City Hall , Dec. 17th, 1928.
Pursuant to adjournment of December 3rd, the Council met at
7:30 PM;
Councilmen present: Bowen, Butcher , Conrad, Mitchell , -
i Councilman absent: Harris.
Restrictions Mayor Bowen announced that the first order of business would
be the hearing of petitions for and against oil=well restrictions.
Petitions The Clerk read a petition signed by 245 citizens opposing
Against restrictions in the district outlined by the Chamber of Commerce.
Petitions The Clerk also read letters from Lois Avery and Mary Plant
For non—resident property owners , in favor of restrictions.
Blodget advises At the request of the Council, City Attorney Blodget ex—
City Council plained the legal requirements necessary to place restrictions on
a given area, as follows:
First; that the Council has the power to amend an ordinance
lst'. passed by the voters but that such an Ordinance passed by the
Ordinance Council can be made inoperative by petition signed by 10% of the
registered voters and calling for an election: provided, that such
petition be presented to the council within 30 days from date of
passage of the ordinance.

Mrs Jack McDonough addressed the Council and suggested that

C Of C asks . A H Dixon, representing the Chamber of Commerce appealed to

Chamber. The request was referred to the Music and Promotion
committee composed of Conrad, Mitchell and Butcher.
llth & Palm St On motion by Conrad seconded by Mitchell the City Building
derrick Inspector was directed to proceed immediately to dismantle the
abandoned derrick located on Block 711.
Reso. 617 Resolution No . 617 , declaring gas engine now being operated on lots
19 and 21 , block 111 to bd a nuisance, was read by the Clerk, and on
motion by Conrad seconded Mitchell , Resolution No. 617 was passed
and adppted by the following vote:

and the Clerk directed to send certified copies of same to the
interested ooerators.
Rev Jno M. The Clerk read a letter from Rev. John 11 Barnhart in which it

On motion by Conrad seconded by Mitchell, City Engineer Rosson
Dangerous was authorized to take the necessary action to correct the dangerous
trees condition of trees along Main Street.
Attorney to draft On motion by Conrad seconded by Butcher the City -Attorney was
Ord.. to require directed to draft ordinance requiring derricks to be properly guyed.

At the request of Mrs Elsie V. Brewster , chairman of the Christmas
Seal Campaign, the Council passed the following resolution No. 619.
"In recongition of the splendid work being done
by the grange County Tuberculosis Association
Reno. 61p in building up and training the underpar children
at the health camp in Santiago Canyon, the City
Council hereby endorses the Christmas health
seal sale of the organization and urges the
residents of this City to give their generous
support to the campaign. "
Passed and adopted on motion by Conrad seconded by Butcher.
. G V Isom The demand of G V Isom for $25.00 covering damages to car
driven into open ditch was referred to Supt of Streets Rosson.
Engineer Rosson advised the Council that derrick owned by B F
Derrick Bl 617 Munn and located in block 617 had been guyed satisfactorily, The
guyed Clerk. was directed to communicate with the 0 C Field Gasoline Co
and ascertain if now satisfactory to them.
On motion by Conrad seconded by Butcher the restaurant license
of M Kennedy, 201 1.1ain Street ap-proved.
The matter of purchase of lots from A B 8hambers was referred to
Councilman Mitchell for further investigation.
Demands On motion by Conrad seconded by Boucher demands numbered 727 to
794 were approved and - ordered paid.
Adjourned The Council adjourned, on motion by Conrad seconded by Mitchell.
