City Hall, Feb 4th, 1929
The Council was called to order at 7:30 PM by Mayor Bowen:
Councilmen present: Butcher, Conrad, Mitchell, Harris , Bowen:
Councilmen absent : Nohe
Minutes The Clerk read the minutes for the month of January, - and on
motion by Conrad seconded by Harris same were approved as read.
C of C At this time , 7:55 PM Mayor Bowen declared a recess for the
discussion recess purpose of discussing matters pertaining to the Chamber of Commerce.
.Meeting again called to order at 8:45 PM, all members of the
Council .present.
Mayor Bowen announced that a committee composed of A H Dixon
C of C ask for and Harvey Young representing the Chamber of Commerce desired to '
financial aid from address the Council. They presented a request for financial aid
City for the current calendar year, and represented that the money
was to be used for advertising purposes , and to assist in paying
a proposed salary of $200.00 to the secretary. Mayor Bowen
stated as his personal opinion that he thought the' Chamber of
Commerce could be of service to the city and community, and that
he considered it advi:8able to assist by appointing the secretary
of the Chamber of Commerce as advertising manager of the City `
at a salary of 9100.00 per month provided 8ttch secretary meet
with the approval of the Council. Also that additional financial
aid not to exceed 0100 per month should be extended by the City
upon the presentation and approval of a budget showing in detail .

share alike by the Chamber of Commerce and the City Council.

Ed Stevens submits Ed Stevens submitted. a plan for improving the usefulness

Engineer Roston reported that the noise nuisance caud.ed
by gas engine in block 111 had been abated by the Common-
Exhaust noise wealth Oil Company installing a muffler. Mr Rosson re-
report commended that the case against the oil company be dismissed.
Attorney Blodget stated that it would. be advisable to let
the case remain dormant for the present.
On motiori' by Butcher seconded by Conrad the recommendation
of the City Attorney was adopted.
The Clerk read a le.-ter from Engineer Rosson stating
Derrick Bl. 511 that the derrick located. in block 511 had been guyed.
sufficiently to make the structure safe against heavy winds.
The Clerk was directed to communicate with Rev. John Barnhart
and secure an expression from him as to whether or not _ he
considered the derrick safe.
Derrick gjtyitg Attorney Blodget informed the Council that he was
Ordinance prepared to proceed with the drafting of an ordinance re-
quiring derricks to be guyed and that Engineer Rosson re-
commended. that the ordinance cover wooden derricks ohly. The
City Attorney was directed to prepare the ordinance.
Ben Mun Engineer Rosson was requested ' to examine the derrick in A
derrick Bi 617 block 617 belonging to Ben Mun and report if same was guyed
to the satisfaction of the 0 C Field Gasoline Co.
Mr Rosson submitted a map showing the locatiomlof house -
Lots 1 ,3 ,5 owned by Joe Palladino on lot 7 Block 301 and how property
B1. 301 could be improved by the sale of a portion of lots 1,3 and 5.
Palladino Mr Rosson was directed to confer with Mr Palladino and report
at next meeting.

Councilman Mitchell asked. for additional time in which to
_City Yard submit final recommendations for the purchase of lots adjoining
1otl the city yard.
Chief of PoIce re— The Clerk read a letter from the Chief of Police which it

Leeds & Barnard letter A letter from Leeds & Barnard regarding repair of the

The Clerk read monthly reports of the Orange County health
department , City Engineer, Chief of Police , Police Judge , Treasurer
Monthly reports and City Clerk and on motion by Conrad seconded by Butcher same
were accepted and ordered filed.
On motion by Conrad seconded by Mitdhell the following
Licenses applications for license were approved:
Alta V Hall, Soda fountain and lunch counter at the plunge.
Holt. Goodrich, restaurant at 17th & Olive.
Mrs Grace B Palmer,, Hotel , 307 Main Street.
Forno E Newman, restaurant and coffee sales , 444 Ocean Ave. .
This being the' date set by the Council for opening and exam—
Bids for Constn. ining bids for the construction of ornamental arch at the inter—
of arch. section of Main St and Ocean Ave, the Clerk opened and read the
following bids:

Consolidated Steel Corporation, 1200 North Main St. Los Angeles ,

The following motion by Councilman Conrad: That all bids be
rejected except that of Consolidated Steel Company of 1200 No.
Award Main Street , Los Angeles , (Phone Capitol 5500) and that their bid
of #2,000 be accepted as the lowest responsible bid and being the
bid considered for the best interest of the City of Huntington
Beach. That the City Attorney be directed to prepare the necessary
contract and the Mayor and Clerk be authorizbd to sign same on
betalf of the City of Huntington Beach. Motion seconded by Harris ,
put and carried by the following vote:
Ayes Councilmen Butcher,' Conrad , Mitchell, Harris , Bowen.
Noes Councilmen None.
On motion by Mitchell , seconded by Butcher the City Engineer
was authorized to install cemefit foundations for ornamental arch
City Engineer under force account , same having heretofore been advertised for
authori red to do bids , and all bids rejected, it being in the opinuonn'of the
cement vVork Council for the best interest of the City of Huntington Beach to
order the work done under force account. Motion pout and carried
by the following vote:
Ayes Councilmen Butcher , Conrad , Mitchell , Harris , Baxen.
Renew contract On motion by Conrad, seconded by Butcher contract -for
for Adv. in H.B. advertising in the Huntington Beach News was renewed for period
News of 13 weeks as follows:
Feb 8th, and 22nd., March 8th and. 22nd, April 5th and 19th. Motion
put and carried by the following vote:
Ayes Councilmen Butcher, Conrad, Mitchell , Bowen ,
Noes Councilman Harris

Demands On motion by Harris seconded by Conrad demands numbered
868 to 970 inclusive were approved and ordered paid.
Mayor Bowen called attention to the bills of the various
Utility charges Utility companies and recommeiiddd same be investigated with a
view of reducing the expense.
Adjourned On motion by Conrad seconded by Harris the Council adjourned
until 7:30 PV Monday February 18th,1929•
