M I N U T E S
City Hall, June 4th, 1928.
The Council was called to order at 8:00 PIr, by Mayor Bowen.
Councilmen present: Butcher,1,,Iitchell ,Conra.d,Harris,Bowen.
".•MINUTES The Clerk read the minutes for the month of May and June 2nd,
and on motion by Harris seconded by Conrad same were approved
as read. Al
Mayor Bowan announced that Councilman Conrad had been

Councilman Conrad announced that a meeting had been had with

The Clerk read a letter from the American Legion Fourth of
July Committee requestii.g that the Council advance $1 ,500 to
$1,500 advanced to defray expenses of the 4th of July celebration. On motion by
Amer. Legion Harris seconded by Butcher the request was granted with the
provision that vouchers in detail be furnished the Council 1
covering all expenditures.
Ele;t Ord.. At this time the Clerk gave Ordinance No. 318, amending the
No. 318 City Electrical Ordinance its first reading.

Avalon Hotel deniedAvalon Motel to park cars in front of P E Depot was denied.
Marie J Weiner req . On motion by Mitchell seconded by Conrad, the request of
for oild.d street Marie J. Weiner for oiled street in front of lots 1 ,213 , Bl B
denied. Tract 837 was denied. This on recommendation of Committee of
investigation.
Oiling Ocean Ave . Engineer Rosson submitted an estimate for grading and oiling
west of 23rd portions of Ocean Ave. iVest of 23rd Street, which was read bythe
tabled Clerk. Upon recommendation of Engineer Rosson and on motion by
Mitchell seconded by Butcher the matter was tabled. �
The City Attorney submitted Resolution No. 611 re- weed
Resolution No 611, cleaning:,, which was read by the Clerk and on motion by Conrad
'Need Cleaning seconded by Mitchell Resolution No 611 was passed and adopted by
the following vote
Ayes Butcher ,. Mitchell, Conrad, Harris, Bowen.
Noes None.
Appl : of T .B- Talbert The Committee on investigation recorp;:lended that the application
to move houses to of T B Talbert to dove certain buildings to lots 16 and 17 Block
B1 404,denied. 404 be denied. On motion by Mitchell seconded by Conrad same was

denied.
Recess At this time 9 :00 PM, Mayor Bowen declared a, recess for the
purpose of going into executive session.
Meeting again called to order by Mlayor Bowen at 10:10 PM.
The Music & Promotion Committee made the following recommendations ;
"That the City employ the Huntington Beach Band to play the
H B Band employed following dates , July 1st , 4th, 8th 15th 22nd�a.nd 29th. August the
5th, 12th, 19 th and 26th. September 2nd, and 'rd; at a. rate of
P190 per concert for the total of 12 concerts, or a. total of
4 2,280. 00 for the season. Provided tha.t' the band manager ITr
Gallienne furnish the City auditor with a. complete statement of
disbursements at the close of each and every performance. On
motion by Conrad seconded by Butcher the reco-mmendations df) the
Committee were approved and the expenditure authorized.
RE: Expense of The Clerk read a, letter from M-rd Frances H. Smith representing
playground surer- the Elementary school , in which the Council was asked to defray
vision F,le . school expenses of nlay.ground supervision for summer months. This was
referred to the Music & Promotion Committee.

Fire Chief ' s Tile Clerk read a letter from Fire Chief Sargent relative to
Recommend. improvement of the fire department wI-iich was referred to the Police
Ambulance etc. and Fire Cor,:mittee.
On motion by Mitchell seconded by Contad the appointment of
Yardman appointed 0 L Ritchie as yard tan by the Supt. of Streets at a. salary of
$100 per month was confir-med.
Monthly reports of , The Clerk read the monthly reports of City Engineer , Police Judge ,
r Dep. heads. Chief of Police , Treasurer and Clerk and on motion 'ay Conrad
seconded by Butcher same were accepted and ordered filed.
Surety bonds of On motion by Conrad seconded by Mitchell the surety bonds of
Employees and Helen N Newland, Deputy Clerk, Heleri Axton office Clerk, Chas
t J L Edwards P Patton, Police Judge , Herwin Rosson Supt of Streets and J L.
Edwards, electrical contractor were accepted and ordered filed.
The Clerk read a petition from interested property owners in the
vicinity of. lots 1 and 2 Block 108, complaining of the oil smoke
Petition against nuisance caused by the Loftin Co. burning crude oil in boilers. The
` Loftin Oil Cc matter was referred to the City Attorney with instructions to draw
burning crude oil. an emergency ordinance to abate the nuisance.
On motion by Conrad seconded by Harris demands numbered 9868
Demands to 10,003 were approved and ordered paid.
Councilman 1�itchell stated that garbage and trash at the
Municipal camp 111unicipal Camp Ground was not being properly taken care of on
account of improper segragation. The matter was referred to Supt .
of Streets Rosson with instructions to correct.
On -motion by Harris seconded by Mitchell the Council adjourned
Adjourned until 7:30 PM Ilionday June l8th, -�92
