Minutes
City Hall, Monday May 6th, 1935•
The regular meeting of the City Council was called to order at 7:30
P.M. by Mayor Talbert.
Councilmen present: Marion, Chamness, Tovatt, Warner, Talbert.
Councilmen absent: None.
On motion by Tovatt seconded by Chamness, minutes for the month of
April were approved as read.
At this time, 8:15 P.M., Councilman Chamness asked to be excused to
go into executive session.
Resolution The Clerk.read Resolution #725, a weed resolution and,'on motion by
725 - weeds
Marion seconded by Tovatt, same was passed and adopted by the following
vote:
AYES: Councilmen Marion, Warner, Tovatt, Talbert.
NOES: None.
ABSENT: Councilman Chamness.
The date of' -hearing protests was set for 7:30 P.M. Monday May 20th,1935.
Ord. #383 The Clerk gave surety bond ordinance #383 its second reading and on
motion by Marion seconded by Warner, Ordinance #383 was passed and adopted
by the following vote
AYES: Councilman Marion, Warner, Tovatt, Talbert.
NOES: None.
ABSENT: Councilman Chamness.
Monthly reports The Clerk read.monthly reports of the City Engineer, Superintendent
of Streets, Building Inspector, City Clerk, City Treasurer, City Judge and
Chief 'of Police and, on motion by Warner seconded by Marion, same were
accepted and ordered filed.
C;H.KILLIAN The appointment of C. H. Killian as caretaker of the municipal camp

Camp ground ground.was approved; on motion by Tovatt seconded by Warner and salary
set at $125.00 per month on a month to month basis'subject to the pleasure
of the City Council.
Special Police On motion by Tovatt seconded by Marion, the appointment of C.H.Killian
Officer
as special police officer by the Chief of Police was approved.
Amphitheater The Clerk read"a'�etition signed by approximately 87 citizens asking
on beach
the City Council to construct an amphitheater on the ocean front. Marcus
Howard addressed the council relative to the above proposition and stated
that same was sponsored by the Chamber of Commerce and Business Men°s
Association and it was their desire to have the work done by SERA labor,
city to furnish material. The matter was referred to the beach committee
and city engineer to check up and furnish tentative estimation based on
plans filed heretofore.
:E At this time, 8;45 P.M., Councilman Chamness returned to his seat
at the council table.
Mr. Brunner This being the date and hour set for the hearing of A. E Brunner
relative to cancellation of boat landing lease, Councilman Chamness.
recommended that the case be continued until Monday May 20th, 1935•
Mr. Brunner stated that this would be satisfactory with him and, on
motion by Chamness seconded by Tovatt, the hearing was continued until
_ 7:30 P.M. May 20th, 1935•
Lease - The Clerk read contract -between -the City and Dwight Clapp, leasing
Dwight Clapp
to Mr. Clapp certain location on the beach front for a period of two
years and, on motion by Chamness seconded by Marion, the Mayor and
City Clerk were authorized. to execute same on behalf of the City.
The Clerk informed the Council that the City Treasurer had ex -
Bonds -
exchanged changed five of the Beverly Hills $1000.00 bonds for five of the
City's outstanding gas bonds -valued at $1000 each. The exchange
being on even basis. On motion by Warner seconded by Chamness, the
.,action of the City Treasurer was approved and confirmed.
Sewage disposal Councilman Warner reported on his recent trip to the California
plant
Sewage -Disposal convention at Fresno and on account of information
gathered there, he said he believed it would be well to•have an
engineer check up on the possibility of constructing a new plant at
Huntington Beach. He recommended that Mr._Stone who had heretofore
been retained
by the City be asked to join the council
in the near
future for the
purpose of discussing the matter. City
Engineer
Overmyer was directed to invite Mr. Stone to meet with
the Council.
Insurance The City
Clerk called attention of the Council to
a report
covering city
fire and automobile insurance. The Chair appointed
Councilman Warner as a committee to investigate and offer recommend-
ations to the Council for whatever changes he may deem best.
Play ground After some discussion relative to supervised play ground on the
on beach
beach, it was decided to place the matter in the hands of the beach and
pier committee with instructions that they confer with the SERA and
local organizations and proceed to have play ground equipment installed
and a supervisor employed for the summer season. On motion by Warner
seconded by Chamness, the -City Council appropriated the sum of $500.00
to defray expenses for the coming summer and placedthe matter in the ,
hands of the beach and pier committee with power to act.
Oil derrick City Engineer Overmyer informed the Council that. the McCaslin
oil derrick in Block 109 seemed to be safely guy -wired but that the
foundation needed some attention. Mr. Overmyer was of the opinion
that there is no immediate danger of the derrick collapsing.
The Superintendent of Streets was directed•to make minor repairs
on the floor of the municipal -pier.'
Sidewalks Eggneer Overmyer informed the Council that there were a number
repaired
of holes in sidewalks throughout the city that needed repairs.

Street Sweeper
The Mayor.stated that he and Councilman Tovatt and Chamness

and Superintendent of Streets Wirth had examined the Elgin street
sweeper now in use in the city of Whittier and that he believed a
similar type sweeper would serve the city of Huntington Beach to
the
best
advantage.
After some
discussion favoring the purchase
of
a new
sweeper, on
motion by
Tovatt seconded by Chamness, the City
Controller was authorized to place an order with the Elgin Street
Sweeper Company for one Elgin street sweeper at the net price of
$7,007.00, with the understanding that the sweeper now owned by the
Y city be retained in Huntington Beach for the use of the city as needed.
Life guard On motion by Marion seconded by Chamness, Fire Chief Sargent
was authorized to employ a regular life guard from month to month
!� beginning May 16th at a salary of $135.00 per month.
Demands On motion by Tovatt seconded by Chamness, demands approved by
the finance committee were ordered paid.
Delegation to Mayor Talbert informed the Council that he believed it would be
Sacramento advisable for members of the Council to go to Sacramento in behalf of

the city tideland lease and recommended that the expense of such
representatives be -born by the city. Councilman Chamness and Marion
voiced the sentiments of Mayor Talbert. On motion by Tovatt seconded
by Marion, the Council appropriated the sum of $75.00 each to apply
on traveling and lodging expenses of Mayor Talbert, Councilman Chamness,
City Attorney Overacker and City Engineer Overmyer.
On motion by Tovatt seconded by Marion, the demands of T.B.Talbert,
Lee_S. Chamness, Ray H. Overacker and Harry A. Overmyer in the'sum of
$75.00 each to cover expense of trip to Sacramento,were approved and
ordered paid.
On motion by Marion seconded by Tovatt, the Council adjourned
until 7:30 P.M. Monday May 20th , 1935.
