Councilrnen,present:Marion, Huston, Stevens, King,Conrad. Councilmen•absent :None. The Clerk gave Ordinance No. 359, amending the City building ordinance its first reading at this time:. On motion by Stevens seconded by Marion demands approved by the Finance Committee was ordered paid. The Council adjourned until 10:00 AM Wednesday March 22nd on motion by King seconded r City Clerk and ex—officio clerk of T• the City Council. i ty Clerk 14ayor �— - M I N U T E S March Council Chamber, Wednesday/22d,1933 Pursuant to adjournment of march 16th, the City Council met and was called to order at 10 o'clock AM by Mayor Conrad. Councilmen present: Marion, Huston, .Stevens, King, Conrad. Councilmen absent: None.. On motion by King seconded by Stevens, minutes for the month of February were approved as read. Mr. T.B.Talbert addressed the Council relative to plans for establishing a beach camp ground. Mr. Talbert urged the Council to locate the grounds as near the Main Street business section as possible. Mr. Warren Bristol, representing,the:Business Men's Association urged immediate action in the establishment of the camp grounds': Lyndon Wells recommended that the City Council secure the opinions of those living along Ocean Avenue between Main Street and First Street before placing the camp site on the westerly side of First Street. Mayor Conrad.said that it was the intention Of the Council to consult those property owners located in the immediate vicinity of the proposed camp site. 1 1 r 1 l 1 Estimate for beach rest rooms Wheel Tax Ordinance I Ord. #35" Demands W. S. Ebert, owner of Sea Breeze Auto Camp, inquired about provisions for street opening between his camp and the beach and ocean front. He expressed the opinion that if tents were placed close together in front of his camp it would be a detriment to his business. The Clerk read a letter from the Huntington Beach Business Men's Association urging the Council to take immediate action in the matter of opening the proposed beach camp grounds for this season. Asset Engineer Overmyer presented the following estimate of cost for constructing the first unit of rest rooms on the beach: Building, complete . . . . . . . . . . $950.00 plumbing- fixtures . . . . . . . . 325.00 Sewer connections . . . . . . . . . . 300.00 Piping water to location . . . . . . 300.00 Furnishing .electrical equipment '. . . 100.00 Total Estimate ordered filed. No report from Business Men j s Association relative to wheel -tax ordinance. The Clerk gave Ordinance No. 358, amending tax ordinances, its second and final reading, and on motion by Huston seconded by King same was passed and adopted by the following vote: AYES: Councilmen Marion, Huston, Stevens, King, Conrad. NOES: Councilmen - none ABSENT: Councilmen - none. Demands approved by the Finance Committee were an on motion by Stevens seconded by Marion. Earthquake The Clerk read a letter from S.V.Cortelyou, District damages to streets Engineer State Highway Division, offering financial assistance under the provisions of Senate Bill'1171, Earthquake emergency fund. The Clerk was directed to compile an estimate of cost of repairs to streets, cleaning up of debris, roping off dangerous structures, extra policemen and watchmen and forward same to Mr. Cortelyou. Reconstruction On motion by Stevens seconded by King, the City Clerk and Finance City Attorney were directed to get in communication with the Reconstruction Finance Corporation with a view of securing funds for the reconstruction of damaged city structures and pier. Ord.. 359 The Clerk gave Ordinance No.359,amending building ordinance, its second and final,reading at this time., and on motion by King seconded by Huston same was passed and adopted by the following vote: AYES: Councilmen Marion, Huston, Stevens, King, Conrad. NOES: Councilmen None ABSENT: Councilmen None. i Baseball request f o r f undZ �.K.Clapp renewal of beac'1 lease. The reauest of D.O.Stewart, manager of the Huntington Beach baseball club for $40.00 to defray expenses of the club was referred to the Music. and Promotion Committee for report and recommendation at next meeting of the Council. On motion by Huston seconded by Marion the City Attorney was directed to prepare new lease to D.K.Clapp covering umbrella rental concession on the public beach. Lease to run from April 1st, 1933 to March. 31st-, 1935. Rental to be. $100.00 per year payable annually in advance. The lease to provide locations of stands and to prohibit all advertising signs except those approved by the Beach and Pier Committee of the City Council. Camp ground The Clerk read the following applications for the position applications of caretaker,of the proposed beach camp grounds., Walter Cooper, W.E.Dawsey, Harry E..S.tephenson, Ira D Critton, Henry Talbert. Applications were,. -ordered filed. License. The License application of Nellie Slaterbeck to operate cafe at 123. ain Street wasapproved on motion by King seconced by Stevens. Monthly reports The Clerk read monthly reports of the City Engineer, Sup't of Streets, City Clerk, City Treasurer, City Judge and Chief of,Police and on motion by Huston seconded by King same were accepted and ordered filed. Water plant petition A petition signed by a number of citizens, asking the City Council to take steps to acquire,a municipally owned water distributing system was ordered filed on motion by Stevens seconded by Marion. Liquor.License The application of Max Chudnow, Long Beach, California, for liquor license was ordered filed. Resolution 0584 The Clerk presented and read Resolution No. 684 memorializing Congress to pass laws whereby cities may borrow currency on their bonded credit and on motion by Stevens seconded by Marion same was passed and adopted by the following vote: AYES: Councilmen Marion, Huston, Stevens, King, Conrad. NOES: None. Letter from the H. B. Sheet Metal Works offering its services was ordered riled. Bad Derricks The Clerk read a letter from R. IA. Hager, 1210 Walnut Avenue calling attention to derricks in danger of collapse was referred to the City building inspector for investigation and recommendations at next meeting of the Council. 1 1 1 �t fey 195 1 1 Roping off A letter from C. B. Baldwin, SupIt..of Elementary schools loth Street for school together with a petition signed by property owners concerned asking that loth Street between Orange Avenue and Magnolia Avenue be closed during school hours in the Woman's Club building, was on motion by Huston seconded by King referred to the Chief of Police with instructions to confer with Air. Baldwin and comply with the request. Gasoline Tax The Clerk read a letter from the Los Angeles County League of Municipalities relative to legislation covering distribution of gasoline tax. The letter was ordered. filed and the Clerk directed. to reply favorably. On motion by King seconded by Huston the City Council adjourned until 10:00 AM Monday, March 27trr, 1933, to meet in the Council Chamber of the City Hall.
