M I N U T E S City Hall Monday Sept 8th, 1930 Pursuant to adjournment of Sept 2nd, the Council was called to order at 7:30 P M by Mayor Bowen. Councilmen present: Bowen, Butcher, Conrad, Stevens, King, Councilmen absent :None East Side The Clerk read application of the Superior Oil Co to erect and Gaso . Plant operate a- Gasoline refining plant East of the vicinity of the inter- section of Atlanta St and Huntington Avenue. The applicants were represented by their attorney and Engineer in person, who made the statement that there would be scarcely any noise and no odor from the operation of the plant. Those in the audience objecting to the location of the plant were Arthur Adair and C W Patrick who have ,residences in the vicinity. The objectors said they feared that there would be both noise and an - objectional odor. Roy Patrick, local representative of: the Huntington Beach Company informed the Council that his Company would assume an �_,�• indiffererit' attitude in. the matter. Action deferred for further investigation. On motion by Conrad seconded by King the City Engineer was Mufflers instructed to take up, with the Richfield Oil Company the matter of Richfield Cc requiring the. Richfield Oil Company to install mufflers in their plant located on Palm Ave near intersection of 13th Street. On motion by Conrad seconded by Butcher the Surety Bond of J L Edward J L Edward, Eleotricial was approved. Bond Harvey Walker The application of Harvey Walker for renewal of lease on pier Pier lease concession was laid over for further investigation. The Clerk gave Ordinance No 341, beach. tenting its second and Ord 341 last reading at this time, and on motion by Conrad seconded by Buttner, Ordinance No 341 was passed and adopted by the following vote: Ayes Councilmen Butcher, Conrad, Stevens , King, Bowen: Noes Councilmen None Absent Councilmen None The Clerk read a letter from Olsen Burke of Rivera Calif. in Olsen Burke which the Council was criticized for allowing beach tenting. Letter ordered filed. The Clerk informed the Council that Mr W E Anderson a citizen Odors from residing near intersection of 17th St and Delaware Ave had complained plant near 17th & of an objectional odor coming from nearby oil refining plants. The Delaware Council was of the opinion. that in as much as the plants were located outside of the City limits the matter should properly come before the County Supervisors. 518 Derrick Engineer Rosson stated that progress was being made in dis- B1 812 mantling dangerous derricks located in Block 812, W P. Councilman Butcher informed the Council that further investigation Water of drinking water was being made , and that analyses showed no analysis dangerous germs. Attorney Blodget stated that nothing further had been received Wig-wag from the R R Commission relative to installation of Wig-Wag at c.r©ssi.ng near lst & Ocean. > plans for Engineer Rosson informed the Council that plans and specifications Eastside Impr. for improvement of streets would be ready at meeting Sept 15th. Beach Attorney Blodget stated that complaint of City of Huntington Beach Acquisition Vs Huntington Beach Co et al in matter of beach acquisition had been filed,' Appointment of Gene Belshe, action deferred to next meeting. Tinsley Matter of appointment of J Tinsley as watchman in the oil field watchman was deferred to next meeting.
