Councilmen present; Bowen, Butcher, Conrad, Stevens, King Councilman absent; None Minutes On motion by Stevens, seconded by Conrad, minutes of meetings for the month of March were approved. ,A On motion by King seconded by Stevens, the City Clerk was directed to submit sample policies a.nd'requirements for fire insurance Fire Insurance as submitted by the Policyholders Service Corporation, to agents now holding city fire insurance, for their acceptance or comments. This being the date and hour set by the City Council for hearing protests against the Superintendent of Streets' determination to Weeds -+► abate a weed nuisance as contained in Resolution number 640 of the City Council, the Clerk informed the Council that no verbal or written protests had been filed. The chair then asked if there was anyone in y. the audience who wished to: enter protest. There being none the Superintendent of Streets was directed to proceed in accordance with the pr.ovisi,ons of Resolution'number 640. Frankfort St. No further developments relative to Frankfort Street cut-off, cut-off t.. Action def erred. Joliet St. Widening Joliet Street, action deferred until 1:30 PM Tuesday widening April 7 th. Henry Wirth reported that lighting had been installed to the Ball -park lights satisfaction of the base -ball committee. Also that lighting in the vicinity of the Boy -Scout Cabin would be installed in a few days. The application'of Jack R Lucas to conduct restaurant in the Lucas Cafe oil fields was denied, on motion by Stevens seconded by King. The application did not have the approval of the Fire Chief or Health Dept. On motion by Conrad and seconded by Butcher the Health Department Baldwin Oil Co. tents was directed to take"immediate action against the Baldwin Oil Company located on Blocks 1807 and 1907 East Side Villa Tract on account of inadequate provisions for -toilets and other sanitary requirements of the State of California and City of Huntington Beach. Councilman Stevens informed the Council that Mr Lawshe, Manager Pier pump house of the Huntington Beach Co. was withholding. the Company:!z consent to alterat.:ons of the Pier pump house until plans were submitted for approval. Architect Schilling stated that a set of plans were availab e for Councilman Stevens to submit to Mr Lawshe. Further action withheld until next meeting of the Council. G. 1q.i�! . i Schilling & Schilling submitted plans and specifications for five (5) recreation buildings to be erected on the municipal pier. Some discussion followed, after which the plans were �- Pier structures amended and unanimously accepted by the Council; Whereupon on motion by Conrad seconded by King the plans and'specifications as -amended were approved by the Council,and the Clerk directed to advertise for bids for doing the work and furnishing the material. Bids to be opened and examined Apl 27th2 1931 at7:30 PM. On motion by Conrad seconded by Butcher the City Clerk wa's directed to advertise for bids for furnishing the Memorial Hall Chairs and card tables Auditorium with 400 metal frame folding chairs and 50 metal frame folding card tables, bids to be opened and examined Ap1.27,1931. Upon recommendation of the City Attorney, the City Clerk was directed.to secure written affidavit from the Street Supt. to Weeds the effect that notices of intention to destroy weeds were posted in accordance with resolution No 640. Attorney, D G >>Vetlin addressed the Council stating that he Barge represented Mr D M Campbell who had made application to the Application D M Campbell COunc.il for a permit to use the municipal pier in connection with boats to and from a large fishing barge owned by Mr Campbell and anchored in the vicinity of the Huntington Beach Coast line. Attorney Wetlin advised the Council that it could not issue an exclusive license for boat landing. Matter referred to the City Attorney for legal advise at next meeting April 13th2 1931. _T Ralph A Chaffee appeared before the Council on behalf of" an s organization for the protection.from invasion by outside interests Water who are attempting to take water from this basin (Huntington Beach and vicinity) for use,in Long Beach and other outside communities. Mr Chaffee stated'.that cities and land owners were being asked to contribute at the rate of 50 cents per acre in the creation of a fund for legal and court expense. Matter referred to the City Attorney for his advise. Following motion by Conrad seconded by Butcher "That the City Council of the City of Huntington Beach hereby goes on record in favor of the program being worked out for the conservation of water in4`;thi's district and does hereby protest all invasion by outside owners" Motion put and unanimously carried. Mrs°.,E C Wright appeared before the Council with the request Relief Corps that the Woman's Relief Corps be permitted to use the City .Auditorium for regular lst and 3rd Tuesday in each month meetings. No action taken but the chair assured Mrs Wright that it was the desire of everyone that the Hall be used by Huntington Beach organizations. 35 .%+ L. /081 1 Weeds Auditorium stage Auto dump yard License State highway License Lowery License F. Swartz Lucy Clapp license On motion by Conrad seconded by Butcher the Superintendent of Streets was instructed to abate the weed nuisance in accordance with the provisions of Resolution No 640. Action on plans for making changes in the City Auditorium was deferred until 1:30 PM April 7th, 1931. The Clerk read a letter from the Huntington Beach Chamber of Commerce recommending that a place be provided for dumping old 1, automobile bodies. Matter referred to the Music & Promotion Com- mittee with request that they confer with the county supervisors and report back. The application of John F Gill for license to peddle on the State Highway inside the City was, on motion by King, seconded by Conrad denied. The application of George Lowery to operate stand on the highway was referred back with a request that he furnish written evidence to the effect that he has permission from property owner for location of the stand. The application of Frank Swartz to"operate peanut and popcorn stand was on motion by Conrad seconded by Stevens approved_ provided the i applicant designate location.of stand on application. The application: of Lucy. 'Clanp. for license to operate lunch room at 2K0 12th.Street was on motion by Conrad seconded by King, denied. The application of J E Wagner for license and. permit to operate r T E Wagner gasoline filling station at 14th and Main St. was referred back to the license Fire. Chief with instructions for him to confer with Mr Wagner and report back. Motion by Conrad seconded -by King.. The application of M C Little for position of wharfinger was Wharf finger referred to Beach and Pier Committee. Application dT S W Eckles to operate lunch room on pier was Pier Lunch referred to Beach and Pier Committee. The request of the Huntington Beach Rifle Club presented by Rifle Club ' Mr Frank Swartz for $211.50 to cover expense of operating rifle and pistol range was referred to the Police and Fire Committee. On motion by.Stevens seconded by Conrad the application of Superior Oil Superior Oil Company for renewal of building permit for erection of Co license permit renewal refinery near East city limits was approved. The Clerk read a petition signed by various residents asking that the City install ornamental lighting along certain portions Petition,Lighting Crest Ave. of Crest Ave under the 1911 Act was referred to the Streets and 1► Parks Committee. Engineer Rosson The Clerk read the resignation of Engineer Merwin Rosson. Action Resignation deferred to 1:30 PM April 7th, 1931. ;y 36 Demands On •motion by King seconded by Stevens, demands approved by the Finance Committee were approved and ordered paid.
