City Hall, Tuesday Feb.23d, 1932
pursuant to adjournment of Feburary 15th,. 1932, the
City Council met and was called to order at 10:00 o'clock AN
by Mayor Conrad.
Councilmen present:: Huston, Stevens, King, Conrad.
Councilmen absent : Butcher '
The Chair appointed Councilman Huston on the Finance
Committee in the absence of Councilman Butcher.
Treasurer letter The Clerk read a letter from City Treasurer Harvey
S. Young to. the effect that bonds of the City held as
collateral, also investment bonds of the city have been
deposited for safe keeping in the First National Bank of
Santa Ana. That said bonds are protected against burglary,
theft, holdup or misplacement by insurance, and that the
cost to the city for this service will be $25.00 per year.
Mr. Young's letter was ordered filed.
The clerk resented and read for the second time
Ordinance 35U P
Ordinance No. 350, providing for disposal of waste water in
the oil field, and on motion by Stevens seconded by Huston same
was passed and adopted by the following vote:
AYES: Councilmen Huston, Stevens, King, Conrad.
NOES: None
ABSENT: Butcher.
The following oil operators present addressed the
Council in favor of the ordinance; Bob Hickerson, Mr.
Caldwell, and Mr. Anderson of the Pacific Western Oil Company.
Mr. Rogers representing the Superior Oil Cor;pany spoke in
opposition on the grounds that the ordinance did not provide
for an equitable distribution in the matter of collecting fees.
Beach Case The Clerk read resolution of the Joseph Rodman Post
American Legion lei; per
American Legion protesting the payment of a $15,000 fee to
City Attorney Blodget for his demand covering services in the
beach front case. Whereupon the Chair instructed the City
Clerk to write Attorney General U. S. Webb -for his opinion in
the matter. The Clerk to enclose coptres of ordinances, minutes

and other matters having to do with the suit.
Beach Improvement On motion by Stevens seconded by Huston, assistant
City Lngineer Overmyer was directed to proceed with excavation,
surveying - for improvement of the recently acquired
beach front, engineering department to call upon Superintendent
of Streets for what labor and other assistance necessary to
r
perform the work.
Mr. Marren Bristol representing the Chamber of
Commerce addressed the Council and stated that the
Chamber of Commerce recommends that the City do as
much preliminary work as possible so as to have the
beach in better condition for the summer season and to
provide labor for the unemployed.
Audit On motion by Huston seconded by King the City
Clerk was authorized to employ the firm of R. D. Crenshaw
& Company, C.P.A., to audit books of the City on a per
diem basis, cost not to exceed $500.00.
Demand On motion by Stevens seconded by King, demands
approved by the Finance Committee were ordered paid.
Water Fire Chief Sargent said that he had taken the "
mytter of reduced water rates up with the Water Company
and that they would'in the near future submit a schedule
for the Councills consideration:
The Council adjourned until 10:00 AM Monday,
February 29th, on motion by King seconded by Butcher.
