HomeMy WebLinkAbout1935-03-04359' MINUTES City Hall, Monday March 4th, 1935. The,regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Talbert. Councilmen present: Chamness, Warner, Tovatt, Talbert. Councilmen Absent Marion. Pe Molay The Clerk read a letter from George Honold, senior council of the Cha-oter_-runs city govit Huntington Beach chapter of De Molay, requesting that the members of Mch 19th. the order be permitted to take over the various offices of the city government Tuesday March 19th, 1935. Mr.- Honold explained to the Council that the purpose was for acquainting -the boyswiththeoperation of the various departments of the city 'government and, on motion by Warner seconded by Chamness, the request was granted. On motion by Tovatt seconded by Warner, minutes for the month of Minutes February were approved as read. The Clerk presentedandread a petition'signed by various oil Derrick Licenge operators requesting that the derrick license be reduced to $12.00 per year and, on motion by Warner seconded by Tovatt, the petition was referred to the special license ordinance committee for their consideration. Council invited to Townsend A letter was read inviting the members of the City Council to meeting attend a Townsend mass meeting Friday March 8th, 7:30P.M.. All members of the council present signified their intentions of,attend- ing the meeting. Applications. The Clerk read applications of C-H Donahue and F.M.Wilson jointly for concession on pier and of W.C.Cooper for the bait and tackle concession on the municipal pier now operated by Harvey Walker. The applications were ordered filed. A letter from George M. Gelzer, Chief of Police, informing the H F.Robid.oux Council that he had discharged officer H.F.Robidoux and appointed E. G Belshe to take his place and asking the approval of the Council and, on motion by Tovatt seconded by Chamness, action of the Council was deferred until its next meeting. On motion by Chamness seconded by Warner,,the request of Howard Robidoux for an immediate hearing before the. City Council relative to his -discharge was granted. Application The application of V. F-.Mohn for position on the police force was read and ordered filed. Cecil.Dowty, On motion by Warner seconded by Chamness, the appointment by Fire aD-oointed as fireman Chief Sargent of Cecil Dowty to fill the position in the department vacated by the resignation�of Gene Belshe was approved, salary to be $135.00 per month for the first year. 60 Grand"Jury The Clerk read a letter from the Orange County Grand Jury reading report as follows: "The committee on cities of the Orange County Grand Jury finds your city offices being operated in a very satisfactory manner". The communication was ordered filed. Open Air A letter from the Huntington Beach Business Men's Association, Theater signed by William Gallienne,-requesting the Council to consider ..plans to construct an open-air theater,was read and ordered filed. Leaky water line A letter from the American States Water Service Company relative to leaky water line in the alley running from Wesley Avenue to. Orange Avenue and.between Main Street and Lake Street was referred to the Superintendent of Streets. M....Zigelman's On motion by Warner seconded by Chamness, the application of M. application denied Zigelman to operate a cafe with permission to serve beer and wine at 804 Ocean Avenue, Huntington Inn, was denied. Application On motion by Warner seconded by Tovatt, the application of Mrs. Badovinatz to operate hotel at 117 Main Street was approved. Taxes on A letter signed by the United States Attorney at Los'Angeles P.0 site requesting cancellation of taxes against the new postoffice site was read and ordered filed. Palms The offer of the Diamond G ranch to donate palms to beautify - Ocean Avenue was referred to Henry Wirth, Superintendent of Streets. Gasoline On motion by Tovatt seconded by Warner, the application of the demonstration plant Consolidated Petroleum Company to erect and operate a gasoline demonstration plant on Lots 19-21, Block 116 was approved and the building inspector, upon his recommendation, was directed to issue --:- a sixty day temporary permit for same. Repairs to City Engineer Overmyer submitted a report and estimate covering Mun. pier repairs to the municipal pier amounting to approximately $1,327.28, same was referred to the City Attorney to prepare resolution providing - __for emergency measures. Monthly reports On motion by Warner seconded by Tovatt, monthly reports of the City Clerk, City Treasurer, City Engineer, Building Inspector, Superintendent of Streets, City Judge and Chief of Police were received and ordered filed. Billboards The application of Mr. L.A.Patch, representing Foster and Kleiser, for permission to move four billboard signs from'the new postoff ice site to Block 109, Ocean Avenue, was considered by the Council. No action was taken pending the adoption of the ordinance covering sign erection and location. Ord.#382 The Clerk gave Ordinance #382, regulating outdoor signs, its first reading at this time. U i Taxes On motion by Warner seconded by Chamness, the demand of John E. and Sara M. Whitfield for refund of taxes on property occupied by the Southern California Edison Company was approved and ordered paid. The amount being $18.30 for the first half of 1934-35 taxes. Planning The matter of appointing a city planning commission was discussed Commission and the City Attorney informed the Council that such a commission could only be formed by ordinance of the City Council. The matter was taken under advisement. Demands On motion by Chamness seconded by Tovatt, demands approved by the Finance Committee were ordered paid. Sea. Scouts Fire Chief Sargent informed the Council that the Sea Scouts, a local organization, asked permission to use the small room on the municipal pier for holding meetings and, on motion by Chamness seconded by Warner, the request was granted for a period not to exceed six months and subject to the Council°s will and. pleasure. Watt vs Attorney Overacker informed the Council that the case of Watt vs City Recess City of Huntington Beach was set for Wednesday and Thursday, March 6th and 7th. At this time, 9:40 P.M., the Mayor declared a recess to go into executive session. Council again called to order at 11:55 P.M. by Mayor Talbert. Councilmen present: Chamness, Warner, Tovatt, Talbert. Councilmen absent Marion. On motion by Warner seconded by Tovatt, the matter of discharge of Howard Robidoux and the appointment of.his successor was deferred until 7:30 P.M.
