HomeMy WebLinkAbout1928-06-18 380 1. MINUTES City Hall, June 18, 1928. Pursuant to adjournment, the Council was, called to order at 7: 30 P. M. by Mayor Bowen. Roll call. Councilmen present: Bowen, Butcher , Mitchell , Conrad, Harris. All Fire Department The matter of reorganization of the Fire Department to comply with Fire Underwriters ' requirements , was deferred. until next meeting, July 2d, 1928. On motion by Harris , seconded by Mitchell , the Clerk was r Auto Slaw directed to make requisition on the Automobile Club of Southern signs. Ca.li.fornia to install slow signs at the intersection of 3rd, 5th, 6th, 7th and 8th Streets with Ocean Avenue , and at such points in the vicinity of Frankfort and Geneva Street intersections as the Chief of Police directs, The Clerk gave Ordinance No. 318, providing for certain in- Ord. #318 spection fees to be collected in connection with electric install- Electric ations , it ' s second and last reading, and on motion by Conrad, fees , seconded by Butcher, Ordinance No, 319 was passed and adopted by the following vote: Ayes: Butcher, Mitchell, Conrad, Harris , Bowen, Noes: . None. The Clerk presented and. read a letter from Engineer Re Pier Rosson, stating that an effort was being made to secure permis- repairs. Sion to visit and inspect the Pier construction' of the Los Angeles ' K harbor. Mr. Rosson also introduced Mr. Alvah Smith of the Firm of Alvah Smith Black and Veach Construction Engineers, Mr. Smith addressed the Engineer: Council relative to the condition of the Huntington Beach Miinici- pal Pier and offered the assistance of his Company in planning re-, pairs to the damaged Pier. Ord. #319 Ordinance No. 319 to abate a nuisance , namely, smoke from Re Smoke etc. oil-well boiler furnaces , was given it' s first reading at this time. The chair declared a short recess at this time , 8:40 P, M. RedesN for the purpose of going into executive session. Reconvened The Council was again called to order at 9:40 P. M. by Mayor Bowen. The Clerk submitted an application of W. E. McCaslin for Application of license to construct and maintain an oil derrick on the NW ; of W. E. McCaslin the NE 2 of Block 417 (17th St. Park) and advised the Council that for derrick the application had been held up in the License Department for the license, Blk. reason that the lease or agreement between the City and Mr. McCaitlin #417,Denied.. was in question as to its validity. Mr. McCa,slin, after an in- vitation from the Mayor , appeared before the Council and made an appeal , stating that he desired to commence operations , but did not wish to do so unless he could work in harmony with the Council. City Attorney Blodget expressed the opinion that the lease was void, both on account of lapse of time in which drilling was to commend and because the Council had no authority to grant. such lease. Thereupon, on motion by Conrad, seconded by Harris , the application was denied by the following vote: Ayes : ' Councilmen, Butcher , Mitchell , Conrad, Harris , r Noes: None. The 6lerk read letters from City Engineer Rosson and Ja.s . r Lawshe of the! Huntington Beach Company, relative to constructing Toilets on outside toilets on the Beach front. On motion by Harris , sedl�nded Beach, by Conrad, the City Engineer was directed to construct four toilets on the Beach front; two east and two west of the Municipal Pier; provided that permission for so doing, first be obtained from both the Huntington Beach Company and the County Health and Sanitation Department. Re wages A letter was presented and read by the Clerk from J. E. J . E. Hallicy. Hallicy, in which Mr. Hallic claimed he had. not been paid wages for labor on City dump , May �th to June 8th, amounting to $90.00. The Chair referred the matter to Street Departme;.it Foreman, ;. Henry Wirth for his recommendation. Surety Bond On motion by Conrad., seconded by Harris , the Surety Bond of L. W. Blodget, Attorney L. W. Blodget was approved and. ordered filed. L. y. Extra, money Request of Wm. Gallienne for $100.00 extra allowance for band for band. July July 4th, was on Motion by Conrad, seconded by Mitchell ; denied. 4th denied. Refund The aonlica.tion of Bucey House-movers for refund of house moving House-moving License fee of $20.00 for moving church-building was referred to Attorney '. License Blodget for opinion. The request of Chief of police Choat, to have Police Department Paint Buick repainted and ton replaced, was referred to Engineer Rosson for Police Buick painting and the Controller to order top. •' ;Application The application of Mrs . Clara V. Gard to have License transferred Clara. V. Gard to her to operate Huntington Inn, was on motion by Harris , seconded to operate by Conrad, denied, pending the approval of the Building Inspector and Hunt. Inn, the Chief of Police. held. up . ? On motions duly mace and seconded the following applications for Application License were approved and the Clerk authorized to issue, S. Champion, for License hotel at #108; 5th St. ; Elsie Nelson, lunch wagon, #210 llth St. , Shell Oil Co. service station, corner 7th and. Ocean Ave. , renewal of pool and billiard. hall , license; W. I . Rudd, #212 1: ai n St. George Cole- The following motion by Harris ; "That the re-appointment of George man, Coleman as Police Patrolman be not confirmed" was seconded by Mitchell , Patrolman. put and lost by the following vote; Ayes; Mitchell , Harris. Noes ; Butcher, Conrad, Bowen, Re-appointment Mayor Bowen at this time yielded the Chair to Councilman Conrad. and Geo . Coleman, made the following motion; "That the re-appointment of George Coleman as Patrolman. Patrolman be confirmed" . Motion seconded by Butcher, put and carried by the following vote; r Ayes; Councilman, Butcheri,. Bowen, Conrad, Noes; Councilman, Mitchell , Harris. This being the time -set by the City Council for receiving and con- sidering protests to the removal of weeds as set forth in Resolution No. 611 , dated June 4th, 1927 ; the Clerk informed the Council that no Need Cleaning protests or objections had been received. Thereupon the following Reso. #611. motion was made by Councilman Harris ; "There being no protests against said work; the Superintendent of Streets be and is hereby directed to proceed to abate the weed nuisance in accordance with said Resolu- tion" .. Motion seconded by Councilman Butcher , put and. carried unanimously. Mr. J. C. MacDonald addressed the Council , relative to advertising Re advertis- in connection with the program of the Long Beach Pacific Southwest ing. Exposition. After some discussion, on motion by Harris , seconded. by Butcher, the matter was referred to the Music and Promotion Committee. On motion by Harris , seconded by Mitchell , the Council adjourned.
