Mayor MI MUTES CITY Hall, Friday May 26th, 1933- Pursuant to adjournment of .May 25th, the City_:C6uncil met and d was called to order at 10:00 AM by Mayor, Conrad. Councilman present; Marion, Huston, Stevens, King, Conrad. Councilman absent ; None. Plc0'gQG d The Clerk read a communication from Wood Callahan Oil Company oil leace, :< of Long Beach in which they proposed to enter into a lease with the City of Huntington Beach to drill one oil well each on the following streets between Ocean Avenue and Walnut Avenue, i.e., 19th, 19th, 20th, 21st, 22nd and 23rd Streets. Lease to provide a 25% royalty to the City and drilling to start within 45 days from the date of execution of the lease. w On motion by Stevens seconded by Marion the communication was ordered filed. The Clerk presented and read a communication from A. M. Kupf er, �v 116N No. La Brea Avenue, Los Angeles, in which the writer proposed to enter into a lease with the City to drill two oil wells on each of the following streets, 18th, 19th, 20th, 21st and 22nd streets, lease to cover the above named streets between Ocean and Walnut Avenues. This lease to provide a 27 % royalty to the City and drilling 'to start within 30 days of execution of the lease. On motion by Stevens seconded by Marion, the communication was ordered. filed. At this. time 11:50 AM, the Council recessed until 2:30 PM. The Council was again called to order at 2:30 PM; all members being present. 222 .2 _y PrOUvePCj iPGUi ng Mayor Conrad informed those present that certain proposals had of ctreote - been submitted to the Council for leasing a portion of l8th, 19th, 20th, 21st, 22nd and 23rd Streets for oil drilling and asked if there was anyone in the audience who wished to discuss the matter with the Council. There was no ,response from the audience. Mayor Conrad then addressed Mr. R. M. Bradley and asked if he wished to discuss the matter with the Council. Mr. Bradley asked the Council why the City had not advertised for bids for drilling the streets referred to. Mayor Conrad informed Mr. Bradley that the Council did not advertise for the reason that it was presumed that the City had clear title to the surface rights only and that the Council did not believe all oil companies would 4 be interested In such a lease. Mr. A. M. Kupfer informed the Council that he had placed a bid and that he wished. to know at this time who owned the mineral rights. Then followed a discussion between Mayor Conrad and Mr. Kupfer relative to title whereupon Mayor Conrad advised Mr. Kupfer to call nis attorney for his advice. At this time, 3:15pM,.the Council adjourned until 3:35 PM. recess Council again called to order at 3:35 PM; all members present. The Clerk presented and read a�proposed lease between the City of Huntington Beach and J. C. Argue, 811 West 7th Street, Los Angeles,, in whicn the lessee proposed to drill a minimum of five oil wells, exact location to.be determined later, on the following streets: 18th, 19th, 20tn, 21st, 22nd and 23rd. Mr. Kupfer again addressed the Council and stated that he had talked with his attorney and that he did not believe he wished to enter into a lease with the City unless the City owned the oil rights. Mayor Conrad then asked if anyone else in the audience wished to submit a proposition for drilling oil wells on the City Streets. There was no response. Re--G. The Clerk then presented and read Resolution No. 689 in which the Mayor and City Clerk were authorized to execute a lease with Mr. J. C. Argue, and on motion by Marion seconded by Stevens, Resolution No. 689 was passed and adopted by the following vote: AYES: Councilmen Marion, Huston, Stevens, King, Conrad. NOES: Councilmen — none ABSENT: Councilmen — none.
