City Hall, Monday Oct. 5th, 1931
The Council met in regular session and was called to order
at 7:30 PM by Mayor Conrad.
Councilmen present; Conrad, Butcher, Stevens, King
Councilmen absent; Huston
On motion by King seconded by Butcher the minutes for
September 8th and 21st were approved.
The request of Santa Ana for the Huntington Beach Band for
Armistice Day at Santa Ana was referred to the Music and
Promotion Committee.
Matter of co-operation with the county in the destruction
of obnoxious weeds was referred to the Supt. of Streets Henry
Wirth. Mr Wirth informed the Council that he was working to
that end.
The City Clerk read monthly reports of the City Treasurer,
Reports City Clerk, City Judge, Chief of Police, Supt. of Streets and
Engineering Dept. and on,motion by Butcher seconded by Stevens
same were approved as read.
The Clerk read a letter from Fire Chief J K Sargent in
Fire Dept. which Mr Sargent asked for approval of readjustment of .salaries
and the employment of A E Rafferty to fill the vacancy made by
resignation of H J Appleton, salary $132.00 per month, and the
appointment of D K Clapp as relief fireman at rate of $72,00
per month. Salaried of L E Hill, H Weigart and G C Clark cut
from $175.00 per month to$157.00 per month andto take one day
per week off. This as an emergency measure during the present
deptession-.
On motion by King seconded by Butcher the recommendation
was adopted and approved.
On motion by King seconded by Butcher application for
License
license to operate hotel at 1091 - 5th Street by W C Hopkins
was approved.

Asst. Engineer Overmyer informed.pthe Council that Utica
Hi -School Street being private property of the High School the City could
' lights
not install street lights. Letter filed.
In the matter of lighting Ocean Ave. by the installation
Re -Ocean Ave. of the used gas standards was reported upon by Asst. Engr.
lighting
Overmyer. The estimated cost of installation being $8,000.00.

Mr Overmyer called. attention to the fact that there
being no curb on that portion of Ocean Ave. the street
would have to be lowered to grade which would be in
addition to the estimated. cost. Matter referred to
Streets and Parks -Committee for further investigation.
The -Clerk gave Ordinance No. 347 its second and
Ord. 347' last reading and. on motion by Stevens seconded by
Fire Dist
Butcher same was passed. and adopted by the following
vote: -
Ayes Councilmen Butcher, Stevens, King, Conrad,
Noes .Councilmen None
Absent Councilman Huston.
Ord 348 The Clerk gave ordinance No. 348 its first

reading at this time.
Mr'Gilmore representing the Chevrolet Motors Co
addressed the Council relative to furnishing the

city fire department with an ambulance. No action taken.
This being the deferred date set for awarding bid
for the collection and disposal of garbage, the Street
Garbage bid Superintendent recommended that the award be given':to
J W McIntosh and F M Baldwin at their bid of $150.00
per month, whereupon Councilman King moved that all
bids be rejected except that of J 4V McIntosh and F M
Baldwin and that their bid of $150.'.00 per month for a
three year period be accepted as the best bid. for the
interest.of the City..Motion seconded by Butcher put
and carried unanimously.
Supt. of. Streets Wirth informed the Council that
Unemployment he had put on 11 ertra.men on a three day a week plan
and would add approximately 12 more Wednesday and others
as fast as he could place them on the same basis.
At the request of Supt. of Streets Wirth the Council
voted on motion by King seconded by Butcher to instruct
Dump —truck
the City Clerk to advertise for a new IN ton truck
equipped with hydraulic hoist and all metal body. Motion
put and carried , bide to be opened 10 Am Tuesday Oct

S�. Supt. Wirth informed the Council that Ocean Ave
Ocean Ave paving was now completed. Mr '!firth was directed to get
written acceptance of the work by both the County and
State road, departments and submit at next meeting,
10 AM Tuesday Oct. 13th.

Attorney Blodget informed the Council that he had no reply

accident of K D Fuller at 23rd and Ocean Ave. Mr Blodget stated

that the City was not liable.
Supt. of Streets Henry Wirth was directed to make a survey
and report in writir_a, the number and location of unsafe derricks
at next meeting.
The Clerk was directed to write the County Board of
Hampshire Ave. Supervisors relative to improvement of Hampshire Ave, and
improvement
ascertain if the county had -made provisions for doing this
work in the near future.
Oil for Sts. St. Supt Henry Wirth was directed to get prices an oil
for improving streets and report at next meeting.
W R Osborn made a verbal report on unemployment situation.
Unemployment He stated that there were now approximately 200 applications at
the Chamber of Commerce office, and that the committee on
investigation ha.d found many needy families.
Crest Ave.
Supt of Streets Wirth informed the Council that Crest Ave
lighting, would be tested about Wednesday Oct. 7th.
On motion by Stevens seconded by Butcher demands approved by
Demands the Finance Committee were approved and ordered paid.
On motion by Stevens seconded by Butcher the City Clerk was
Police Car directed to advertise for bids for furnishing the city police dept.
with one Chevrolet sedan or its equivalent. Seller to accept as
part payment the used Chevrolet. Bids to be opened 10 AM
Tuesday Oct 20th, 1931.
Ther being no further business the Council adjourned. i):a
