HomeMy WebLinkAbout1931-09-21,A,o Reports Oil on Beaches M I N U T E S City Hall, Monday Sept. 21, 1931 Pursuant to adjournment of Sept. 8th, the Council was called to order at 71,30 PM by Mayor Conrad. Councilmen present: Butcher, Stevens, King, Conrad Councilmen absent: Huston The Clerk presented and read monthly reports of the City -Engineer, St. Supt., City Judge, Health Dept, Chief - of Police, City Clerk and Treasurer, and on motion by King seconded by Butcher same were accepted and placed on file. The Clerk read a letter from the -:Lang Beach Chamber of Commerce inviting the members of the Council to attend an open meeting at Bixby park 2:00 PPS Tuesday Oct 6th for the purpose of discussing ways and means of preventing pollution of beaches with crude oil. The Clerk was directed to reply stating that the ,Council wou;d endeavor to have representatives at the.meeting. A letter from the Bee Keeperg' secretary thanking the Bee Keepers Council for the use of the auditorium at their annual Meeting meeting held on Aug. 29th was presented and read by the Clerk. The Clerk read a letter from Supt Jones of the H.B. Near accident fire truck & Union High School relative to a reported near.accident be - Hi School Bus tween the.city fire truck and a high school bus. Same was ordered filed. Assistant'Engineer Overmyer submitted written re- 17th St commendatLons for the repair of 17th street subway. Work to Subway reprs. be done in accordance with the S P Railway request and at a cost not to exceed $810,00. Matter referred,to Streets and Parks Committee for investigation and report at next meeting. The request of Harvey Walker, pier tenant, for Harvey Walker wants burglary additional construction to protect him against burglary on insurance the end of the pier was referred to the Beach and Pier Committee for investigation and report at next meeting. The matter of awarding bid for garbage disposal was deferre_dto next meeting for the reason that Mr Chandler Bids on Garbage disposal of the. Health Department advised against giving the contract to low bidder, Daniel O'Leary because he had made no proper pT6vision for garbage disposal, also thatIrr O'Leary did not have equipment for doing the work. This on motion by King seconded by Stevens. .At 1 1 0 Golf Course The Clerk presented a request in the form of a resot�ution signed by a majority of the directors and more than two-thirds of the nembers and stockholders of the Huntington Beach Community Golf Club, Inc., asking the City to take over the Huntington Beach Golf Course together with its equipment and operate as a city enterprise. On motion by Butcher seconded by Stevens the offer was accepted -provided, that an assignment, or new lease contract be presented bearing the approval of the Standard Oil Company, the Huntington Beach Company and the City Attorney of Huntington -Beach. The City Clerk was directed to communicate with the Huntington Beach Company and endeavor to secure such an assignment or lease. Reso. 655 The -Clerk presented and read Resolution No 655 under ordinance No. 322 relative to 1:00 hour parking limit on Fain Street between 17th and Mansion, and on motion by King seconded by Stevens resolution No 655 was passed and adopted by the following vote: Ayes Councilmen Butcher, Stevens, King, Conrad, Noes Councilmen None Absent Councilman Huston Ordinance No 34.6 relative to width of streets and. sidewalks Ord. 346 was given its second and last reading by the Clerk, and on motion by Butcher seconded by King same was passed and adopted by the Ord 347 Reso. 656 C J Andrews tree roots Agreement with 0. C. Health Dept renewed First Aid wagon following vote: Ayes Councilmen Butcher, Stevens, -King, Conrad,. Noes Councilmen None Absent Councilman Huston. The Clerk gave building ordinance No 347 its first reading at this time. ' Resolution No 656 approving and adopting; assessment district No 25-B map for the improvement of Crest Ave. and others was presented and read by the Clerk, and on motion by King seconded by Butcher same was passed and adopted by the following vote: Ayes Councilmen Butcher, Stevens, King, Conrad, Noes Councilmenl. None Absent Councilman Huston. Mr C J Andrews addressed the Council relative to tree roots doing damage to private sewer line on lots 26-28 Block 305. The matter was referred to henry Wirth St. Supt. for attention. On motion by Stevens seconded by Butcher the Mayor and City Clerk were authorized to execute on behalf of the city a ten year agreement employing the Orange County Health Department to take care of city work during the time subject to 60 day cancellation clause by either party. Matter of purchasing first aid wagon for the fire department was def erred. to next meeting. On motion by Stevens seconded by Butcher demands approved by Demands U Auto accident 23rd & Ocean the Finance Committee were approved and ordered paid. Attorney Blodget informed the Council that he had not sufficient information to snake full report on reported accident of K D Fuller on Ocean Ave near 23rd Street. Per Blodget.expressed the opinion that the City was not liable, and that perhaps the matter should be referred to the -Southwest paving Co who are now doing work on Ocean Ave. Final action deferred to next meeting. Mayor Conrad informed the Council that he had in Two Library pursuance of the provisions of dity_ordinance made the, Board Appoint- ments following appointments on the Library Board. Mr R 19 Elliott to fill the une.-piredr-, term of J Ed Huston, term expires July lst, 1932. Airs C K Cole reappointed., term expires July 1, 1934. On motion by King seconded by Butcher the appointments were approved by the Council. (present members of the Library Board arecas follows;) present Mem- C P Patton, term expires July 1st, 1932 bers of LibraryR M Elliott, term expires July 1st, 1932 Board Mrs May S Jackson, term expires July lst 1933 Luther A Arthur, term expires July 1st 1933 Mrs C K Cole, term expires July­lst 193L�) On motion by Stevens seconded by Butcher the City Controller was directed to purchase new Harley Davidson motor - Motorcycle .cycle price.$394.50 fully.equipped, less allowance of $125.00 for used one, net price to be $269.50.. The City Attorney was directed to prepare and present Pier Ord' ;amendment to pier ordinance putting the wharfinger under the Supt. of Streets instead of under the Chief of Police.
