HomeMy WebLinkAbout1928-07-16 384 MINUTES City Hall, July 16th, 1928. - t Pursuant to adjournment of My. 2nd, the Council met and was called to order at 7:30 o ' clock PICA by Mayor Bowen. Councilmen present: Bowen,Butcher ,Conrad,Harris it absent: Iuitchell. Additional men in The matter of reorganization of the fire department along fire Department, the lines recently recommended by fire chief Sargent was taken authorized. up and discussed by the Council at this time. Chief Sargent advised the Council that the employment of three additional men in the force would bxing it up to the. requirements of the Board of Underwriters and prevent increased fire insurance rates. On motion by Brhtcher, seconded by Conrad, the fire chief \/ was authorized and directed to employ three additional regular !` Same firemen at a salary of $150.00 per month each, and the City Attorney directed to prepare the necessary ordinance to provide for the increase. Matter of stop signals On motion by Conrad seconded by Butcher the proposal to jrd,5th,6th,7th ,& Stinstall additional stop signals on 3rd, 5th, 6th, 7th and nth Sts with Ocean Ave. streets at their intersections with Ocean Avenue was tabled. ' tabled ' Engineer Rosson made a verbal report covering his inspection of gunite repairs to pier structures in the Los Angeles harbor and expressed the opinion, that before attempting complete Pier Report . re-pairs of the Huntington Beach pier , some experimental work should be done in order to determine the extent and cost of work required to make the pier safe. ' The committee was continued without formal action of the Council. The Clerk read a letter from D E Burry, commander .'of the Joseph Rodman Post of the American Legion, in' which he thanked 4th July the Council for its support in staging the Fourth of July celebration. The Clerk was directed to write the American Legion expressing the approval of the Council for creditable manner of the Legion in conducting the celebration. Non-parking On motion by Conrad, seconded by Harris, the request of denied Mrs Sam Clapp for non-parking sign in front of the Southland Dining Room on Ocean Avenue was denied. The Clerk presented and read Engineer Rosson' s specifications for collection and removal of garbage for three year period Garbage disposal commencing September llth, 1928. And on motion by Harris, seconded by Butcher the specifications were adopted and the Clerk directed to advertise for bids. Bids to be opened and examined J S;eptembe-r 4th, 8:00 o ' clock PM. State Health Dept A letter from the Department of Public Health, State of letter Re- outfall California, relative to this city' s sewer plant , was read and sewer. referred by the Chair to City Engineer Rosson. r On motion duly made and seconded the following applications Cafe & Hotel for license were approved and the license clerk authorized to license approved issue license: John P. Lamerdin, cafe, 427 Main St. and Mrs Chas. Loop , Hotel , 116 Main St. Bond of F F Thorp On motion by Conrad, seconded by Harris the surety bonds & 7 A Miller of F F Thorp, house moving contractor and S A Miller , electrical approved contractor . were approved and ordered .filed. The appointment _'of Harvey E Walker as special police Harvey E Walker officer by Chief R Choat was on motion by Conrad seconded by made Spl . police Butcher approved with the provision that the appointment carries officer. no provision for salary from the City. the Clerk read a petition signed by interested property Petition Re- owners and residents in the vicinity of Block 111 , in which the Noise in B1 111 Council was asked to take action to abate the nuisance caused by steam exhaust steam exhaust from oil plants located in Block 111. The complaint was referred to Engineer Rosson with instructions to investigate and report back to the Council. 385 The request of Jesse C Reynolds for repairs of Delaware Avenue was referred to the Clerk with instructions that Per Reynolds Request to _ be advised that most of that portion of Delaware Avenue mentioned repair Delaware in his letter was located outside the City limits, but if the Ave. County would make repairs to the city limits, the Council would consider repairs inside the City. On motion by Harris, seconded by Conrad, demands numbered 110 Pay demands to 150 inclusive were approved and ordered paid. The City Controller submitted a proposed budget for the fiscal Budget . year July lst, 1928 to June 30, 19F-9, and informed the Council 1928-1929 that same was based on a $1 .50 rate. Chief of Police Choat tendered his resignation effective July 30th, and on motion by Butcher seconded by Conrad it was Chief Choat accepted. The Clerk read the application of Mrs Edna Cooper for resigns. office of Police Matron. The Chair referred the application to the Chief of Police for his consideration. On motion by Conrad, seconded. by Butcher, put and carried Capt . Chas Stewart unanimously, Captain Chas. Stewar tf was appointed Chief of Police appointed Chief at a salary of ,$275.00 per month, effective August 1st , 1928. R. Choat , was by the same motion made assistant Chief of .Police at a salary of $225 .00 per month- effective August 1st , 1928, and the R Choat appointed City Attorney'*was directed to prepare the necessary ordinance to AssIt. Chief carry out the expressed will of .the Council in the matter of salaries in the Police 'Department. Salary of-' police The salary of. .the Police Judge was increased from $125.00 Judge increased to per month to $175 .00 per month, effective August 1st , 1928, andthe $175 :00 per mo. City Attorney directed to draft a new ordinance accordingly. Motion by Conrad, seconded by Butcher , put and carried unanimously. On motion by Harris seconded by Conrad the Clerk was directed Adv. for bids for to advertise for bids for furnishing the City Police Department with motorcycles two new Henderson motorcycles or their equivalent , the sucedssful bidder to take as part payment hhe used motorcycles now owned by the city.
