MINUTES
City Hall, Monday June 15th, 1931
Pursuant to adjournment of June let, the City Council met and
was called to order at 7:30 PM by Mayor Conrad.
Councilmen present; Butcher, Huston, Stevens, King, Conrad
Councilmen absent ; None
On motion by Stevens seconded by Butcher, the request of
Life Guards
J K Sargent, fire chief for authority to employ two extra life
guards July 4th and on such special days as he may deem necessary,
was approved.
On motion by King seconded by Stevens the following applications
License
for licenses were approved and ordered issued; James and Ramel.la, sale
of juices and ice.cream concession No 32 Huntington Beach Company
Bldg. Ocean front; Rudd Bros Pool Hall, 212 Main St; C M Biddle,
peddling fruit.
The Clerk read a letter from the City Council of the City.of
Assembly Bill
No. 4
Long Beach to the effect that that body had withdrawn all opposition
to Assembly Bill No 4, and that they had so informed Governor.Rolph.
The Clerk read R.D Crenshaw & Co report of audit of the books
Treasurer's
audit
and records of the City Treas�irer u to Na 1st 1931 and on motion

by Butcher seconded by King same was accepted and placed on file.
On motion by Huston seconded by King the sum of $1,500.00 was
Julys4th
allocated for the purpose of assisting the American Legion Post to
stage a July 41L-ph celebration.
On motion by Butcher seconded by Kin; the sum of $500.00 was
July r t, Pier allocated to the Chamber of Commerce for the purpose of advertising
celebration P P g
and staging a pier celebration July 1st, 1931.
The request of the Business Men's Association and others for
Band funds to defray expense of. the Huntington Beach Band July let to 5th
inclusive was referred to the Music and Promotion Committee with
power to act.
The request of the American Legion for permission to close
Jul 4th portion of 5th Street and Walnut Ave at times during the July let to
5th celebration was granted on motion by King seconded by Butcher.
The request of the Superior Oil Co.' for extension and renewal
Superior Oil
Co. of building and pipe line permits was laid over to future date.for.
action.
The City Clerk .read a report from the pity Engineering Dept.
Pier to the effect that the work of repairing and extension of the
completion P g
Municipal Pier had been completed as of May 4th, 1931, and that
same was entirely satisfactory.

On motion by Councilman King, seconded by Council
�eIZRITi-C°I{APh'!AM Butcher, the _report of the City Engineer was accepted
HNC �OT� and the Clerk directed to notify MER.RITT—CHAPNAN and

SCOTT, contractors to the effect that.the work had been
completed in a satisfactory manner in accordance with the
provisions of the contract for doing the work.
Motion put and carried unanimously.
This being the date set for hearing objections.or
Crest Ave. protests against the improvement of Crest Ave and others
with an ornamental lighting system, the Clerk informed
the Council that no protests had been received, and on
motion by Stevens seconded by King the City Attorney
was directed to prepare and present a resolution ordering
the work.
The Clerk presented and. read Resolution No 649 relative
Reso #649 to restrictions against drilling on the beach front and
tide lands, and on motion by King seconded by Butcher
same was passed and adopted by the following vote;
Ayes Councilmen Butcher, Huston, King, Conrad —
Noes Councilmen Stevens.
Wharfinger Vincent asked the Council's advise relative
Pier to roping off pier while construction was.in progress. He
was informed that the matter was in his hands to use his
best judgment in the matter.
The matter of securing a 40 foot crossing over the
40 ft S P Railway over Ocean Ave East of First street was
crossing PE
Ocean Ave referred to the engineering department to confer with
the S P Ry Company and P E Ry Company and secure an
agreement.
rir Overmyer informed the Council that the matter of
Main St improving crossing over SP at Main and Garfield had

been referred to Natt Neff, County Engineer.
Pier
Wha.rfinger Vincent reported that premises around bait

concessions on the pier were now sanitary.
St Supt 17irth reported that the oimer of the Black Cat
B/C Derrick well had done some cleaning up around the premises, but
that the job was not complete to his satisfaction.
TAr Wirth was directed to check up on all unsafe
derricks and report back to the Council.
Supt-Wirth advised the Council that water pressure at
Pier water
the end of the pier was sufficient for ordinary use.
Also that work on the improvement of Ocean Ave was

Mayor Conrad said that there was some complaint to the effect
that the beach was not Icept clean and on motion by Ruston seconded.
by King Supt of Streets Wirth was authorized to employ the necessary
help including Life guard Belshe and his assistants to keep the
beach clean.
Mr Catching reported that progress on the pier structures was
coming along as fast as it was possible to do the work in keeping
with economy.
On motion by Ruston seconded by Stevens, demands approved
by the finance Committee were ordered paid.
The Council adjourned on motion by Butcher seconded by Huston.
