City Hall, Tuesday Feb. 13th,1934
Pursuant to adjournment of February 5th, the City Council
met and was called to order at 7::30 P.M. by Mayor Conrad.
Councilmen present: Marion, Talbert, Stevens, King, Conrad.
Councilmen absent : None.
State of Calif . Mayor Conrad informed the Council that in the case of State
vs
Cit-- of n.B. of California ve the. City of Huntington Beach et al, the State had
failed to answer the amended cross complaint of the City and that
Attorneys Blodget and Bush had filed judgment against the State on
default.
Barge Leese Councilman Talbert, chairman of the beach committee, re-
commended that the City.cancel the present lease agreement.with
C. K. Morrison and enter into a new lease covering the operation
of two barges for the period of five years, whereupon on motion by
Talbert seconded by King, the City Attorney was directed to prepare
a new lease in accordance with the recommendations of Councilman
Talbert at a rental rate of $125.00 per year. The above named lease
to be exclusive to Mr. C. K. Morrison.
Ba.nd,etcnd on William Gallienne presented a letter and addressed the Council
Beach
relative to the construction of a band stand and wind break on the
ocean front with the recommendation that the City..Council.make
application.to the C.W.A. to furnish labor and material for con-
struction of same in accordance with tentative plans submitted by
Mr. Gallienne. Mr. Gallienne acted as spokesman for committees of the
Chamber of Commerce, Business Men's Association and American Legion.
On motion by Talbert seconded by King, the City Council approved
the recommendations submitted and instructed the city attorney and
city engineer to prepare tentative plans and specifications and
estimate of cost for carrying out the recommendations of the above
named organizations.
riRto l Club Blau. On:motion by Stevens seconded by Talbert, the request of.L.A.
a1 'A 'thur to make minor repairs and furnish lights in the pistol club
building was granted and Superintendent of Streets Wirth directed to
do the necessary work.
O-vrerdue bill The Clerk read a letter from the Z. `I.,X Wood Lumber Company
calling the City Councilor attention to.;. n`overc '.bill owing them
by policeman G. W. Cox. No action was -,.taken by the Council other
-.r, than the statement that the individual councilmen would discuss the
matter with Mr._Cox. -

Municipalities was ordered placed on file, on motion by King
seconded by Marion.
Applications The application of Frederick and Loy to operate restaurant
at 124 Main Street was accepted and the.Clerk directed to issue
a license for same.
The application of E.D.G.Couter for position as caretaker
of the beach tent city was referred to the beach and pier committee.
vrd. A372 The Clerk gave Ordinance #372, providing for the revocation.
of licenses, its second and final reading and, on motion by Talbert
seconded by King, same was passed and adopted by the following vote

Gas rates
The Clerk
was directed to inform -officials of the Southern
Counties Gas Company
to the effect that the`,-._Cit.y, Council would

meet with them
to discuss gas rates at 3 ooclock-p.M. Thursday
February 15th.

discussed and the city engineer directed to confer

committee for the purpose of determining locations
in the event the C.P.A. furnishes further labor. and material for the
improvement of the beach front.
Demands On motion by Talbert seconded by Marion, demands approved by
the Finance Committee were ordered paid.
Extension of Fire Chief Sargent informed the Council that a survey of water
water main
lines in the vicinity of Sea Breeze Auto Camp had been made and that
he recommended a four inch main be extended some six hundred feet
easterly from the nearest point from the camp ground and that two
standard fire hydrants be installed. Mr. Sargent stated that the cost
to the City would be approximately $600.00 for their portion of the
expense. The matter was referred to the Finance Committee with in-
structions to take the matter up with the' -American States Water Service
Company and report at next meeting.
ni-r.:onthly Councilman Stevens informed the Council that a number of requests
rolls
had been made by employees of the City for a bi-monthly pay roll. After
some discussion, on motion by Stevens seconded by Talbert, the City Clerk
was directed to make up pay rolls as of the first and fifteenth of each
month effective February 14th, 1934.

City Attorney Overacker reported that a committee had been
appointed by the Orange County League of Municipalities to
investigate cost of meals paid by outside cities for prisoners in
the county jail.
Fire Chief Sargent asked permission to circulate an initiative
petition for the purpose of submitting to the voters the proposition
of placing the fire and police departments under Civil Service regular
tions. The matter was deferred until Monday February 19th to
enable the individual Councilmen to make a study of the proposed
ordinance.
City Engineer Overmyer informed the Council that the C.P.A.
was receiving applications for new propositions.
On motion by King seconded by Stevens, the Council adjourned
until 7:30 P.M. Monday February 19tn, 1934•
