City Hall, Monday Sept 15th, 1930
Pursuant to adjournment of Sept Sth, the Council was called to
j order at 7:30 P M by Mayor Bowen.
Councilmen present: Bowen, Bfatcher, Conrad, Stevens , King.
Councilmen absent : None
Daniel E Farr, Attorney representing Mrs J V Vickers of
GAS PLANT
East Side California Ave, Huntington Beach, asked permission to have the
location and operation of the proposed gasoline refining plant of the
Superior Oil Company explained. He was _ referred to Attorney Wagner
of the Superior Oil Co. who said, in substance, that there would be
no odor whatever and no noise above that of an automobile exhaust
from the operation of the' plant.
d John Marion and other independent operators asked that the
Superior Oil Cc submit an estimate of the cost of waste: water
disposal, and thought that , the Council should require these figures
before taking action on the permit.
Attorney Farr informed the- Council that Mrs Vickers did not
desire to make strenuous objections to any action the Council might
take that they deemed for the best interest of the City.
The Clerk read a petition signed by 67 citizens and residents
P6titions protesting against allowing the Superior Oil Company locating a
refinery near the easterly limits of the City, on the grounds that
same would cause disagreeable noise and odors.
Following motion by Conrad, seconded by Stevens "That permit for
erecting gasoline refining plant by the Superior Oil Cc be held in
abeyance until the Superior Oil Company files with the Council a plat
showing size and location of all pipe lines leading to and from the
plant, also an estimate per barrel of the cost to other operators for
connecting and turning their waste water in to the lines of the
Superior Oil Company's waste water disposal lines.

On motion by Conrad seconded by Butcher the City Engineer was
directed to .enlarge specifications for paving of various streets on
Paving
east side and elsewhere to include two or more alternates , this action

taken on the recommendation' of Engineer Rosson.
On motion by Conrad seconded by King, the City Engineer was

be included directed to include Utica Street in plans for paving. This at request
of the High School Board, and that the City bill the High School for
�' their part of cost.

Petition to The Clerk read a petition signed by 59 citizens and residents ,
extend Atlanta mostly residing on the east side, asking the Council to include in the
to Ocean Ave guntingto Ave from
present paving program the extension o� Atlanta Ave through to Ocean
Ave. Matter referred to Committee, Conrad, .King, Bowen.
This being the date set by the City Clerk and Council for opening
and examining bids for furnishing the City with two automobiles and
sundry equipment, the Clerk opened and read the following bids.

On motion by Conrad. seconded by Butcher all bids for furnishing
the City with two automobiles were rejected except that of W D Young
and his bid $644. 50 less $300.00 for used Buick, for furnishing a
Ford Standard Coupe, and his bid of $576. 50 for furnishing one Ford
Standard Roadster were accepted.
On motion by Conrad seconded by Butcher all bids for furnishing
street department road equipment were referred to the City Supt of
Streets for his recommendations , same to be considered at next
meeting, Monday September 29th:
Pier Cafe The application of B H Dulaney to operate cafe on new pier
extension was referred to Beach and Pier Committee.
On motion by King seconded by Stevens , the application of Max
Hotel
Moorlock to operate Kenwood hotel was approved.
On motion by Stevens seconded by King, demands approved by the
Demands
Finance Committee were approved and ordered paid.
Butcher On motion by Conrad seconded by King, Councilman Butcher was
eve granted leave of absence from and including Sept 17th to Oct. 1st.
On motion by Conrad seconded by King the Council adjourned until
Monday Sept 29th, 7;30 P M.
