City Hall , Jan 7th, 1929
The Council was called to order at 7: 30 PM by Mayor Bowen.
Councilmen present; Butcher , Mitchell , Harris , Bowen.
Councilman absent : Conrad.
' 'In the absence of Councilman Conrad, the Mayor appointed
Councilman Harris on the finance committee.
Minutes The minutes of the Council for meetings of December 3rd
and 17th were read by -he Clerk , and on motion by Harris seconded
by Mitchell same were approved. as read.
George Wardwell addressed. the Council and protested against
Date palms the dangerous condition of ' the date palms in the city parkings
dangerous in that they were riot properly trimmed. The matter was referred
to the streets and parks committee com-nosed. of Conra.d., -Ha.rris
and. Bowen.
The Clerk read. a petition signed. by 152 citizens favoring
Oil=drilling, oil-well drilling restrictions and m petition signed by 49
restrictions citizens 'bp-6osing same. An analysis of the petitions was pre'
petitions . sented and read by the Clerk. After a, short discussion, Mayor_
Bowen submitted a written statement reading as follows;
"It would. appear from the petitions which have
been filed in this -_,atter of creating a residential
zone restricted against oil well drilling, thatthe
opposition thereto is sufficient to cause the City
Council to ask that the proponents of such action
should. circulate and. file an''initiative petition,
asking the City Council to enact an ordinance , before
this body -ould be :'justified in taking any action.
"This conclusion does not lessen -my firm belief
that the best interests of the larger number of our
people would be served by creating a restricted res-
idential zone in which oil well drilling would not
be permitted; provided. that such a zone .for the
present only embraced that part of- the tom which is
densely built up in a. residential way. It is .evident
from •the recommendations which we have received from
the Chamber of Commerce and the Business Peen' s
Association that this is also the sentiment of a
large number of our business people.
"Nevertheless , the analysis whicch has been made
of the petitions recently filed seems to warrant the
conclusion above stated. and I feel that it up to
those of our people who see this matter more clearly
and less personally, to undertake the task of having
a larger number of our residents convinced of the
advisability of a. restricted zone before seeking its
legal creation. Time and. educational efforts will in-
evitable bring about the right condition. The dream
of sudden wealth from oil on the part of many of our
residential lots o-ners will gradually fade , thereby
aiding those who axe more loyal to the unbuild.ing of.
a worthwhile town in the consurna,tion of their hopes!'
Other Council- This statement met with the approval of other members
men concur of the Council present , and on motion by Harris , seconded
the matter of oil well restrictions was tabled..

Letter Re —
.legali�y of Neon The Electrical Products Company of Los Angeles submitted a
sales letter and copy of court d.edsion on the legality of sale of Neon
material which was referred to the City Attorney for investigation.
Action against Engineer Rosson informed the Council that the gas engine
owners of gas exhause nuisance in Block 111 still continued and recommended.
engine B1 11.1 action against the owners. On motion by Butcher seconded by Mitchell
authorized _ the City Attorney was instructed to draw a, complaint against the
owner to compel them to abate the nuisance.
Derrick at Bl The Clerk read a letter from Engineer Ross,on to the effect that ;
.511 not yet derrick at Block 511 had not yet been properly guyed, but expeessed
properly guyed the opinion that it would be done satisfactorily in the near future.
Ffarther action by the Council deferred to next meeting.
palad.ino lots Action in the matter of the sale of a, portion of lots 1,3 and5 Block 301 was deferred. until next meeting.
C ®f C request The request of the 0khamber' �T Commerce for g300 to cover
for $300 def:6rred advertising expense was laid on the table pending further information
from the Chamber of Commerce.
Derrick Ord.. ?City Attorney Blodget informed the Council that , the proposed ,
deferred ordinance for guying all derricks was being delayed on account of
certain information necessary concerning-steel derricks.
G V Isom Engineer Rosson reported. that the claim of G V Isom for damage
demand deferred to. car was being investigated and that a, settlemtnt would probably
be made in the near future.
Matter of purchase Councilman Mitchell informed the Council that he desired an
of lots near .City extension of time in which to investigate , before submitting his
Yard laid over recommendations concerning the purchase of additional lots for
city yard. purposes .
Ronson says no Engineer Rosson reported that there were no new developments
further re_ comm— in the municipal vier situation. That he had watched the action of
erldations re. high tides during the east few weeks and saw no.rreason for alarm.

The Clerk read. Resolution No 619 proposed by the Orange County
Health Department recommending the appropriation of 65 ,000 by the
Reso. 619 state for investigation and research work , and on motion by Mitchell
seconded. by Harris Resolution No. .619 vra.s passed. and adopted by the
following vote :

A request from the Coronado Fire Department that the
Fire Chiefs ' City' s Fire Chief be permitted to attend the Fire Chiefs '
convention Convention in Brawley Jan 12th and 13th, vas referred to fire
chief Sargent.
The Clerk read a letter from the Orange County Health
g1'epartment , also a, card from ex-mayor Chas G. Boster expressing
Christmas the seasons greetings and the Clerk was directed to make
greetings appropriate acknowledgement.
Appl. for card The application of C M Biddle for permission to conduct
tables denied public card tables at 118 Main Street was denied on motion by
Harris seconded- by Mitchell/

Monthly reports report of the fire chief and on motion by Harris seconded .by

• The Clerk informed the council that the claim on account
State Compensation death of LeRoy Da.rst on October 12th, 192� had not yet been
Ins. Cc delay in stttled by the State Compensation Insurance Department and
making settlem6nt that no satisfactory excuse had, been offered for the delay.
Acct LeRoy Da.rst the Clerk recommended that the City Attorney and Council take
action in the matter , also that the city consider a,a,rryin its
o-M compensation insurance and that a. fund be set aside for
that purpose. Referred to the City Attorney for report at next
meeting.
Om motion by Harris seconded by Butcher demands numbered
795 to -8 7 inclusi, ve were approved. and ordered paid..
