M I N U T E S
City Hall, Tuesday Sept. S`th, 1931
The Council met in regular session at 7:.30 PM and was called
to order by Mayor Conrad;
Councilmen present; Conrad, Stevens, King
Councilmen absent ; Butcher, Huston.
Mayor Conrad appointed. Councilman Stevens on the Finance
Committee in the absence of Councilman Butcher.
Minutes The Minutes for the month of August were approved on motion by
King seconded by Stevens.

This being the date set by the Council for opening bid.s for
collection and disposal of the Cityas garbage, the Clerk opened
Garbage Bids
and read the following bids;

All bids were referred to Supt. of Streets, Henry Wirth for
analysis and report at next meeting of the Council.
This being the date set by the Council for opening bids for
Ambulance Bids furnishing the-City's Fire Dept with a first aid wagon, the Clerk
opened and read. the following bids;

The Clerk read a letter from the Southwest Paving Company asking
for 30 days extension of time from Sept llth in which to complete
Ocean Ave.
extension of Ocean Ave. paving contract. Reason that on account of using local
time
labor, doing work by hand labor and then being required by the State
to do the work over by machine,contractors delayed.

On motion by King seconded by Stevens a 30 days extension was

granted provided the Contractor stand. one-half of the inspection
expense, approximately $20.00 per day contractors portion. This being
agreed to by contractors.

The bond of W B Electric Co was approved on motion by
King seconded by Stevens.
On motion by King seconded by Stevens Chief of police

C D Steward was granted a,two-weeks vacation and leave of
absence.
The Clerk read letters from the parent Teachers Association
and Woman's-Club objecting to the locating of a Negro orphanage

Orphanage in the City of Huntington Beach. The Clerk was directed to
ascertain front the two organizations whether or not there was any
foundation for such a report.
The application of the Superior Oil Co for renewal of pipe

The Clerk read a letter .from the Hi11
gh School requesting the
Oity to install lights on Utica Street, to allow the school to

lights connect its outside lighting system ivith-Main Street lights, and
that a parking zone in front of the school grounds be marked
off and a, resolution_ passed declaring a one -hour parking time
limit in front of the school grounds.
On motion by Xing seconded by Stevens Attorney Blodget was

ordered
instructed to purchase and install parking signs.
Councilman Ping and Harry Overmyer were appointed. to in-
vestigate matter of lights and report at next meeting.
On motion by King seconded by Stevens, Life Guard. Gene Belshe
Belshe
was granted a two -weeks vacation and a further leave of absence
of one week, the last week without pay.
A letter from the S P Ry informing the City that the 17th

Subway street subway needed reconstruction was referred to the engineering
department.
On motion by King seconded by Stevens, Supt of Streets
Wirth Henry girth was granted vacation Sept 8th to Sept. 23rd.

Ordinance_ No 34.4 was given its second reading as emended, by
Ord 344
the City Clerk and on motion by Stevens seconded by King same was
passed and adopted by the.following vote:
Ayes Councilmen Stevens, king, Conrad
Noes Councilmen None

The Clerk gave Ordinance No 345 its second and last reading
Ord 345 as amended, and on motion by King seconded by Stevens same was passed
and adopted by the following vote:
Ayes Councilmen Stevens, King, Conrad
Noes Councilmen None
Absent Councilmen Butcher, Huston.
The Clerk presented and read Resolution No. 654 fixing the tax
rate at 150 cents for the fiscal year 1931-1932, and on motion by
Reso 654
King seconded by Stevens same was passed and adopted by the
following vote:
Ayes Councilmen Stevens, King, Conrad
Noes Councilmen' Yone-
Absent Councilmen Butcher, Huston.
On Motion by King seconded by Stevens the licen.ee Collector
Barge was authorized to accept 5% of gross ticket sales by Morrison
and Dockins as full compensation during the second. year of their
contract.
Demands approved by the Finance Committee were ordered paid

Ord 346 The Clerk gave Ordinance No 31L6 its first reading.
