M I N U T E S
City Hall, Monday Oct 6th, 1930
:,The regular meeting of the Council was called to order at 7:30 P M
by Mayor Bowen.
Councilmen present:;. Bowen, Butcher , Conrad, Stevens, King.
Councilmen absent : None
Minutes On motion by Conrad seconded by King, minutes for the month of
September were approved.
Mr Wirth, Asst. St. Supt. reported that the owners of derricks located
Guying in Block 616 had agreed to have same properly guyed. The Clerk was

616 directed to reply to request of S A Crooks to that effect. Wirth also
reported that trees on 15th Street had been trimmed to the satisfaction of
Supt. Baldwin of the Elementary Schools.
Councilman Butcher asked the Council for additional time in which to

collect data and report on the city drinking water.
On motion• by Conrad seconded by Butcher the Council voted to employ
Armistice the Huntington Beach Band under Director J E Son. to play at Anaheim
Day Band
Armistice Day at an expense to the City not to exceed $275.00, and that the
Band be 'under control of the Joseph Rodman Post of the American Legion.
The Council requested that plans and specifications for street

improvement be ready by Monday Oct 27th.
Councilman Conrad, Chairman of the Streets Committee in his report
Petition for
extension of concerning the extension of Huntington Ave, informed the Council that a

there was no provision made in the annual budget for this work, and re-
commended that the matter be again considered next year by making
allowance in the Budget should the Council deem the work necessary or

advisable.
Councilman Stevens Chairman of the Beach and Pier Committee reported
on the application of B H Dulaney to conduct a cafe on the outer end of the �..

new pier extension and said he believed the application to be premature,
but that he believed Mr Dulaney' s application shoulld be given consideration
when the pier is somewhat nearer completion., Action deferred.
On motion by Conrad seconded by Stevens , D 0 Stewart, Manager of the . .

local base ball team was allowed the sum of $75.00 to help defray expense

of the team.
On motion by Conrad seconded by Stevens , J Tinsley was employed as

watchman watchman for the oil field at a salary of $75.00 per month, part com-
pensation, beginning October 1st, 1930.
The Clerk read a letter from Engineer Rosson relative to waste water

dumping wastebeing dumped into the sewer by C D Cather employees . That Mr Cather had
water in
sewer paid $125.00 into the City Treasurer in satisfaction of damages and had
discontinued the practice.

The Clerk read monthly reports of the .Health..Dept, City Judge,
Reports Chief of Police, City Engineer, City- Treasurer and City Clerk, and on

motion by Butcher seconded by King same were accepted and ordered filed.
On motion by King seconded by Stevens, demands approved by the
Demands
Finance Committee were approved and ordered filed.
Engineer Rosson reported that the work of reconstruction and

extension of the municipal pier was progressing satisfactorily.
The Richfield Oil .Company informed the Council by letter that they

noise . .would proceed immediately to .lessen the noise caused by exhaust at their
gasoline plant located near 12th and .Palm.
Engineer Rosson' s written report concerning the widening of the State
Coast Highway was referred to Attorney Blodget who was asked to look up
Highway
title to city lands adjoining the highway in the easterly section of
the city.
The Clerk was directed to mail reply to the American Legion
Armistice Day
Committee 's invitation, stating that all five members of the Council
would attend Armistice Day CLhlebration at Anaheim.
On motion by King seconded by Conrad, the Republic Supply Company
Tree 17th &
Main was givenr.permission to remove tree at the intersection of 17th and
Main Streets.
On motion by Conrad seconded by Stevens the application for building
Bldg Permit
permit by the Crystal Cleaners was approved.
The application of the Volunteer Fire Dept for .$140.00 to be used' in
Fire Dept
uniforms purchasing uniforms was referred zto�:the Police & Fire Committee.
Chas . Crawford and Mr Fredricks of the Press-Telegram addressed the
Advertising Council relative to advertising in the Press Telegram January 1st

annual edition and asked that the City take half page, rate $225.00. That
the circulation would be approximately 75,000 copies and that special
advertising would be given Huntington Beach in the form of photographic
display and write-ups.
Beach Front Attorney Blodget informed .the Council that Attorneys for the
suit
Huntington Beach Company had filed legal objections in the matter of the
City vs Huntington Beach Company et al, together with an appeal for
transfer of the case to some other than Orange County for hearing. No
action taken by the Council.
Beach Camping On motion by Conrad seconded by Butcher Asst. St Supt Wirth .was
directed to have prepared and posted on the Beach, signs reading "NO CAMPING. "
On motion by Conrad seconded by Butcher ' e Council adjourned until
Monday Oct 27th, 730 P M.
