M I N U T E S
City Hall, Tuesday April 14th, 1931
Pursuant to adjournment of April 13th the Council met
at 1:00 o'clock PM.
Councilmen present; Butcher; Stevens, King, Conrad
Councilmen absent ; None (Councilman Bowen resigned)
On motion by King seconded by Butcher, Councilman Conrad
was appointed Chairman pro-tem.
Ocean Ave. Plans and specifications heretofore submitted by Engineer
plans
Rosson were referred to the City Attorney for analysis.
Frankfort Sf cut-offNo action on Frankfort Street cut-off.
Baldwin Oil Co. -No report from Health Dept. relative to adequate
Sanitation
sanitary provisions at their.tent location ea.st side.
Pier Pump Councilman Stevens said nothing to report on recon- -

struction of pier pump house. Plans referred by Huntington
Beach Cc to their San Francisco office.
The application of D M Campbell for permit to operate

Attorney Bldoget informed the Council that he had

conservation found.no authority whereby'the Council might use city
funds in support of water conservation in the matter of
Santa Ana Water Basin Association vs City of Long Beach.

lighting system was discussed -by the Council Representative of the
La Lux Co (lighting corporation) informed,,.the Council that
the cost to property owners, abutting property only, would
not exceed $1.00 per front foot, that the line would be
approximately 4500 feet, that the posts would be about 112
feet apart, and that the petition heretofore submitted
contained the names of about 26�%of property owners.
On motion by King seconded by Stevens the petition
was accepted and the City Engineer directed to prepare
plans and specifications in accordance with the petition.
The Clerk read resolution No 641, authorizing the

purchase of 30 foot strip in Block 908 Vista Del Mar Tract
Section 7 and on motion by King seconded by Stevens, Resolution
No 641 was passed and adopted by the following vote;
Ayes Councilmen; Butcher, Stevens, King, Conrad
Noes Councilmen; None

Architect Schilling submitted plans and bids for making changes
in the construction of the Memorial Hall. On motion by Stevens

seconded by Butcher same were accepted and approved. On motion by
King seconded by Stevens the following additions were allowed for
doing the work;
W J Esser $740.00, Ed Manning $46.00, Robertson Electric Co. $92.00.
St Supt Wirth informed the Council that the street contractor had

agreed to repair broken curbing along Crest Avenue. This in response to
request of 0 R Harris and other property owners.
The Clerk was directed to refer all applications for position

of city engineer to the Council as a committee of the whole.
The applications of Chester A Manges and Walter C Cooper for

pier positions and concessions were referred to the Chairman of :the

On motion by Butcher seconded by King the application of the
Superior Oil
Co -6ipeline
Superior Oil Co for renewal of pipe line permit was accepted and

permission granted.

Republic Petroleum Co for renewal of permit to construct steel
permit
derrick on lots 5 and 7, B1:221 was accepted -and permission to
issue permi t• authorized.
The Clerk read a rep_ ort from Fire Chief Sargent requesting
permission to employ A E Rafferty as relief fireman beginning
Fire Chief
April 15th and continuing until Aug 31st at a salary of $150.00
per month. On motion_ by Stevens seconded by Butcher the request

was granted.
Chief Sargent's suggestions relative to examination of pros-
pective firemen and assistant chief were referred to the Police
and Fire Committee.
The application of Chas Sizelove to operate skating rink in
Skating Rink
the Huntington Beach Co dance hall was tabled pending approval of
the Huntington Beach Company.
The Clerk read repor";s of the City Engineer, City Treasurer,
Reports
City Clerk, Chief of Police and City Judd-e for the month of March,
and on motion by Butcher seconded by King same were accepted and

ordered filed.
The League.of Municipalities communication relative to
Auto Tax
certain Assembly Bills affecting autornobile taxation was
referred to Attorney Blodget.

Crd 343 The Clerk gave Ordinance No 343, pier regulations, its
first reading at this time.
St Supt Wirth was directed to prepare estimate for
lst St. reconditioning lst street from Ocean Ave to 3rd.street
Repair junction and submit at next meeting.
On motion by Butcher seconded by King the Council
adjourned until 7:30 PMT Monday April 27th, 1931!
