The regular meeting of the City Council was called to order at 7;30 PM by Mayor Conrad; Councilmen present; Conrad, Huston, Stevens, King. Councilmen absent ; Marion. Minutes On motion by King seconded by Huston Minutes for the month of March were approved as read. Monthly Reports Monthly reports of the City Clerk, City Treasurer, City Judge, Polibe Chief, Sup,lt. of Streets, City Engineer and Building Inspector were read by the Clerk, and on,motion by Stevens seconded by Huston same were accepted and ordered filed. Beach Camp The Application of Pete Naley for position as manager of the proposed beach camp was ordered filed. Beer License The following applications for license to sell beer were read and ordered filed; Nellie and Wm. T. Marshall, cafe at Sea Breeze auto camp, First and Ocean Avenue; Gilbert Hadley, 403 Walnut Avenue; Frank B. Allaire and Robert M. Marshall, location not named. Gasolene. The Clerk read bids of the Standard Oil Company and Contract 1933-34 Shell Oil Company for furnishing the city with Gasoline from April 4th, 1933 to April 3rd, 1934. Both bids being at the top price of 112 cents per gallon with the advantage of lower prices when and if the tank price is under ll� cents per gallon.► Bids were referred to the Finance Committee, King and Huston, for their investigation and recommendation at next meeting. Pier Repairs Assistant Engineer informed. the Council that work of tying old and new pier structures together was completed and that the pier was now open to the public full length. Garden. Club & Councilman Huston informed the Council that the Beach beach shrubs and Pier Committee had met with the Garden Club relative to the Club's proposed beautification of the beach front; Mr. Blanding of the Blanding Nurseries, Santa Ana appeared before the Council and presented a sketch showing the proposed.improve— ment plan. Mr. Sherman Denny outlined the plan and said that the Club only wanted permission from the Council to proceed 4 with the work. That no money would be required from the City until after the shrubs and plants were planted, after which the City would be asked. to do the cultivating and watering. 4 204. On motion by Huston seconded by King the Council voted to co-operate with the Garden,Club to the fullest extent possible, and places its approval on the plans. Demands On motion by Stevens seconded by King, demands approved by the Finance Committee were ordered paid. R.F.C.Loan Attorney Overacker presented the Council with application blanks to the R.F.C., and on motion by King seconded by Huston the City Clerk and Mayor were authori- zed to execute same for,the purpose of securing a loan for the City. Recess At this time, 8:50 PM, the Mayor declared a short recess; Council again called to order at 9;:00 ol:clock PM. Wat —er Conservation On motion by Councilman King, seconded by Councilman District Stevens, the City Council voted to go on record as being opposed to the inclusion of the City of Huntington Beach in the proposed water district and proposed legislation, and that'the City Clerk be'hereby directed to write the SANTA ANA BASIN ITATER RIGHTS PROTECTIVE ASSOCIATION, E.E.Campbell, Secretary, Court.House Annex, Santa Ana, Calif., protesting the including of the City of Huntington Beach in said legislation or amendments.thereto. Legislation The Clerk read a letter from the League of California limiting the powers of 1-,,0. Municipalities relative to the proposed Riley Plan tax bill cities (Senate Constitutional Amendment No. 30) calling attention of cities to the fact that the bill limited the power of cities to levy taxes for any and all purposes. That the matter of all increases would be subject to the opinion of the State Board. of Equalization should the bill become a law. That the Act would take away the independent 'powers of the cities and place.them under the control of state officials in Sacramento. h` On motion by Huston seconded by King.the City Clerk was directed to telegraph Assemblyman Edward -Craig protesting against the passage of Bill No. 30 uthless it be modified so as to exempt -incorporated cities from this tax increase limitation. Ord. No. 360 The Clerk gave Ordinance No. 360; repealing all Beer intoxicating liquor ordinances its second and final reading at this time. Audience Mayor Conrad invited those in the audience who cared to speak for or against the proposed ordinance to do so at this time. :4i: 0 Rev. John Engle of the M.E.Church responded. He urged the Council to delay action on the grounds that it was.: immature; citing the fact that the.State of California had not yet taken definite action. That Orange County is dry and that Huntington Beach should not be the first to make the move to legalize 3.2% beer and wine. Roy Callahan voiced the sentiments of Rev. Engle and urged the Council not to adopt the ordinance. C. B. Baldwin, principal of the Elementary School, urged the Council not to pass the ordinance for the reason that it would be an unnecessary temtation to the youth of the City- C. G. Ward said he opposed the adoption of the ordinance on the grounds that it was premature, action. M.A.Turner urged the Council to wait a little longer until the courts had ruled on the legality of 3.2% beer and wine. 0. B. Hi tterdale objected. on the grounds that legalizing the sale..of beer would benefit no one except the seller, Lyndon Wells, Gorldon Higgins and Fred Brown spoke in, support of ordinances permitting the sale of beer and wine. Mrs. Roy White and Mrs. 'L, ft. Ridenour urged the Council. not to repeal city ordinances prohibiting the sale of beer. Mayor Conrad ir' ormed. those present that while he respected the -wishes of those in opposition to the repeal of Ordinance 230, still he was only trying to carry out the wishes of the majority who by their vote at last general election declared in favor of repeal of the 18th Amendment and all laws forbidding the sale of intoxicating liquors. Councilmen Stevens, King and Huston voiced the same sentiment as that expressed by Mayor Conrad. ' Whereupon, on motion by King seconded by Huston, . Ordinance No. 360 was passed and adopted by the following vote; AYES: Councilmen Huston, Stevens, King, Conrad. NOES: Councilmen None ABSENT:Councilman Marion. "► Derrick License Building Inspector Overmyer informed the Council that .a further report of bad -order derricks would be given atnext meeting. 6� "203-1. Base Ball On motion by King seconded. by Huston the Council ap— propriated $40.00 from the Music and Promotion fund to help defray expense of the base ball club. Fire'Department On motion by Stevens seconded by King, effective April N. 3 the 15th and until further action by the City Council th Fire Department was directed to confine its work inside the city limits, except upon emergency calls from regularly incorporated cities. Derrick License The Chief of Police was directed to proceed to collect all derrick license for the year 1932-33 under the provisions of city ordinances now in effect. Business Councilman King said that he would make his recommendations License covering the collection of delinquent business license at next meeting.
