City Hall, Monday Feb.fst1932
The regular meeting of the City Co�incil was called to order
at 7;30 PM by Mayor Conrad.
Counnilmen present; Butcher, Huston, Stevens, King, Conrad.
Councilmen absent ; None.
Minutes The Clerk read the minutes for -the month of January and on
motion by King seconded by Stevens same were approved as read.
Request for The Clerk read a letter from Frank Schwartz asking the council
license to issue license for the erection of a building on the beach front,
also for an exclusive privilege to sell popcorn and. peanuts on the
beach front. The application was ordered filed..
Monthly reports The Clerk read monthly reports of the City Clerk, City
Treasurer, City Judge, Chief of Police, Superintendent of Streets
and City Engineer. On motion by Butcher seconded by King the
reports were accepted and ordered filed.
.*. State park The Clerk presented and read a letter from,Joseph Rodman
Post of the American Legion in which it was proposed that the
city donate for state park purposes approximately 2000 lineal
.feet of the easterly section of the city beach front and that
the Council voice its approval of the acquisition of certain
other lands in and near the easterly city limits for the same
purpose. The letter was signed by the Community Betterment
Committee of the Legion Post. Herbert Gray; Past Commander of
The American Legion, presented a map showing certain parcels of
�`. land which were proposed to be had for park purposes. Following
motion by'Stevens,

Post", motion seconded by Butcher, put and unanimously carried.

matter of fixing a, reasonable fee to be paid by the City of
Huntington Beach for legal services rendered in the case of the

Sewage Reclamation Advertising manager T. R. Osborne submitted a report
covering matters taken up at a recent meeting held in Santa Ana
which was called for the purpose of considering sewage reclamation.
The report was accepted and ordered filed.

ion 0ou On motion. by King seconded by Huston the City Clerk was

directed to publish Resolution No.660.
Baseball park Art Hendrickson addressed the Council relative to the
}Baseball Park. He stated that he had been appointed on a
committee to request the City Council to move the ball Dark
equipment from its -present site to 17th and Palm. The
reason for the request being that the weather was too cold
on the beach front to draw and hold. crowds. Because no
promise to use the ground in the vicinity of 17th and Palm
had yet been received from the Huntington Beach Company
the matter was laid over for future consideration.
Waste water problem Bob Hickerson asked that a committee of the Council be
appointed to work with the independent oil operators in the
solution of the waste water problem. The Chair appointed
King, Huston and Conrad. on the committee.
Beautifying Councilman King stated that he had no report to make
Ocean Ave.
in the matter of beautifying Ocean Avenue by planting
flowers but that he would endeavor to make his report
at the next meeting.
Papers on beach Attorney Blodget informed the Council that all
front
papers covering the beach front suit -had been forwarded
to Judge Beaumont at Fresno and that he expected return
of the deed in the near future.
Mayor Conrad called -the attention of the Council to
a request made by Vice President Berg of the Standard Oil

Company in which Mr. Berg stated in�part as follows;
(At a meeting held on the 3rd of December between the

City Council and the officials of the Standard Gil Company
and others)
"We came to Huntington Beach today with open minds

and with the hope that was expressed by Mayor Conrad that
we might find some happy solution of the beach question.
We have given more than our attorneys would approve but
we think we have done what was right.
"I want to make a statement about the Dart the
American Legion had in bringing about this meeting. They
have created
conditions
which made the meeting possible
and I do not
think that
this agreement could have been
accomplished
if it had
not been for their work. I want
to give them
the credit
they have earned, and also that
the minutes of the next
meeting of the City Council will
show that they had a. part in what has been accomplished today."
On motion by Butcher seconded by King the Clerk was
directed to amend the minutes of December 7th so as to

agree with Mr. Berg's request.

Beach front Engineer Overmyer presented plans.of the proposed beach
improvement front improvement; the Council and members of the American
Legion Community Betterment Committee inspected the plans.
The plans ;met with the approval of all concerned.
Lease from p.E. On motion by King seconded by Stevens the Council
voted to accept a lease from the p. E. Railway covering
a strip of land 22 feet wide and 650 feet long extending
easterly along Ocean Avenue from the P. E. depot. The
Mayor and City Clerk were authorized to sign the lease on
behalf of the City.
Derhands-. On motion by Stevens seconded by Huston demands
approved by the Finance Committee were .accepted and
ordered paid.
Radios in police Chief of Police Keller informed the Council that
cars there iry as to be a meeting of the Peace Officer's Associa_
tion in Santa Ana in the near future and recommended that.
the Council approve plans for the installation of radios
in the city police cars so that he might convey the
impression of the Council to the members of the Peace
Officer's Association. Mr. Keller stated that the cost to
the city would be approximately $35.00 per month plus about
$40.00 for installation of radios in _earn of the city police
cars. All members of tne.City Council expressed themselves
as being in favor of such an arrangement.

On motion by Butcher seconded by King the Council
adjourned until 10:00 APB Monday, February 8th.
