HomeMy WebLinkAbout1935-08-05MINUTES City Hall, Monday August 5th, 1935 The regular.meeting of the City Council was called to order at 7:30 P.M. by Mayor Talbert. Councilmen present: Marion, Chamness, Varner, Tovatt, Talbert. Councilmen absent None. Dance Hall & Pursuant to request of the Council, F. S. Currie, consulting engineer, Bandstand submitted tentative plans for the construction of a dance hall and bandstand building. The plans providing for a six thousand foot dance hall to cost approximately $31,320.00 and the eight thousand floor to cost approximately $38,000.00. After some discussion, a contract between the City and the e Currie Engineering Company was submitted and-; on motion by Chamness seconded by Marion, the Mayor and City Clerk Were authorized to execute a contract with the above named engineering company to prepare and submit the necessary plans and specifications for placing with the federal government an application for a 45% grant for the construction of the above named building provided that 1%,of the cost of the building and not exceeding 1340.00 be paid the Currie Engineering Company for preparing and submitting plans and application to the Federal Government P W.A. Department. Motion put and carried as follows: AYES: Councilmen Marion, Chamness, Tovatt, Talbert. NOES: Councilman Warner. ABSENT: None: Minutes On motion by Chamness seconded by Tovatt, Minutes for the month of July were approved as .read. �r Petition The Clerk. read a petition signed by 38 citizens requesting the City Council to repeal moving picture Ordinance #152. Matter was referred to the building committee, City Engineer and City Attorney for their recommendation. Political Mr. Roy White addressed the Council and -asked p'ermissilon to use the stand Meeting on the beach for the purpose of holding a political meeting Sunday afternoon July llth. There was no objection on the part of the City Council and Mr. White was referred to the Chamber of Commerce. Range for A letter from City Engineer Overmyer stating that a 25 yard range pistol pistol club club and building could be constructed for $350.00 was read and, on motion by Y Warner seconded by Marion; the City Engineer was directed to proceed in accordance with his recommendation, cost not to exceed $350.00. Report - July 4th (The.i,Cl:erk repart-.:.frem, t1ibl Chamber- Obin iei'' 'covering expenses July 4th and, on motion by Warner seconded by Tovatt, report was -' accepted and ordered filed. Newport Beach- The request of the Newport Beach Chamber of Commerce for $15.00 to C. of C. purchase trophies for boat races was, on motion by Warner seconded by Marion , referred to the Chamber of Commerce. 404 Claim for The Clerk read verified claim of James D. Gilmore claiming damages injury in the amount of $153.12 on account of alleged injury on June 5th,1935• Painting Rental of Bldg on pier Report Sec. Bant The claim was referred to the City Attorney for his recommendations. On motion by Marion seconded by Tovatt, the bid of M. C. Lgrson for painting railing and banisters and window railing of the city hall.and for painting seven windows and screens of the city jail was accepted as the lowest bid and the City Controller.was directed to order the work. On motion by Chamness seconded by Warner, the Council agreed to y rent the small building on the outer end of the pier to Brunner and Teeter:. to be used as a ticket office beginning June 1st, 1935 at the rate of $16.00 per month subject to cancellation at any time by the City Council. Rental to be from month to month only. The Clerk presented a quarterly report of the Orange County Health Department which was accepted and ordered filed. The Clerk read a letter from the City Treasurer calling the City Council's attention to the -fact that the Security -First National Bank did not have on hand the full 110% protection of the City's funds. The Clerk informed the Council that the condition was temporary only and that the bank officials had promised verbally to increase the amount as soon as the new law reducing interest rates goes into effect which would be about September loth. No action was taken by the Council. Monthly reports On motion by Warner seconded by Tovatt, monthly reports :of the _City Treasurer, City Clerk, Building Inspector, Superintendent of Streets, Chief of Police and City Judge were accepted and ordered f it e d. Insurance City Attorney Overacker informed the Council that insurance policies - boats policies of Brunner and Teeter, live bait boat operators and C.K. Morrison, boat operator, were now in order. The policies were ordered filed. Board of Equal. The City Attorney informed the Council that they were required to meet.. J to meet as a Board of Equalization at 10:00 A.M. Monday August 12,1935, Sewer Plant City Attorney Overacker informed the Council that he had completed and filed application to the. State Board of Equalization for permission of this City to exceed the 5% limitation for the purpose of building a sewer plant and combination dance, parlor and bandstand:.' Resolution The Clerk read Resolution #728-authorizing the Mayor and City #728 Clerk to make application to the- P.W A. for a 45% grant to help defray cost of buildyg a combination dance parlor and bandstand. ABSENT: None. 4 a►. Demands On motion by Tovatt,seconded by Chamness, demands approved by the Finance Committee were ordered paid. Sewer line Councilman Warner informed the Council that he and Engineer Overmyer had met with Mr. Moore and Mr. Murphy of the Mills Land and Water Company and discussed plans for right-of-way to the proposed new sewer plant, that the Mills Land and Water Company agreed to give the City a five foot right- of-way with right of ingress and egress provided the City would abandon the present dump.ground and cover up the debris within the next six months, that free connection be installed near the ocean front on the new sewer line for the benefit of the Mills Land and Water Company and other con- siderations. The committee was continued for further investigation. .� Dump ground Councilman fiarion stated that Bruce Brothers were willing to furnish a dump ground_ north of the City for the sum of $100.00 per month. Bruce _ Brothers to furnish a man to take care of the grounds. A Dunlap Oil Councilman Marion stated that a representative of the Dunlap Oil Co. Company.had approached him with a, proposition to lease the city dump ground for the drilling.of two oil wells and intimated that a rental of $100.00 per month would be paid up to the time actual drilling started and that -the City would be paid a one -sixth royalty. The matter was referred back to Councilman Marion, Chairman of the oil committee, with the request that the Dunlap Oil Company submit written proposal. Tango R. L. Obarr addressed the Council and asked that it issue a license for a tango parlor at 406 Ocean Avenue. After some discussion the Chair informed Mr. Obarr that the Council could not agree unanimously to issu-e the license.. Ord.#387 The Clerk.read for the first time Ordinance #387, amending the present First reading fire ordinance. Contract - The Clerk read a contract with the Southern OdlIfornia, Edison Company So. Calif . Edison Co. in which the City was granted a 50o reduction on any increased lighting above last year's consumption and, on motion by Warner seconded by Chamness, the Mayor and City Clerk were authorized to execute same in behalf of the city. Unsafe derrick Councilman Marion informed the Council that the owner of derrick located on Lots 14 and 16, Block 316 had agreed to install new and safe guy wires. Y Councilman Marion was asked to report back as soon as he considered the derrick safely guyed. Vacation On motion by Warner seconded by Marion, City Engineer Overmyer was granted one week's vacation beginning August 7th.
