Councilmen present: Marion, Chamness,Warner, Tovatt, Talbert. Councilmen absent : ,None.: Y i rw, --Ir 1 Minutes On motion by Marion seconded by -Warner, Minutes for the month of October were approved as read.' Lease with The Clerk read renewal of lease from the Pacific Electric Railway P E Ry. Co. -Company covering. a 22 afoot strip right of way southerly of Pacific Railway Electrib/Companyl,s-depot between Main and First Streets and, on motion by Warner seconded by Marion, the Mayor and City Clerk were authorized Application denied C:H:Killian appointed patrolman Mills Land & Water Co. to execute same on behalf of the city. The application of J: H. Bartos of 220 Crest.Drive, Long Beach to operate junk yard at 1018 - 13th Street was denied, on motion by Marion seconded by Tovatt. At the written request of Chief Gelzer, C. H. Killian was appointed police patrolman and J. Tinsley assigned duties in the oil field, Killian's salary to be 135.00 per month beginning November lst and his term of service to be subject to the will of the Council. Same was approved on motion by Tovatt seconded by Marion. The Clerk presented an agreement with the Mills Land and Water Company covering pipe line easements and read a letter attached thereto requesting that the.city defer recording of the instrument until money is available for construction of the sewer plant and, on motion by Warner seconded by Marion, the clerk was directed to write the Mills Land and Water Company to the effect that the city would consider deferring the recording of the instrument provided the Mills Land and Water Company would supplement its agreement by allowing the city six months from the date of recording in which to clean up the present dump ground.. Monthly reports On motion by Warner seconded by Chamness, reports of the City Clerk, Girl Scouts Sec.42 of Ord. 323 - oil derricks City Treasurer, City Judge, Chief of Police, Superintendent of Streets and Building Inspector were accepted and ordered filed. The request of the Girl Scouts for permission to plant a tree commerat- ing the birthday of their founder was referred to George Wardwell -with power to act. The Clerk read a letter from City Engineer Overmyer calling the Councills.atteation to Section 42 of Ordinance 323 providing for the guying of oil derricks. The letter further informed the Council that it was impossible to.enforce the provisions of the above named section and Ordinance within the City of Huntington Beach and recommended that the ordinance be amended- so that derrick builders would be required to guy derricks in as safe a manner as possible and, on motion by Warner seconded by Chamness, the City Attorney was directed to amend the ordinance providing.f or a cement foundation at least 18 inches above the ground and that more stringent requirements be made in guying derricks. The City Attorney was asked to confer with the City Engineer and the chairman of the oil committee in preparing the ordinance amendment. Substation The Clerk presented and read a letter from Fire Chief J.K. needed Water situation Report by Geo. Wardwell Ord.' ##388 - First reading Demands Lease read - city dump ground Sargent to the effect -that a substation is needed in 17th Street park for the protection of the oil.!'field; that a new light truck is needed to handle fire hose; that the department is in need of six hundred feet of fire hose; that standard fire hydrants should be installed in the oil field and that the water company should be required to build larger mains in the oil district. Mr. Sargent stated that it would cost about 3500.00 to build a new station and furnish the new equipment and repairs necessary to put the department in good condition and, on motion by Warner seconded by Tovatt, the matter was referred to the fire committee to investigate and report its recommendation at next meeting of the Council. On motion by Marion seconded by Tovatt, the city engineer was directed to check thoroughly the water situation of the city and furnish the Council with a preliminary estimate and preliminary plans for the installation of a new water system by the City of Huntington Beach. George Wardwell addressed the Council and also submitted a a written report covering the survey he had made of trees along the streets of the city. The recommendation contained an estimate of approximately $12,000.'00 for properly taking care of and planting new trees and trimming and taking out old trees along the parking and, on motion by Warner seconded by Chamness, Mr. Wardwell was retained to supervise the trimming of trees along Main Street, Crest Avenue and others until next meeting of the City Council at which time the Council would advise as to the procedure of further work. The Clerk gave Ordinance ##388, covering the special gas tax street improvement fund, its first reading at this time. On motion by Tovatt seconded by Chamness, demands approved' by the Finance Committee were ordered paid. The Clerk read a lease covering lease of city dump ground for the purpose of oil drilling. Same was referred to the City Attorney and the council as a whole to be presented again at V 1 r next m'eeting of the Council. t- 1 1 Transfer of ocean front Attorney averacker informed the Council that it was within expense to gen'l fund their Mower to transfer expense account of the ocean front for t. the fiscal year 1935-36 from Music and Promotion to the general fund. New Ford pickup for On motion by Warner seconded by Tovatt, the City.Controller. Sup't of streets. was authorized to purchase a new Ford pickup for the Superintend- ent of Streets and to turn in the car now in use by the street, superintendent as part payment on the new car. Adv. for fire On motion by Marion seconded by Warner, the clerk was directed hose to advertise for bids for furnishing the city with 600 feet of 22 inch fire hose. Rental on pier On motion by Chamness seconded by Tovatt, the rental charges concession reduced of Harvey Walker on pier concession was reduced to $10.00 per month beginning October 1st, 1935 and continuing to March 31st, 1936.
