May 25, 1931. oun -1an 77 C Gilman �Councilman ouncilman 54 M I N U T E S 1 SPECIAL CALL MEETING 2:30 pm Monday May 25,1931 pursuant to call of the Mayor, the original of which is attached hereto and made a part of these minutes, the Council met and was called to order at 2:30 PM by Mayor Conrad: Councilmen present: Butcher, Huston, Stevens, King, Conrad. Councilmen absent: None Mayor Conrad announced that the purpose of the meeting, as stated in the call, was to urge the Governor of the State to affix his signature to Assembly Bill No 4. After some discussion the Clerk read resolution No 644 petitioning the Governor for his support, and on motion by King seconded by Butcher resolution No 644 was passed and adopted by the following vote: Ayes Councilmen: Butcher, Huston, King, Conrad, Noes Councilman: Stevens, Absent Councilmen: None The City Attorney was directed to forward a copy of Resolution No 644 to Governor Rolph. Councilmen present; Conrad, Butcher, Huston, Stevens, King. Adv in The matter of advertising in the Anaheim Bulletin was, Anaheim Bulletin referred to the Advertising Agent Mr Osborn for his recommendation. Mr Beatty addressed the Council relative to baby Baby Buo'gies buggies being ordered off the Municipal Pier, also re--' on pier quested that a divers spring board be installed on the outer end of the pier. The matter was taken under advisement by the Council. Mr Campbell, applicant for use of the pier landing was advised that an ordinance governing the use of the pier was Boat Landing being prepared by the City Attorney and as soon as same was passed the Council would consider his application. On motion by Butcher seconded by King the application 0 R Harris* of 0 R Harris to install private gas pump on property at gas pump 705 loth Street was approved subject to supervision of the Building Inspector. The request of W H Jones for a street light at the W H Jones junction of Alabama and Baltimore was referred to Henry St Light Wirth Street Supt. The application.of A S Jauman for pier concession Pier Con. ' was laid over to June lst meeting. On motion by King seconded by Butcher the City Clerk was Tile iri sinks directed to notify the Orange County Tile Company to install Auditorium , tile over sinks in upper and lower kitchens Memorial Hall at their price of $137.00. (The sum of $34.00 to be deducted from W J Esser_ contract on account substituting tile for composition drain boards). Y Mayor Conrad informed the Council that City Engineer Nat Neff would not be able, to serve the City any_ longer and City Engr. asked for suggestions from the Council, whereupon on motion by King seconded by Butcher the office of City Engineer was declared vacant. On motion by Huston seconded by King, Clyde Jenken of Clyde Jenken Santa Ana was appointed City Engineer to serve at and during appointed the pleasure of the Council salary to be based on a per diem basis. 1; Upon written recommendations of City Engineer Nat Neff Ocean Ave the following motion by Butcher "That all bids for the improvement of Ocean Ave be rejected except that of the Southwest paving Company, and that their bid of $62,007.24 be accepted as the lowest and best bid" motion seconded by Butcher, put and carried unanimously. t Harry Overmyer On motion by Huston seconded by Butcher, Harry Overmyer was Asst. Engt. appointed Assistant Engineer at the request of City Engineer Clyde Jenken . The appointment of Grace M Brose as Assistant Treasurer by Grace M Brose Astt. Treas. City Treasurer Harvey S Young was approved on motion by Butcher seconded by Stevens. The application -of Craig Lewis for permit to operate portable Pier Conc. lunch stand on the _pier was referred to the Beach and Pier Committee for report at next meeting. The offer of T B Talbert to sell to the City portion of lots 2 - T B Talbert and 3 Block 404 v D M for the sum of $200.00 was referred to the � lots Streets and Parks Committee to confer with St. Supt. Wirth. The application of the American Legion for permission to fly Legion Appl for airplanes passenger planes from the Standard Oil flying field July first to Jul 4th fifth inclusive was granted provided planes are insured with public liability in amount not less than $10:,000 per person. The application of Mary G/ay to conduct book stand and fortune Fortune telling telling was on recommendation of Chief of Police denied on motion by King seconded by Huston. On motion by Huston seconded by Butcher the City Controller was Memorial Hall radiators authorized to instruct Williams Radiator Company to install 4 new additional heating radiators in the main auditorium at their bid of $258.00 installed. ! -The matter of- installing ad"ditional radio plugs in the Memorial Radio in Memorial Hall Hall at a cost of approximately $15.00 was referred to the Building Committee with power to act. The Clerk read resolution No 645 ordering plans and specifications Reso 645 for improving Crest Ave and others with an ornamental lighting system, and on motion by Butcher seconded by King same was passed and adopted by the following vote: Ayes Councilmen: Butcher, Huston, Stevens, King, Conrad. Noes Councilmen: None Absent Councilmen: None The Clerk presented and read Resolution No 646 accepting plans and specifications for installing ornamental lights along Crest Ave, Reso 646 and on motion by King seconded by Butcher same was passed and adopted by the following vote: Ayes Councilmen: Butcher, Huston, Stevens, King, Conrad Noes Councilmen: None Absent Councilmen: None The Clerk presented and read Resolution of Intention No 647 providing for hearing on the matter of forming an assessment. district Reso 647 and the issuance of serial bonds for the improvement of Crest Ave with an ornamental lighting system and on motion by King seconded by Butcher Y Resolution No 647 was passed and adopted by the following vote: 58 y� l��ncuTes MqY �S /93/ Ayes Councilmen; Butcher, Huston, Stevens, King, Conrad Noes Councilmen; None On motion by King seconded by Stevens the City Attorney Pier Ord. was directed to draft an ordinance regulating the use of the Municipal Pier and landings similar to one in effect at Long Beach and other coast cities. St Supt Henry Wirth informed the Council that the water Leak on Wesley company had not repaired leak on Wesley Ave. On motion by Huston seconded by Stevens, demands approved Demands by the Finance Committee were ordered paid. St Supt Wirth informed the Council that Geo King owner of. the Black Cat well Bl 813 had not cleaned the premises or -0' Black Cat well put the derrick in safe condition. Moved by King seconded by Butcher that the owners be notified that they have to 5:30 PM June 15th to put the premises in safe condition and to the satisfaction of the Street Supt, otherwise the St Supt is ordered to summarily abate the nuisance as per notices. On motion by Huston seconded by Stevens an amount not Adv. in State Real Estate exceeding $60.00 was appropriated for advertising in the Journal annual Real Estate Journal. Matter of furnishing the pistol Club with $212.00 for cost of improving and maintaining their club room was referred Pistol Club to the Police and Fire Committee for, report at June. 1st meeting. The request of the Orange County Coast Assn. for funds � 0 C Coast for advertising wa.s, laid over for further investigation by the Assn 0500.00 M & P Committee. The Engineering Dept was directed to confer with the County Y Main & Garfield Supervisors relative to dangerous condition caused by narrow place crossing in Main Street wherq�it crosses the S P Railway near Garfield Ave. On motion by Butcher seconded by King the Council adjourned until.3:00 PM Tuesday May 26th.
