HomeMy WebLinkAbout1933-08-0740 MINUTES( City Hall, Monday August 7th, 1933 The regular meeting of the_City Council was called. to order at 700 PNI by the City Clerk. Councilmen present; King, Marion, Huston, Stevens. Councilmen absent : C'onrc-:d King appointed. On motion by Huston seconded by Marion, Councilman T.a.yor pro-te,m King was appointed Mayor pro-tem. The Mayor pro-tem appointed Marion on the Finance Committee. Miroates On motion by Stevens seconded by Huston, Minutes for the month of July were approved as read. Molithly reports The Clerk presented and read monthly reports of the Chief of Police, City Judge, City Treasurer, City Clerk, City Engineer, Superintendent of Streets and Building Inspector, and. on motion -by Huston seconded by Marion, same were accepted and ordered filed. Cafe liCe. n se. The application of W.I.Rudd for Cafe license and Class No. approved pp 2 beer license at 107 Main Street was approved on motion by Stevens seconded by Huston. Restaurant The application of Lida Renick. for restaurant license, licence approved 123 Main Street was approved on motion by Huston seconded by Stevens. wholesale beer The application of the Orange Belt Beverage Company of license approved. Santa Ana for wholesale beer license, Class No. 3, was approved on_ motion by Huston seconded by Marion. Surety Band The surety bond of Bayard Butcher, City Treasurer, was — approved by the City Attorney, and on motion by Huston seconded by Marion, was accepted by the City Council and ordered filed. Surety Boid The surety bond of A.D.Moodie, housemover, was accepted and ordered placed on file on motion by Huston seconded by Marion. Applicatiur. The application of Cecylle J. Oliver to erect fra..me and referred back to Bldg. Com. stucco building on Lot 6, Block 104 was referred back to the Building Inspector for the reason that this class of construction does not comply with the building ordinance. Ga oli,ne ta.ril;s On motion by Stevens seconded by Marion the ordinance governing the installation of.gasoline tanks was amended so as to. read 1000 gallons instead of 550 gallons. Applicion The application of W. J. Bristol for permit to install approved a 1000 gallon gasoline tank on Lots 1 and 2, Block 106 was approved,on motion by Huston seconded by Marion. The Clerk read a letter signed by T. J. Archibald 1 calling the Council's attention to the need of a City Ordinance recuiring boiler firemen in the oil field be licensed. 21 Same was referred to the Oil Committee for its investigation and report. Gasclire tax The Clerk read a letter from the California League of Municipalities calling attention of the Council to the fact that a detailed report of street improvements for the ensuing year must be made up and submitted to the State Road Department if the City is to be entitled to a portion of the gasoline tax. This matter was referred to the City Engineer and Street Superintendent with instructions that they prepare plans and specificationsand submit same to the Council for its adoption. The Superintendent of Streets was authorized to paint metal sashes in auditorium windows. Board of Equal. The City Clerk called the Council's attention to the meeting to eiteet Aug. i4th-. of the Board of Equalization at 10:00 AID, Monday August 14th. DelincueLit rentals The City Clerk was directed to communicate with Harvey Walker relative to delinquent rentals and demand that same be paid in the near future. Auad.1tor's repcxt The Clerk presented report of R. D. Crenshaw and Company's audit_ covering accounts of the City Treasurer and 1915 Street r , assessments,.same was accepted and ordered filed. R?cig. of Clyde The Clerk read the resitgnation of Clyde L. Jenkin, City .U. Jen _L Engineer, and on motion by Stevens seconded by Marion, same was accepted and the Clerk directed to write Mr. Jenkin and thank him for his services. TI, uVermr'or On motion by Stevens seconded by Huston, Harry Overmyer Harryappointed City F:,gi, was appointed City Engineer, to act at the pleasure of the City Council. Ord,36� The Clerk gave Ordinance #365, amending beer ordinance, First rea.dliig its first reading at this time. Ord. 366 Ordinance #366, amending the license ordinance, was First Dectdin f; ` given its first reading at this time. Agreeme.t The City Attorney presented an agreement between the City and A.R.Bruner covering use of the Municipal pier as a landing which was read by the Clerk and on motion by Stevens seconded by Marion, the Mayor and City Clerk were directed to L execute same on behalf of the City. Agreement -On motion by Huston seconded by Marion the contract of James De Guelle with the City for operation of a cafe on the pier was approved and the mayor and City Clerk directed to execute same on behalf of the City. First State Bann City Attorney Overacker informed the Council that the. State Bank Commissioner had informed him that a settlement would soon be ready to offer the City whereby the City would a receive 20�0 cash dividend on the amount deposited with the 42 First State Bank of Huntington Beach. Attorney Overacker recommended that action of the Council be deferred until stipulated judgement is recorded. � _ The Clerk presented and read a letter from the Sewage dic-pusas. Plaint Orange County I•ieal'th Department calling the Council's attention to unsanitary condition of the sewage disposal plant and requesting that a new plant be constructed. On motion.by Stevens seconded by Marion, the plans and recommendations of Engineer Omar A. Stone be referred to the City Attorney for his inspection -and recommendation. On motion. by Stevens seconded by Marion., demands approved by 'the Finance Committee were ordered paid. _ Superintendent of Streets, Henry Wirth, called the Light g1v0✓eo u1'ok0n attention of the Council to the large number of electric light globes being broken by as.rguns. The matter was referred to the City Attorney for his advice whether or not the City could offer a reward for the arrest of guilty parties. Oil field — Fire Chief Sargent informed the Council that conditions Danber of f ire in the oil field were fast becoming -a fire menace and re— commended that some protective measure be taken immediately. Chief Sargent was asked to submit his recommendations at next meeting. .On motion by Huston seconded by Marion the:Council adjourned until 10:30 AM Monday August 14th, 1933. <0i41e anex—officio Clerk of the City Council.
