M I N U T E S
Huntington Beach,Ca.lif. July 2, 1928.
The Council was called to order at 8: 00 o ' clock PM by Mayor
Bowen.
Councilmen present: Bowen,Butcher , Conrad,Mitchell , Harris.
Minutes The Clerk read the minutes covering Council meetings of
June 4th and 15th, and on motion by Conrad seconded by Butcher , same
were approved as read.
A letter from the Automobile Club of Southern California
Ann Signals recommending stop signs on 3rd St , 5th St , 6th St , 7th St and 8th'
St , was presented and read by the Clerk. The Chair referred the
matter to the Police and Fire committee for investigation and report
at next meeting of the Council.
City Engineer Rosson advised the Council that arrangements
had been made for a meeting of the Council with the Los Angeles
y Pier repairs harbor Engineers at San Pedro on the loth day of July at 10:00
o ' clock AM, for the purpose of examining pier construction and
repair work, The Chair asked that all members of the Council be
present if possible.
In the matter of constructing rest rooms on the beach, Engineer
Beach rest Rosson informed the Council that he had not as yet received the
rooms consent of the Huntington Beach Company.

On motion by Harris seconded by Mitchell, the Council authorized
School play- the expenditure of not more than $300. 00 for the employment of a
ground supervisor play ground supervisor for the Elementary school grounds during
July and August; provided the School Board supply a competent super
visor and direct the work.
4th July The Council unanimously accepted the invitation of the American
parade Legion to take part in the 4th of July parade.
The request of J K Sargent , fire chief fdr the use of the fire
Fire Equip. in equipment in the 4th of July parade and for use of the City trash
parade truck was referred to Engineer Rosson with authority to act.
Parking space The application of Mrs Sam Clapp for non parking space in
406 Ocean Ave, , front of 406 Ocean Ave. was referred to the Chief of Police for his
investigation and recommendation.
Hunt. Inn On motion by Conrad seconded by Harris the application of
license Mrs Clara. V Gard to operate. Hotel known as the Huntington Inn, at
804 Ocean Ave. was approved.
Vavra. demand On motion by Conrad seconded by Butcher the demand of Joseph
Vavra for payment of plumbing bill due to sewer overflow was granted.
The Clerk read a. letter from Supt . of Streets Rosson re-
J, E Ha.11icy commending that the demand of J E Hallicv for wages be not allowed
for the reason that no services were rendered. No action was taken
by the Council.
On motion regularly put and carried the following license
applications were approved: Mrs Sam Clapp , dining room, 406 Ocean
Licenses Ave; Mrs Beulah Youcel"l , lunch room, 507 - 15th St; Izetta Anderson,
lunch room, 427 Main St. ;
Clerk recommends A letter was submitted and read by the License Clerk in which
revision of recommendations were made that the license ordinance be revised.
license Ord. The Chair referred the matter to the Finance committee for its
fecommenda.tion.
The requests of A J Severson and the Los Angeles Daily News
License for reduction in license fees was referred to the Finance Committee.
The Clerk read a letter from R M Elliott protesting; against
Tax penalty a ten per cent penalty which was added to his tan bill on account
of sale by the City. This was referred to the City Attorney for his
opinion.

Monthly reports On motion by Harris seconded by Butcher,, the mohthly reports
of the Police Judge , Chief of Police , City Engineer , City Clerk

,and Tre-asurer were accepted and ordered filed.
On motion by Conrad, seconded by Butcher an appropriation
Pa•c.SIN.Expo. of $150 was allowed for advert!§ing in the program booklet of
Advertisement the Pdcific Southwest Exoosition.
After having been audited by the finance committee, demands
Demands numbered one to 109 inclusive were approved on motion by Harris
seconded by Kitchell.
Band On motion by Conrad, seconded by Harris the Huntington Beach
Band was allowe_-1 $190 for furnishing music at the Orange County
fair.
Garbage The City Engineer was directed to prepare specifications for
garbage contract and present to the Council at next meeting.
Ambulance On motion by Conrad seconded by Iditchell , the request of the
Fire Chief for the- purchase of an ambulance was tabled.
Mr A Brenner appeared before the Council and complained
Indoor base— against the influence of the indoor baseball evening games , in
ball that the tendency was to draw the public away from the business
and ocean. front districts. No action was taken.
Leave of On motion by Conrad seconded by Harris, mayor Bowen was
absence granted a 45 day leave of absence beginning on or about July 16th.
On motion by Conrad seconded by Butcher, Councilman J W
Kitchell was granted a 45 day leave of absence corinending July 5th.
Theret.being no further business to come before the 'Council
Adjourned at this time , on motion by Conrad seconed by Butcher, the Council
adjourned until 7: 30 P-1, July 16th.
