City Hall, Wednesday March 6th,1935•
Pursuant to adjournment of March 4th, the -Council met and was
called to order at 7:30 P.M. by Mayor Talbert.
Councilmen present: Chamness, Warner, Tovatt, Talbert.
Councilmen absent: Marion.
On motion by Warner seconded by Tovatt, the Mayor and City Clerk
were authorized to execute a lease with the Pacific Electric Railway
covering a strip of right-of-way joining the municipal camp ground.
At this time, 8:20 P.,vf., Councilman Marion arrived.
Application The application of Foster and Eleiser to erect advertising sign
to erect sign
denied on Lots 25 and 27, Block 304 was denied, on motion by Marion seconded
by_Tovatt, for the reason that the proposed construction did not
comply with the building code.
Refund of On motion by Warner seconded by Chamness, the demand of Hannah
taxes,..
Weitz for refund of taxes assessed against the property upon which
the Southern Counties_Gas Company has it offices was approved.
On motion by Tovatt seconded by Warner, the demands of Anna M.-
Mead and Clara Shafer for refund of excess interest paid on tax
Abills were approved.
Assessr:ient On motion by Chamness seconded by Warner, a demand cancelling
cancelled on
P 0 site assessment on the U.S. postoff ice site was approved for the reason
that ownership had been in the name of the government since about
March 1st, 1934•
Demands Demands approved by the Finance committee were ordered paid,
on motion by Tovatt seconded:by Chamness.
Bids on pier City Attorney Overacker expressed the opinion that repairs

amounting to more than $500.00 on the municipal pier could not be
made without advertising for bids and, on motion by Chamness
seconded by Warner, the City Engineer was directed to prepare plans
and specifications -for repa ing piling under the municipal pier
and present to the City Council for its approval at next meeting.
Assessing City Assessor C.R.Furr informed the City Council that he did
oil Compan-
ies not contemplate assessing the oil companies on the amounts paid the
state as royalties and advised the Council that if it had any
objections it would be well to.take the matter up with the City
Attorney. The city assessor gave as reason for his action that
most of the companies now producing oil from under the tide lands
had entered into a contract with the State of California to pay
royalty, whereas, as of March 1st, 1934 few if any contracts were
of record. City Attorney Overacker informed the assessor and City

Council that he was still of the opinion that the City should assess
and collect taxes on the full amount of production and make no

allowance for so-called royalties paid to the State.
Application Mr. Zigelman appeared before the Council and askled that his
application for license to operate cafe and serve wine and beer
with meals at the Huntington Inn be reconsidered. After some
discussion, the Chair informed him that the Council did not seem
inclined to grant the license at this time.
Howard Mayor Talbert stated that this was the time set for considering
Robidoux
the discharge of Motorpatrolman Robidoux. Councilman Marion asked
r that the Council go into executive session for a short time to
discuss the matter. Councilman Chamness objected to further executiveb,

sessions unless -it was for the purpose of informing Councilman Marion.
Councilman Marion thereupon withdrew his request for an executive
session and moved that the action of Chief of Police Gelzer in dis-
charging Officer Robidoux be up -held. The motion was seconded by
Councilman Tovatt, put and carried by the following vote:
AYES: Councilmen Marion, Tovatt, Talbert.
NOES: Councilmen Warner, Chamness.
ABSENT: None.
Gene Belshe's On motion by Marion seconded by Warner, the salary of motorcycle
salary set
officer- Gene Belshe was set at $15500 per month.
Painting On motion by Warner seconded by Tovatt, the City Engineer was
horseshoe
Club authorized to release specifications on painting the Horseshoe Club
house to local painters for bids, same to be submitted to the Council
in the near future.
Helen Axton -. The City Clerk informed the Council that some of the as.Bessment
employed for
three or f ouYecords needed re -writing and asked permission to employ Helen Axton
months
for a period of three to four months to assist in the work at a
salary of $100.00 per month. No formal action was taken but they
expressed their approval of the appointment.
On motion by Warner seconded by Tovatt, the Council adjourned
until 7:30 P.M. Tuesday March 12th, 1935.
