City Hall, Monday October 7th, 19T
The regular meeting of the City Council was called to order at
7:30 P.M. by Mayor Talbert.
Councilmen present: Marion, Chamness, Warner, Tovatt, Talbert.
Councilmen absent : None.
On motion by Warner seconded by Chamness, Minutes for the month of
September were approved as read.
Federal funds The Clerk read letters.from the Federal Emergency Administration of
Public Works acknowledging receipt of the City's application for federal
funds and informing the Council that there is a possibility that funds
may not be available for the construction of the sewer plant and recreation
hall. They asked whether or not plans and specifications covering the
above named projects are completed, if not, hoer long will it take to
complete same. On motion by Warner seconded by Chamness, the Mayor and
City Clerk were authorized to write -the Federal Emergency Administration
of Public Works and state that detailed plans and specifications for the
1� construction of the sewer disposal plant were being prepared and.that the
City will be ready to start construction within a few days after the
federal grant is made.
A motion by Warner to notify the Federal Emergency Administration of
Public Works to the effect that'the city will not'be ready to start con-
struction of the recreation hall for fifteen days was lost for want of a
'* second.
On motion by Chamness seconded by Tovatt, the Mayor and City Clerk
were authorized to write the Federal Emergency Administration of Public
Works and state that plans and specifications are being prepared for the
construction of the recreation hall and that it appears that it will be
possible to begin construction within fifteen days after receipt of the
i; government's grant for funds.
State Board The Clerk read a letter from the State Board of Equalization granting
of Equal.
permission to the city to exceed its 5% limit for the purpose of construct-
ing a sewage disposal plant and denied the City's request to expend funds
in excess of the 5% limitation for the purpose of constructing a beach
recreation hall. After some discussion it was decided to await action of
.the federal government before again taking the matter up with the State
Board of Equalization.
License approved On motion by Marion seconded by Tovatt, the license application of
E. R.. PeekinpAgh to operate malt shop and lunches at 328 - llth street
was approved.
Surety Bond On motion by Marion seconded by Tovatt, the surety bond of E. D.
Johnson Electrical Company was accepted and ordered filed.

Baptist The Clerk read a letter from the secretary of the Baptist
church
church thanking the Council for the use of the memorial hall
- three Sunday mornings.
Invitation to The Clerk rend a letter from the American Legion Armistice
Armistice Day
celebration Day committee, Anaheim, inviting; the Council to attend the
Armistice Day celebration this year. The letter was ordered
f iled.
Application to The application of J, P, Howell to have tree removed from

denied in front of 524 - llth Street was denied on motion by Chamness
seconded by Marion.
Application The letter of John F. Nicholson offering his services,as
consulting engineer to the city was read and ordered filed.
Survey to be Councilman Warner stated that he would like to see a survey
made of trees made covering proposed tree planting in the city and on motion by
Warner seconded by Chamness, George W. Wardwell was employed to
make a survey of the town and make his recommendations for trees
to be planted along the public streets, salary`to be $6.00 per day
not to exceed thirty days unless at the end of thirty days the
City Council decided to continue the survey.
17th Street The Clerk read a letter from H. R. Earp Realty Company
park
offering to lease 17th Street park, clear the title and drill
three oil wells on a 1/8th royalty basis. The letter was
ordered filed.
Lights on Main A written request signed by officers and members of the
street
Chamber of Commerce was read by the Clerk. The request called
for four hundred candle power lamps along the first three blocks
on Main Street. Councilman Warner informed the Council that the
additional cost would be approximately $15.88 per month and the
cost of refractors about $300.00. Action on the matter was
deferred until next meeting of the Council,
Bills - pier The City Clerk submitted a written report on billsoowing.;.by pier
concessioners
concessioners and recommended that action be taken to collect
amounts due by Brunner and Teeter and Morrison. He also informed
the Council that he had interview;e-d Harvey Walker and was of the
opinion that Mr. Walker's rental charges were excessive, especially
during the winter months and, on motion by Chamness seconded by
Tovatt, the City Attorney was directed to notify Brunner and Teeter
to pay up all telephone and rental bills together with the cost of
repairing the damaged pier at once or action would be taken in the
courts to collect.
Rent,- Mr. On motion by Warner seconded by Marion, the matter of reducing

Walker's rent and collection of bills from Morrison was referred to
the beach and :oier committee.

Monthly reports The Clerk read reports of the City Building Inspector, Super-
intendent of Streets, Chief of Police, City Judge, City Clerk and
City Treasurer and, on -:notion by Warner seconded by Tovatt, same
were accepted and ordered filed.
Music & Pro- The Clerk called the Council's attention to the overdraft in
motion fund
.the Music and Promotion funds and recommended that beach expenses
be transferred to the general funds provided the city attorney
would so recommend. The matter was referred to the city attorney
for his recommendation at next meeting.
New chair for The City Controller was authorized to purchase anew chair for
police dept.

Report on The Clerk gave a brief report on the activities of the League

Mun. Conv. of Municipalities Convention at San Francisco and recommended that

the license ordinance be amended so as to require all public utilities,
bus and railway lines to pay a city license, also that the tax
ordinance be amended to agree with Acts of the last Legislature
and, on motion by Warner seconded by Marion, the recormiiendations
Were referred to the City Attorney with instructions to confer
with the Orange County League of Municipalities and endeavor to
secure a uniform license rate for utilities. After that the matter
will again be taken up with a view of amending the ordinances.
Demands On motion by Tovatt seconded by Chamness, demands approved by
the Finance Committee were ordered paid.
Employment The matter of employing Jack Killian and Bud Higgins during the
during winter
months winter months was discussed and, on motion by Warner seconded by
Chamness, the matter was referred to the beach and pier committee
for its recommendation at next meeting,'in the meantime Killian and
Higgins are to be employed by the Superintendent of Streets on an
hourly basis.
On motion by Warner seconded by Tovatt, Council adjourned
until Monday bctober P?st, 1935 at 7:30 P.M.
