M I N U T E S
City Hall , Dec. 3 , 1928.
The regular meeting of the City Council was called to order
at 7:30 PM by Mayor Bowen.
Councilmen. present: Butcher , Conrad, Mitchell , Harris , Bowen.
Minutes The Clerk read the minutes for the month of Movember , and on
motion by Harris seconded by Conrad same were approved as read.
The Clerk read Resolution No. 616 of the Council recommending
' Res. 616 restriction against oil well drilling in the residential district
Oil restrictions and that the Chamber of Commerce and Business Men' s Association be
called upon to express their desires and if favorable that these
organizations indicate boundary lines for such restrictions.
Audience Moved by Conrad, seconded by Harris that Resolution No. 616
` invited to be passed and adopted, whereupon Mayor Bowen invoted those in the
address Council. audience having anything to say on the matter to do so at this time.
C. W. Patrick of 643 Frankfort Street addressed the Council ,
C lY Patrick stating that he represented residents east of the Southern Pacific
speaks Railroad tracks and that he , on their behalf , wished. to protest
the passage of the resolution. That the East side citizens opposed
the action of the City Council in referring such matters to
irresponsible organizations such as the Business Men' s Association
and the Chamber of Commerce and that they preferred to have the
question settled by vote of the people.
Mayor Bowen informed fir Patrick and those present that the
irla;r-or speaks Council was prompted to take this action on account of numerous
informal requests from business men and. residents in and immed-
iately adjoining the main business district. That pursuant to
these requests the Council was taking such action as it deemed
advisable to secure an expression of the majority in such a
district. That while four out -of the five members of the Council
believed that a restricted residential area was for the best interest'.
of the City, they had no intention of taking arbitrary action 'in
opposition to the wished of a, majority of those living and doing ,
business in the area to be affected.

Mayor Bowen at this time called for a vote on Resolution No. 616
Reso. 616 which was passed and adopted by the following Grote;

Noes Councilman, Mitchell.
On motion by Conrad seconded by Mitchell , file City Engineer ' s.
plans and specifications for the construction and installation of
Main St & Ocean ornamental lights , sign and traffic control signals at the inter-
Ave Intersection section of Main Street and Ocean Avenue, were approved and adopted

authorized. material and labor. Bids to be opened and examined. at the regular
meeting of the Council on January 7th, 1929 , at 7;30 P11. Motion
put and carried unanimously by the following vote;
Ayes Councilmen, Butcher , Conrad, Mitchell , Harris , Bowen.
Noes Councilmen, None.
News Adv. On motion by Conrad seconded.. by Mitchell , put and carried the
agreement. council adopted the recommendation of their committee that the
agreement be renewed with the Huntington Beach Dews for advertising.
Space to consist of one page per week of the following issues ,
Dec. 7th, and. 21 , 19281 January 4th, l8th, February lst , and 15th,
1929 , at the rate of $80.00 per issue plus cost of cuts.
By and. with the unanimous consent of the Council the following
matters were deferred until mext meeting;
Deferred Ordinance restricting distribution of circulars;
matters Main Street lighting in front of the High School;
Sale of lot oto Joe Paladino ;
Demolition of derrick block 711, the City Erigineer being
directed to get in personal touch with owners and notivey them, if
possible , of the contemplated action of the Council.

On motion by Mitchell seconded by Corrad the license
department wa,s authorized to issue license to C M Harphold
I0001d junk to operate junk yard at 815 Geneva Street. Mr C W Patrick
yard. informed the Council that same was to be operated in a. building
awned by him and that there was no objection on the part of
residents in the vicinity....
Trash complaint.' - Superintendent of Streets Rosson informed the Council that
Stephenson. the trash nuisance complained_ of by t#. Stephenson ha,d been
settled. satisfactorily.
Also that the matter of additional drainage asked. for by
W E Anderson near intersection of 17th and Delaware Ave. , was
being investigated.
Gas engine On motion by Conrad seconded. by Mitchell the City Attorney
noise Bl. 111. was directed to draft a Resolution decla,rif-,g that the gas engine
noise permitted by Commonweal-th Oil Company in Block 111 , is a
nuisance.
W S Ebert Oil On motion by Conrad seconded .by Butcher the application of
Station permit W S Ebert to Erect and. operate oil and- gas station near Ocean
Avenue and east of First street was approved and license
authorized.
The Clerk gave traffic ordinance No. 322 its second and
Ord. 322 last reading at this time , and on motion by Conrad seconded by
Butcher Ordinance' No. 322 was passed and adopted. by the follotuing
vote;
Ayes Councilmen, Butcher, Conrad,. Mithcell , Harris , Bowen. .
Noes bone.
Demands On motion by Harris seconded by Mitchell demands numbered
626 to 726 inclusive were approved and ordered paid.
The Clerk read monthly reports of the Chief of Police ,
Reports Police Judge , Engineer, Clerk and Treasurer and on motion by
Conrad seconded by Mitchell same were accepted. and ordered filed.
