City Hall , Monday July 7th, 1930
The Council was called to order at 7:30 p m by Mayor Bowen.
Councilmen present; Bowen, Butcher, Conrad, Stevens , King
Councilmen absent ; None
MINUTES On motion by Conrad seconded by Butcher minutes of meetings of the
Council for June were approved. ,
Derrid.k The City Engineer informed the Council that derrick located on
1-2-116 lots 1 and 2 Block 116 had not yet been made safe, but that work was
progressing.
The City Engineer submitted a copy of a letter addressed to the
Paving State Road Dept relative to paving an:-additional strip along the State
State Highway
Highway within the City limits. The matter was referred to Attorney
Blodget with a request that he confer with Mr Meeks of the State
Highway Commission on Tuesday July 8th, and report back to the Council.
The Clerk read a letter from Mrs L R Ridenour relative to employing
Playground a playground supervisor. The Clerk was directed to advise Mrs Ridenour
supervisor that the Council was unable to take action on the absence of a request ..

Recess At this time 7:45 p m the Mayor declared a recess for the purpose
of auditing demands.
Council again called to order at 8:35 p m, all members of the
Council present.
Bond of Dennis The $1,500.00 bond of V R Dennis Construction Co ways referred to
Constr. Co. Attorney Blodget.
Mrs Talbert The Clerk read the resignation of Mrs Margaret E Talbert, member
resigns as member
of Library Board of the Library Board. No action taken by the council.
The Clerk read monthly reports of the Fire Chief, Chief of Police,
Monthly reports
City Engineer, City Judge, City Treasurer and City Clerk, and on.
motion by Conrad .seconded by King same were approved and ordered filed.
The application of J L Price to operate stand on wheels near

intersection of Ocean Ave and 1st street was referred to police and
fire committee.
The license application of Earl C Allis to operate concession on
beach at 10.th Street July 4th was approved on motion by King seconded
by Butcher.
The application of C G Ward to erect corrugated iron building for
temporary garage in rear of 305 Main Street was approved on motion by
Stevens seconded by Butcher.

The Clerk read a.petition signed by interested property owners of
Petition for the east side of the city asking that electric lights be placed along

East Side certain streets and the expense paid from the General Fund. This was
referred to the committee on Streets and Parks and the City Engineer
to investigate and furnish estimate of costs.
The _ Clerk read a number of petitions signed by the W C T U and

f4 against various church organizations protesting against allowing a dance hall

dance to operate at 301 Ocean Ave, and especially against its operation
between the hours of 1 a.m. and 6:00 a.m. petitions were signed by
organizations of the Baptist and Christian Churches of this City.
Members of the Council stated that they had visited the dance hall in
question and saw nothing that would warrant closing the place or
denying a license.
The Clerk gave ordinance No. 336, regulating dance halls its

dance hall aecond and last reading, and on motion by Conrad seconded by King same
was passed and adopted by the following vote;
Ayes; Councilmen Butcher, Conrad, Stevens, King., Bowen,
Noes: Councilmen None.
Upon recommendation of Fire Chief Sargent the Council, voted to

Firemen's send two delegates to the State Firemen's �asociation meeting to be

held in San Francisco July 31st to August 4th, and to allow not to
exceed $75.00 traveling.-, expense. This on motion by Conrad seconded
by Butcher.
The Clerk .read a financial report of the Huntington Beach
Golf Course
Community Golf Club.
The Clerk read a protest signed by 386 citizens protesting
Drilling
regulations against the adoption of Ordinance No 332, regulating the operation
and construction of oil-well derricks .
On motion by Conrad seconded by King the City Attorney was
directed to draft an Ordinance repealing Ordinance No. 332 and present
at next meeting of the Council.
Mayor Bowen informed those present that Ordinance No 332 was
framed for the purpose of protecting the property owners against
irresponsible operators and against unnecessary fire hazzards , and
recommended that an election be called to .determine the wishes of the
people.

Following motion by Conrad "That the City Attorney be instructed
to draft the necessary papers for callirg a Special Election, date
to be determined later, for the purpose of voting on four pro-
Special Election .,.positions, briefly stated as follows: Ordinance requiring applicants
for oil derrick license to file a bond for cleaning up premises
after abandonment of well: An ordinance requiring a financial
statement: An ordinance requiring steel derricks in certain town-
lot areas and an ordinance requiring proper disposition of waste
water" Motion seconded* by Butcher, put and carried unanimously.
Demands On motion by King seconded by Stevens , demands approved by
the Finance Committee were ordered paid.
The application of Mr Cusolito for franchise to operate tram-

way on the municipal pier was referred to the Beach and Pier ,
Committee for their recommendation at next meeting.
Mr W R Osborne addressed the Council and recommended that the
Sunday concerts on the beach be continued during the month of July,
¢oncelts Mr J S Denny concurred, and on motion by Conrad seconded by Butcher
the Council pledged an amount not to exceed $125- 0 per Sunday,
or a total of $375.00 for July 13th, 20th and 27th to defray
expenses of concerts.
On motion by Conrad seconded by King the Council adjourned.
