Butcher the resignation of R Chow tabled R. Choat , Chief of Police was tabled at the pleasure of the Council. Resignation of On motion by Harris seconded by Conrad, the resignation of J K ,Sargent not J K Sargent , fire chief was not accepted, but that he be continued accepted as fire chief at' the 'pleasure of the Council. Resignation of Following; motion by Kitchell that the resignation of Chas R. Furr, Chas R Furr City Controller be not accepted and that he be continued in the office City Controller of City Controller to serve at the pleasure of the Council. Motion not accepted seconded by Butcher, put and carried. Resignation of Motion by Conrad that the resignation of i'erwin Rosson, City Merwin Rosson Engineer , be not accepted and that he be continued in the office of + not accepted. City Engineer to serve at the pleasure of the Council which was seconded by :: itchell , out and carried. On motion by Harris seconded by Conrad, Fire Chief Sare-ent was fire hydrant at authorized to proceed with the installation of a 6 inch fire hydrant ?fain & Wesley. at or near the intersection of Main Street and Wesley Avenue. Report by Eng. The Clerk read a report submitted by Engineer Rosson containing, Rosson recommendations in effect as follows: ( a copy of which report is t Recommendations attached hereto and made a part of these minutes. ) s For City Engineer and St. Supt MERWINT ROSSON, Salary $275. 00 per too.' For Assistant St Supt. or foreman: HENRY VIORTH, Salary $200. 00 For Engineer ' s Clerk, etc. HARRY A OVERIKEYER Sald.ry. 165. 00 For Pier Janitor and caretaker F B 1,FlLES Salary 125. 00 " For Ladies ' Maid (Pier rest room) MRS E G BLACK Salary 50.00 " Yard caretaker , City Yards 100. 00 " For labor e-(nployL-d by the day at the following rates, subject to the discretion of the Supt of Streets and the City Council , Lbbor rates & $4. 00, $4-50, $5. 00 and $6. 00 per day. That after a period of one hours year ' s service day laborers be placed on monthly pay-roll at a salary of $130. 00 per month, and that all monthly employees be allowed a 15 day leave of a:bsense each year with full pay. That the hours of labor be from S' AM to 12 noon and 1: OC PHI to 5:00 Pm daily except /` Sunday. '1 f 1 36 Recommendation The following motion by Conrad "that the recommendation of accepted. Engineer Rosson be accepted and adopted and that the City Attorney be directed to draft the necessary Resolution, was seconded by / Mitchell , put and carried. The Clerk read a. communication from the City Controller Recommend.a.tion by substantially as follows: That on account of the decreasing City Controller- activities in the oil fields the work in the Controller ' s office accepted. can be taken care of with one clerk less and recommended that one Re: office help book keeper be dropped from the City pay-roll. That the salaries and. salaries of the three remaining clerks or deputies be increased in the z,mount of $10. 00 per Month each and the City Controller $29.00 per month as compensation for added duties. On motion by Harris seconded by Butcher the rec.o-mmendation was accepted and approved and the City "ttorney directed to draw the necessary resolution to 'put same into effect. An application of the Shell Oil Cc to erect and operate a Application of Shell service station on lots 8,9 and 10 , Block 106 was presented and Oil Co. tabled. read. Also a request from W J Bristol that action on the application of the Shell Oil Cc be deferred for one week was read, and on motion by Conrad, seconded by Harris the application of said Shell Oil Company was tabled for one week for further investigation by the Council. A letter from the Huntington Beach News accompanied with Sample full page . sample full-page advertising was submitted to the Council , and advertising was by the Mayor referred to the Music & Promotion Committee for recommendations. Report on pier The report of Engineer Rosson relative to the condition of referred to entire the Municipal Pier was referred to the entire Council for Council investigation. A letter from Engineer Rosson to the effect that the Pacific Fire plug on POE.Ry Electric Railway Company has fenced in W thereby rendered a city Co . useless fire plug on the beach front useless was read and referred to the City Attorney for advise. Mayor Bowen invited those in the audience having matters to Roy Patrick rep- , bring before the Council to do so at this time. Roy Patrick, rep- resenting K. Legion resenting the American Legion addressed the board with the request requests that Am. Legthat the American Legion be given authority to conduct the Fourth be given authority of July Celebration and that the City furnish from the Music & to conduct 4th of Promotion fund the amount of $1 ,300 with which to defray expenses ' July Celebration of the Celebration. Chair requests The Chair requested that a little time be given the Council written report from in which to consider the request and asked Mr Patrick to present American Legion. the Council a written report and estimate in detail at an early date. On motion by Harris seconded by Conrad the Boy Scouts , under Boy. Scouts given the supervision of authorized Scout Masters, were given permission permission to vend to the exclusion of all others to vend pea nuts , candies etc on peanuts etc or near the indoor baseball court. On motion by Butcher seconded by Conrad the apDlication of Geo W Lowry appli- Cleo W Lowry to operate pea nut stand and or sell same and other cation denied merchandise in the vicinity of the indoor base ball park was denied. ` Application for The application of Elmer Parker for position as police officer position Police forceNas, by the Mayor , referred to Chief of Police R. Choat. At this time, Clyde A Teeter , representing the LojjBeach Salvage Company, appeared before the Council for hearing to show cause why his license should not be revoked on account of RE: Lo4j Rea_eh violation of ordinances. After some discussion and the introduction Salvage Co. license of testimony by Chief Choat , on motion by Harris seconded by Mitchell the matter was referred to the City ':Attorney and Chief of Police for further investigation and report at the next regular meeting of the Council. Request of J H A written request of J H Macklin fbr compensation- for use Macklin of a private sewer lateral constructed at his expense and later used by the City and others, was referred' to the Committee on Gas and Sewers for recommendation. Application of J. On motion by Mitchell , seconded by Harris the application of Carron to operate J Carron to operate Hotel Leona at 307 Main St was approved and Hotel approved the Clerk authorized to issue license. Higgins, painting contractor t'o the contractors effect that other painting contractors were not paying city contractors license was confirmed by the Clerk and referred to the Police license and Fire Co�iinittee for reoort at the next regular :meeting. Children playing Council Mitchell announced that certain residents had in streets " complained because children were using the stretts for ball grounds. This was referred to the Cnief of Police. Councilman Harris suggested that Circle Park be cleaned up Suggest Circle Park and made attractive for luncheon parties. Engineer Rosson was be cleaned up directed to investigate and make recommendations. RE: ereotion of rest LCouncilman Barris called attention to the advisability of rooms on beach erecting rest rooms on the beach and allowing closed tents to be erected on certain -oortions of the beach East of the htunicipa.l:. >` Pier. This matter was referred to Engineer Rosson with instructions to confer with representative of the Huntington Beach Company and report findings at an early meeting.
