HomeMy WebLinkAbout1930-12-01 M I N U T E S City Hall , Monday Dec lst , 1930 , The regular meeting of the City Council` was called to order at 7:30 PM by Mayor Bowen: Councilmen present: Bowen, Butcher, Conrad, Stevens , King. Councilmen absent: None Minutes Minutes for the month of November were approved on motion by Butcher seconded by Conrad. Mr D 0 Stewart addressed the Council relative to street improvement D 0 Stewart on the east 'side, and particularly wanted to know when a through connect- re-east side streets ing street is to be improved between west and east sides across the Southern Pacific railway. Mayor Bowen informed Mr Stewart that such -improvement was being contemplated and that the 1930-31 budget included some funds for doing thek.wc`ck, and that owing to the fact 'that requests for such work had been before City Councils for the past 20 years he hoped that citizens would not become impatient over a few weeks delay on the part of this Council. The Music and Promotion Committee recomme7ded granting the request of the Chamber of. Commerce for the sum of $2,000.00 to defray advertising C,._6f C Advertising expense, and on motion by Conrad seconded by Butcher the request was granted and warrant ordered drawn by the .Clerk in that artiount. By the same motion the request for $500.00 to stage a Pier Celebration was referred back to the M & P Committee. The Clerk read Engineer Rosson18 recommendation covering bids, for street improvement in which he offered. the name of the firm of J H Knighton Paving & Co, 625 Exton Ave, Inglewood Calif as lowest bidder in the amount of $22,988.00. When asked if the work could not be done on force account ,at a 'lower figure, Mr Rosson replied that his estimate, based on the lowest possible cost of material and labor to the City was $25,355. 21, thereupon, on motion by Conrad seconded by Stevens all bids were rejected except that 4. of J H Knighton & Co, and their bid accepted. Motion put and carried by the following vote: Ayes: Butcher, Conrad, Stevens , King, Bowen, Noes: None. ?' Mrs T Post In the matter of claim against the City by Mrs T Post, Attorney injury claim Blodget informed the'-Council that the City was not responsible in any way and that he had so -. rformed Mrs Post. .r Attorney Blodget stated that he was investigating and would make Real property tax report on sale of real property for taxes in the near future. Also . that no decision had been handed down by the San Bernardino Court - Ocean Drilling covering .the right to prospect and drill for oil in the ocean. J P)iNuT'es ':Z�e / , 19',90 Attorney Blodget informed the Council that the State Railroad Zig-Zag Commission deems the expense. of installing wig-wag' over the S P Ry and Ocean Ave east of lst Street prohibitive and that they advise a limit of 10 miles per hour for trains. crossing at this point. Attorney Blodget was directed to advise the SP Ry accordingly. John L Schaefer attorney appearing in behalf of Interocean Oil Company informed the Council that his company was willing to do all Derrick 9-11, 514 possible to make derrick at lots 9-11-13 B1 514 safe by guying and asked for additional time in which to comply with ordinances. He was given an extension of time subject to report from the City Engineer, and . r the hearing continued to next meeting of the Council, this on motion - by Conrad seconded by Butcher . Matter of installing lights on east side was on motion by Conrad East Side lights seconded by Butcher referred to Streets and Parks Committee for report at next meeting. Auditorium Engineer Rosson stated that Schilling & .Schilling would present a completed plans and zpecifica.tions for auditorium addition on Monday 15th. Engineer Rosson reported satisfactory progress in the work of Pier extension of the municipal pier. Re-assessing The City Clerk was directed to confer with local real estate men relative to re-assessment of City real estate. The Clerk informed. the Council that Mr Moore of the Mills Land Land for widening Caa.st and eater Company had made 'a verbal offer of a strip parallelling the y highway coast highway, approximately 3� acres for $5,000. The matter was referred to a committee composed of Councilmen King and Stevens. The matter of leveling beach front as proposed by President �7. Leveling beach Osborne of the Chamber of Commerce was referred to Street and Park front Committee for report. The Clerk presented and read a Notice of Exception by Mary E Caldwell, 314 S Olive St. Los Angeles , in which exceptions were taken Derricks to the determination of City Engineer in posting derrick on lots 13,14, .15 Block 813. On motion by King seconded by Conrad date of hearing was set for Monday Dec 15th at 7:30 PM. The rea_uest of Earl Farrar " to remove trees in front of his Main Trees St property was referred to Street Supt. T On motion by King seconded by Butcher the request of Chief of St. Marking Police Steward for marking in center of portions of Ocean Ave and Main St was granted and the work ordered done. The Clerk presented and read Resolution No 636 relative to State Reso 636 aid in paving and widening Ocean Ave , and on motion by Conrad seconded by King same was passed and adopted by the following vote. Ayes Councilmen Butcher , Conrad, Stevens , King, Bowen ,. Noes Councilmen None. 9'80 �.
