City Hall , Nov 4th , 1929
The regular meeting of the Council was called to order at
7: 30 PM by Mayor Bowen.
Councilmen present: Bowen,Butcher ,Conra,d.,Mitchell ,Ha.rris.
Mr Rogers , Engineer for the Superior Oil Company addressed the
Waste water Council relative to disposal of oil field waste water , stating that
disposal it was no longer practical to use cess pools and. that his company
desired a permit to construct skimming plant and be permitted. to run
its waste water into the ocean in the uicinity of 22nd street. Mr
Rogers stated that the amount necessary to be carried away at the
present time is about 1000 barrels per day. r
Mr E A Chan, Deputy Fish and Game Commissioner also addressed. the
Council and stated that he believed the best solution would be for
toe various oil companies to join and construct one outfall ,- pre-
ferra.bly near the present Santa. Ana outfall server.
Mr Rogers asked that a temporary permit be granted, and that in
the meantime his company would. undertake to interest others in a:
plan outlined by Mr Chan.
The Council informed Mr Rogers that it did not feel. disposed
to enter into a temporary agreement and suggested that a meeting be
called, as soon as possible to consider joint action of the oil
companies. Engineer Rosson was directed to arrange such a, meeting
inviting the various companies to have representatives appear before
the Council.
Attorney Blodget was asked to look into the legal requirements. '

Minutes The Clerk read portions of the rrinutesj and on motion by Harris
seconded, by Conrad the minutes were considered as read and approved.
17th St Engineer Rosson informed the Council that a meeting would be -�
water lines held on Nov 6th with representatives of the Huntington Beach Water
Company to consider repair of the 17th street water line. -
Mayor Bowen informed the Council that the Chamber of Commerce
Mosquitoes and County Health Dept representatives were to meet on Nov l8th to
reconsider the matter of mosquito abatement.
The Clerk was directed to notify the Grange County Builders '
State license Association that no action could be taken toward. adopting a.
for Contractors resolution requiring all contractors to present State license before
issuing city license , for the reason that the State Dept is not yet
ready to enforce the provisions of the Act.
On motion by Conrad. seconded by Harris the request of the .
Time-limit Business Tens ' Association for a, resolution placing a. two hour limit
parking on parking along Main St and RTa.lnut Ave was tabled.
Unsafe Engineer Rosson informed the Council that the dangerous
derrick condition of the Sun Oil Co derrick on Delaware Ave had been remedied �
and made safe.
On motion by Mitchell seconded by Conrad permission was granted
Armistice day the American Legion to close a portion of Main Street , first block
$t . closing from Thursday AM, Nov 7th to Tuesday Ali Nov 12th for the purpose .,
of constructing a reviewing stand.
Permit to On motion by Harris seconded by Butcher , Building inspector
erect reviewing Rosson was authorized to issue free permit to the American Legion to

On motion by Butcher seconded. by Conrad, the City Building
inspector was authorized to issue free permits to American Legion
Concessions to erect and. opera,te concession stands along Main and other streets �.
during Armistice Day. Also , the City Clerk was given authority to
issue free license permits to the American Legion to conduct lunch
stands and other concessions at locations along Main and other
streets during Armistice Day.
Sewage treat- On motion by Conrad seconded by Harris the proposal of. E A Bole ,
ment plant Pico and Wilmington Blvd, Long Beach, to erect sewage disposal and
treatment plant was tabled.

Asphalt plait The Clerk read a letter from nor W E Anderson in which complaint
odor was made against odor coming from oil-1 treating plants in the vicinity
of 17th street , at Delaware and Garfield street. The Clerk was
directed to write the County Board. of Supervisors and acoua.int them
with conditions , also requesting their opinion relative to abatement
.of the nuisance.
J H Macklin The .request of J H Macklin for nayment on account of private
sewer in the vicinity of lst and Olive streets was laid over to
next meeting for further-,--information.
Concession On motion by Harris seconded by litchell , application of
C M Biddle to operate Whirl-O-Ball game at 113 Main St was approved.
On motion by Conrad seconded by Butcher the reports of City
Reports Clerk , City Treasurer, City Judge , Chief of Police , Health Officer,
Fire Chief and City Engineer were accepted and ordered fikxl.
Demands On motion by Conrad seconded by Butcher demands numbered
2002 to 2104 were approved and ordered paid..
Main St On motion by Conrad seconded. by iIitchell the City Clerk was
parking to be directed to write the Huntington Beach Company requesting per-
mission to reduc(6 the wid.th of the parking in Main Street from
14th street to the City limits by five ( 5) feet on each side for
street purposes.
On motion by Harris seconded by Butcher. the Council adjourned
until 7: 30 PIVI Monday November 18th.
