Councilmen absent : Conrad, Butcher. Harris and Mayor Bowen appointed Councilmen Harris and Mitchell on the Mitchell on Finance Committee in the absence of Councilmen Conrad and .Hntche ..- Finance Com. The Mayor announced that there were, in 'the audience, re- a presenta.tives of the Santa Fe Springs Waste Water Disposal Company, i'aste water who wished to be. heard at this time. disposal hearing. Mr C Scharpenberg, President of the Disposal Company addressed the Council stating that the major oil companies had perfected a corporate organization known as the Santa Fe Springs ' Waste Water Disposal Company for the purpose of disposing of waste salt water from the Santa Fe Springs oil field. That an agreement had •been reached whereby a. pipe line is proposed leading from the oil field to the ocean; a portion of which line is to run through the northeasterly part of Orange County and enter the ocean immediately south of the City of Seal Beach. Mr Scharpenberg stated that a plant was being erected for the purpose of separating oil from the waste in the- proportion of ten parts per million, and in con- clusion asked the Council to go on record by passing and adopting a resolution approving the route and method of treatment. �r L H Young, engineer for the above named Company submitted ' a map showing the proposed pipe line route and stated that same had met with the approval of both the Public Health Department and the Fish and Game Commission of the State of California. Mr H. H. Anderson, Vice ' resident of the Company informed the i Council that a similar plant was now in operation in the Brea- Olinda oil field district , also in the the Ventura field, bothe of which had met the approval of State and local authorities. Councilman Mitchell addressed the Council stating that his first impression had been that the waste water would contain a Resolution No larger percentage of oil, but now believed that no damage could r 61t!-, waste water result and was therefore ready to give his consent to the proposal; disposal. whereupon the Clerk read Resolution No 610, which was, on motion by Harris, seconded by Mitchell, passed and adopted by the following vote: Ayes Councilmen Mitchell , Harris, Bowen Noes Councilmen None Absent Councilmen Conrad, Butcher. b4r dosepi Va.vra, Trustee of the Huntington Beach High School addressed the Council and submitted a deed from the Huntington Beach Company , conveying a strip of land immediately south. of the Deed for Utica High School to the City f-or street purposes. Mr Vav3. on behalf ' street submitted- of the High School , asked that the City accept the deed. The matter was referred to the Committee on streets and parks for an early report. The Clerk read a letter from W H Gallienne proposing to furnish band music for the Armistice day celepration to be held Band for in the City of Orange for a consideration of 295. 00. This was Armistice day referred to the Music and Promotion Committee for a report at next meeting, Monday October 22nd. Attorney Blodget informed the Council that the new traffic Traffic ordinance was not yet ready for first reading:- Also the matter of Ordinance prohibiting the distribution of hand bills was not made ready for Circular report . Ordinance ti Engineer Rosson reported that he was not preparsd to submit Main St final recommendations for lighting the intersection df Main St Traffic signal and Ocean Avenue. Rept. on Mun. The Clerk read a letter from Engineer Rosson stating that he Pier Meeting at had) made an appointment with Mr Nicholson, Los Angeles Harbor 2:30 PM Sat . engineer' to meet with the Council at the municipal pier Saturday, Oct. 20th. October the 20th at 2:30 P12, and urged that all Councilmen be present . 399 On motion by Mitchell, seconded by Harris the following license license applications were approved: C B _Tipton & Howard transfers Robidoux, service station at 23rd Street and Ocean Avenue;G M Gelzer restaurant at 416 Ocean Avenue. -� Aero-Photo Action was deferred until next meeting in the matter of of City purchasing photograph of the City. Resolution 61C The Clerk submitted and read resolution No 614 relative Demolition of to the demolition of an oil derrick located in block 711. No llth St derrick .action was taken other than to refer the matter to the building committee for report, and a more complete description of the ' nuisance to be abated. Abandon. car On motion by Harris seconded. by Mitchell the Clerk was service to directed to advise the State Railroad Commission that the City La Bolsa Council has no objection to the. abandonment of street car service between Huntington Beach and La Bolsa. The Clerk read a letter from Chief of Police Steward asking New Auto for that the Council purchase a new police car to take the place of Police Dept . the Dodge car which was wrecked on the 12th Inst . On motion by Harris, seconded by Mitchell the Controller and the Chief of i Police were directed---to secure prices on four or five cars of ` standard make and submit for approval of the Council on Monday dctober 22nd. On motion by Harris seconded by Mitchell, demands numbered Demands 496 to 514 were approved and ordered paid. On motion by Mitchell seconded by Harris the Clerk was directed to write and deliver a letter of condolence to the widow and family of L R .Darst. Adjourned.
