M I N U T E S,
City Hall , Mar. 4th, 1929.
The Council was called. to order at 7:30 PM by Mayor Bowen:
.: Councilmen present: Bowen; Butcher, Conrad, Mitchell , Harris.
Minutes The Clerk read the minutes for the month of February,
and on motion by Harris seconded by Mitchell , same were
approved as read.

Mayor Bowen invited those in the audience having matters
to bring before the Council to do so at this time.
E B Stevens addressed the Council on behalf of petitioners
Main st Lighting for the installation of electric lights along Main Street from
{- petition Ocean Avenue to Mansion Avenue. Mr Stevens stated that the
present gas light system was the source. of great loss to the
City on account of leakage , and that he believed. the cost of
installation should be .born by the general fund on account of
Main Street being a main thoroughfare. He presented. a petition
signed, by 115 citizens and tax payers requesting the installation
of an ornamental lighting system using Marbelite Type No 2600
standards and G E glassware or similar appliances , and that the
cost be paid from the General Fund.
G F McKelvey presented a petition containing 138 signatures
Petition opposing who protested the financing of the proposed Main Street lighting
{' use of General f rom the General Fund. Mr McKelvey said that he believed the
Fund for Main St. cost should be born by property located on Main Street alone.
_ lighting In answer to a question put by Councilman Harris , Mr McKelvey
said that he believed all signatures were either property
owners or joint owners , such as man and wife. That the petitioners
were not opposed to the improvement but did object to paying
the cost from the General Fund.
Ray Overaker informed the Council that Long Beach relighted
Ray Overacker American Avenue by direct assessment, and that he was opposed
to expenditure being made from the General Fund in Huntington
Beach.
17m Adair said he would like to see Main Street electrically
Wm Adair lighted but wanted. it done at the expense of property owners
along that street.

J W Mitchell Councilman Mitchell said he"f avored doing the work on: a
basis of 60% against abutting property and 40o General Fund.
0 R Harris Councilman Harris favored a 50-50 basis.
Underwood Mr Underwood said he believed. the cost of the improvement
should be part General Fund and part against abutting property.
Chas Rutledge , Mr Chas Rutledge, Supt. of the Southern Counties Gas
Supt of So. Company offered to assist the City in making estimate on repairs
Counties Gas Co. of the present ga.s line and said his company would be willing
to d.o the work and enter into an agreement to furnish gas at a
flat rate.
On motion by Harris seconded by Conrad action on the above
Matter of lights named petitions was deferred until next meeting of the Council
deferred and. the City Engineer was directed to confer with the Southern
{ Eng. to prepare Counties Gas Company officials relative to repair of gas line ,
estimate of repairs also to prepare estimate of cost of electric lights and. present
also estimate of to the Council at next meeting.
cost new. . A H Dixon, president of the Ohamber of Commerce appeared
before the Council and stated .that he had been directed by his
C of C board to ask the City to contribute $500.00 toward the expense
of the Chamber for the period ending July 1st , 1929. Matter
referred to the Music & Promotion Committee.
The Clerk read a, letter from the Business Men' s Association
Dist. of hand requesting the Council to pass an ordinance prohibiting the
bills distribution of hand bills . Mr W H darner addressed the Council
in support of the request , and on motion by Conrad seconded by
Harris the City Attorney was directed to d.ra.f. t and submit an
Drdiriance accordingly.

Ord. 323 Ordinance No 323 requiring derricks to be guyed was
given first reading c�it this time.
Bids for sale lots On motion by Conrad seconded by Harris the Clerk was
1 ,3 ,5 B1. 301. directed to advertise part of lots 1,3 and. 5 Bl 301 for sale.
Action on Uniform Building Code deferred..
Engineer Rosson gave verbal report to the effect that
work on the concrete work at Ocean and. Main would. soon be �
under way.
Matter of replacing auto park gas lights with electric
fixtures was deferred.

On motion by Harris seconded by Conrad the City Engineer
was directed to suspend work of repairing Main street gas
lines for the present.
On motion by Conrad seconded by Mitchell the following r
Licenses applications for licenses were approved;
A E Wright, Lunch counter junction of 17th & Main Sts .
Nellie Ballard, boarding house , 804 Ocean Ave.
On motion by Conrad seconded by Butcher the appointment
Gelzer patrolman of George Gelzer as patrolman by the Chief of Police was
appr oved.
On motion:by Mitchell seconded by Conrad permission was
Life Beat given W L Evans to use life boat in accordance with his
written request of this date.
R A Chaffee R A Chaffee was appointed temporary deputy assessor at
g4.00 per day on motion by Mitchell seconded by Butcher.
Demands On motion by Conrad seconded by Harris demands numbered
971 to 1072 were approved and ordered raid.
Conrad given On motion by Harris seconded. by Mitchell , Councilman
permission to be Conrad was granted a thirty day leave of absence.

On motion by Conrad seconded by Butcher , Judge C P Patton
Judge Patton was given permission to be absent from his office .for a period
given leave of of two weeks commencing March 5th.
