City Hall, Monday July 22, 1935.
Pursuant to -adjournment of July 15th,-the City Council met and was
called to order at 7:30 P.M by Mayor Talbert.
Councilmen present : Ma.rion, Chamness, Warner, Tovatt, Talbert.
Councilmen absent : None.
The Clerk read a letter from Chief of Police Gelzer asking for free
use of the memorial hall to conduct meeting of the Orange County Peace 0'
Officers' Association, Wednesday August 7th at 6:30 P.M. and, on motion
by Warner seconded by Marion, the request was granted.
The application of Wanda Hanson to -operate hotel and restaurant at
804 Ocean Avenue was approved on motion by Marion seconded by Chamness.
The Clerk read a letter from the League of Municipalities relative
to meeting of the State Board of Equalization and asking that the City
appropriate the sum of $25.00 to help defray expenses of a representative
of the League who would meet with the Board and assist in protecting the
cities' interest in equalizing assessment of public utilities and, on
motion by Warner seconded by Iuiarion, the amount was appropriated.
Delinquent,taxes - A letter,from Attorney Beck, representing A. G. Tibbets recorded
P.. P.
owner of Lots 9 and 11, Block 315, was read by the clerk. Mr. Beck claimed
that he was representing Mr. Tibbets in an action to hold certain oil
drilling equipment which had previously been sold by the city and county
to M.M.McCallen for delinquent taxes. The letter was referred to the City
Attorney for his investigation and recommendation.
Bids on The Clerk read a bid from Lyndon Wells also one from W.R.Higgins
painting
offering to do.certain painting on the city hall. The matter was referred
to the building committee for its recommendations.
Demand On motion by Tovatt seconded by.Chamness, demand of the League of
Municipalities amounting to $25.00 was approved and ordered .paid.
Pony ride J. J. Doran addressed the Council and asked permission to operate
a pony ride on the public beach. He was informed that this would be in
violation of city ordinances and it was recommended that he secure
.permission from the Huntington Beach Company to operate on privately
owned property.
Y An On motion by Tovatt seconded by Marion, the application of Sam

Brown for license to operate restaurant at 15th and Walnut was approved.
Fire Dist.#2 - On motion by Marion seconded by Chamness, the City Attorney and
changed
City Engineer were directed to amend the building ordinance changing the
-' line of fire district No. 2 to a point fifty feet westerly in Block 102.

Sewer plant F. S. Currie, consulting enginppr, presented preliminary plans
and estimate of cost for the construction of a new sewer plant.
Engineer Currie recommended the trickling filter type and stated that
the estimate cost complete would be $78,800.00 and that same would
cost approximately $1,800.00 per year to operate. The plant is
designed to take care of a population of ten thousand and to stand
an overload of 25%.
Resolution The Clerk presented and read Resolution #726 authorizing the

IVlayor to file application with the United States government for a
45% grant to be used in the construction of the new sewer plant
and on motion by Warner seconded by Tovatt, Resolution #726 was
passed and adopted by the following vote:
AYES: Councilmen Marion, Chamness, Warner, Tovatt, Talbert.
NOES: None.
ABSENT: None.
Engineer F. S. Currie agreed to furnsih a preliminary estimate
for the building of a beach pavilion and submit same at next meeting
of the Council:
Resolution The Clerk read Resolution No. 727, authorizing the Mayor to.

make application to the State Board of Equalization for permission
to exceed the 5% limit for the purpose of building a sewage plant
and, on motion by Marion seconded by Chamness, Resolution #727 was
passed and adopted by the following vote:
AYES: Councilmen Chamness, Marion, Tovatt, Warner, Talbert.
NOES. None
ABSENT: None.
Recess At this time, 10:15 P.M., the Council recessed for the
purpose of going into executive session.
Council again called to order at 11:45 P.M., all members
present.
Increase in Following motion by Warner: "That beginning July lst, 1935
salaries
the hourly wages of laborers be continued at 62-2¢ per hour and that
laborers be required to work 52 days per week. That the salary of
those receiving $125.00 or less per month be increased $10.00 per
month and that the salaries of those receiving more than $125.00
per month be increased $5.00 per month." Motion was seconded by Marion, -1�_:
put and carried unanimously. Following is the wage scale increase by
the above named motion and made a part of these minutes:

Substitute in Fire Chief Sargent informed the Council that it would be
fire dep a t.
necessary for him to be absent to attend court in Santa Ana beginning
July 29th and for a period of approximately two weeks and on motion
by Marion seconded by Warner, the Fire Chief was authorized to employ
a substitute during his absence.
Sewer line Engineer Overmyer informed the Council.that he and the sewer
committee had met with Mr. Moore of the Mills Land and Water Company
and discussed plans for the new sewer plant, especially right- -of-way
for line laid to the plant but that they had come to no agreement and
that they expected to meet again within the next week.
On motion by Warner seconded by Chamness, the Council adjourned.
