MINUTES
City Hall, Monday April 1st, 1935
The regular meeting of the City Council was called to order
by Mayor -•Talbert at 7:30 P.M. Monday April lst, 1935•
Councilmen present: Marion,Chamness,Tovatt,Warner,Talbert.
Councilmen absent : None.
Minutes On motion by Tovatt seconded by Chamness, Minutes for the
month of March were aPP roved 'as read.
Site purchased ;- The committee on investigation for the proposed purchase of
for.sewage
disposal 44.36 acres for sewage -disposal site and other city purposes
plant
recommended that the purchase.be made aid, oA motion by Warner
seconded by Chamness, the Mayor and City Clerk were authorized to

'f execute all escrow instructions for the purchase of 44.36 acres at
a price not to exceed $3750.00, property to be clear of all

incumbrancese
Bait & Tackle \
The Clerk read a petition signed by approximately sixty
stand
citizens asking the Council to issue a permit to Harry Robinson
Jr. to operate a bait and tackle stand on the municipal pier.
The petition was ordered filed.
C. of C. On motion by Warner seconded by Marion, the request of the
Chamber of Commerce for an appropriation of $300.00 to defray
expens,eL, of printing five thousand folders was referred to the
Music and Promotion committee for its recommendation at next
meeting.
License The application of Mrs. Sadie Lo.ftis for license to operate
lunch room at 120 fain Street was approved, on motion'by Marion
seconded by Tovatt. 'l
Reso. #723 The Clerk presented and read Resolution #723 memorializing
Congress to adopt the Townsend plan of Old Age Pension and, on
motion by Chamness seconded by Tovatt, Resolution•#723 was
passed and adopted by the following vote:
AYES: Councilmen Marion, Chamness, Tovatt, Talbert, Warner.
NOES: None
ABSENT: None.
Monthly reports The Clerk read monthly reports of the City Treasurer, City
Clerk, Building Inspector, Superintendent of Streets, Chief bf
Police and City Judge and, on motion by Warner seconded by Marion,
same were accepted and ordered filed.
Beach The application of Dwight K. Clapp for a renewal of lease
Concession.,:
on beach concession in the life guard tower was referred to the
City Attorney with instructions to prepare lease, on motion by
Chamness seconded by Warner.
Flre"works The.Clerk read a letter from the Business Men's Association
Ordinance
relative to fireworks ordinance which was ordered filed.

The request of the Huntington Beach Company for refund of
Ord. 383
Surety
Bond
taxes covering the first installment of 1934-35 taxes on a portion
of the new postoff ice site was referred to the City attorney for
his opinion.
Ordinance #383 relative to surety bonds of city employees
was given its first reading at this time.
On motion by Marion seconded by Chamness, the surety bond
._of J.H Pryprl plumbing contractor; was accepted and ordered filed.
Play ground Councilman Warner, chairman of the committee on supervised
recreation.sponsored by the SERA, informed the Council that the
matter was being taken up with committees of:the Chamber of Commerce,
City Council, P T.A., Woman's Club, American Legion and Legion
Auxiliary. Mr. Warner stated that it was estimated that about
two hundred dollars would be required for the purchase of play
ground equipment on the beach and, on motion by Chamness seconded
r by Tovatt, the City Council agreed to appropriate a sum not in
excess of $206.00 for the purchase and installation of beach play
ground equipment.
RAtebi Councilman Chamness recommended that rates for use of the
camp ground
city camp ground be as follows: 500 per day.; $2.50 per week;
$10.00 per month and an additional charge of 250 per day where
' electrical equipment is used. On motion by Warner seconded by
Tovatt, the recommendation and rates were adopted.
2 new On motion by Marion seconded by Warner, the recommendation
motorcycles
of Chief Gelzer for the purchase of two new motorcycles at a net
cost of $320.00 was accepted and the Chief authorized to place an
_order for same.
- Police Dept. After some discussion relative to the necessity of employing
an extra man in the Police Department during the 42 months vacation
period, on motion by Warner seconded by Chamness, the request was
denied.
St. crossing Engineer Overmyer stated that he was not ready at this time
east to west
side to report on the proposed street crossing from the east side to
west side business district.
.Mr. Hickerson :Bob Hickerson addressed the Council and recommended that
representatives of the City go to Sacramento and oppose AB #686
which,.if passed, threatened to greatly endanger,the interest of
the town lot operators. Mr. Hickerson presented the Council with
a copy of the proposed measure.
Demands On motion by Tovatt seconded by Chamness, demands approved by
the finance committee were ordered paid.

Lighting
Councilman Warner, chairman of the committee on street
lighting informed the council that he had made an investigation
of the new proposed contract offered by the Edison Company on a
flat price and recommended that street lights be.increased to
the extent of approximately 150 lights and.that special attention
be given increased lighting along the business section of Main
Street. Councilman Warner was asked to make further investigation
and report at next meeting.
Tide land Mayor Talbert informed the Council that the tide land lease
lease bill
bill was slated to come up before the legislative committee in
Sacramento at 7:00 P.M. Wednesday April 3rd and recommended that
the City Attorney and all members of the City Council be on hand
in Sacramento at that time. City Attorney Overacker urged the
Council to be present and also to employ the services of some
legal advisor familiar with state legislation. Councilman
Chamness stated that he believed members of the Council should
interest themselves by attending the session and that the city
be represented by an attorney.
Recess
At this time 9:50 P.M the Mayor declared a recess to go �
into executive session. �)
Council again called to order at 11:40 P.M., all council-
men being present.
Voted to attend On motion b Marion seconded b Chamness the Council voted
legislative y y
session to attend the legislative session Wednesday., April 3rd and as much
longer as seemed advisable and that they be accompanied by the City
Attorney and that an allowance of $75.00 expense, account be made to
the City Attorney and each of the council attending.
Attly Geo. B. On motion by Tovatt seconded by Marion, the Council voted to

employ George B. Bush as special council to investigate and act with
the Council in the matter of pending legislation covering tide land
drilling. motion put and carried by the following vote:
AYES: Councilmen Marion, Chamness, Tovatt, Talbert.
NOES: Councilman Darner
ABSENT: None.
JDemands On motion by Tovatt seconde.d.by Chamness, demands in the amount
of $75.00 each made to the following were ordered paid: T.B.Talbert,
John H Marion, L.S.Chamness, W. H. Warner and Ray H. Overacker, same
to be used to cover expense on the trip to Sacramento..
On motion by Chamness seconded b vatt, e uhcil adjourned
