HomeMy WebLinkAbout1935-12-021 1 1 -41 MINUTES City Hall, Monday December 2d,1935 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Talbert. Councilmen present: Talbert, Marion, Chamness, Tovatt, Warner. Councilmen absent None. Minutes On motion by Chamness seconded by Tovatt, Minutes for the month of November were annroved as read. Lease of Mr. Duke, representing the D. D. Dunlap Oil Company, appeared City dump ground before the Council and asked that the engineer stake the four corners of the city dump ground lease. Mayor Talbert informed him that the work would be done by the City Engineer. The Clerk .read a lease between the City -and the D. D.---,Dunlap Oil Company leasing to the latter approximately two acres of ground known as the city dump ground for the purpose of drilling for oil. The lease called for $100.00 per month rental, payable in advance and a check for $300.00 was handed the city at this time covering the rent for the first three months. On motion by Tovatt seconded by Marion, the Uayor,and City Clerk were authorized to execute.the above named lease on behalf of the city. Bids - This being the time set for opening and examining bids for Fire Hose furnishing the city with six hundred feet of fire hose, the Clerk opened and read'the following bids: Pioneer Rubber Company - .600 feet of 2i in. double jacket fire hose, 860 per foot. Eureka Fire Hose Division of the U S.Rubber Products Co. - 600 feet of 22 in. double jacket fire hose, 860 per foot. Boston Woven Hose & Rubber Co. - 600 feet of 2- in. Bull Dog fire hose, 860 per foot. The Republic Supply Co. - 600 feet 22 in. Goodrich "Pacific Brand" double jacket fire hose, 860 per foot. The American Rubber Mfg. Co. by Warren J Bristol.- 600 feet of 22 in double jacket fire hose, 860 per foot. American-LaFrance & Foamite Corp. - 600 feet 22 in. double jacket fire hose, 860 per foot. Frank Curran Lumber_ Co.1- 600 feet 22 in. Fabric Fire Hose Company's hose, 86¢.per foot. All of the above bids carried a 2% discount if paid in thirty days. The Council recessed at this time, 8:00 P.M. to analyze the above named bids. Council again called to order 8:45 P.M All members present. Following motion by Chamness: "That all bids be rejected except that of the Aillerican Rubber Manufacturing Company and that their bid of 860 per foot, less 2% in 30 days,be accepted." Motion seconded by Tovatt, put and carried unanimously. 422 Adv. - annual The Clerk read letters from the Press -Telegram, Huntingtorn Beach editions News and the Santa Ana Register asking the city to advertise in their regular annual editions. The matter was'referred to the Chamber of Commerce for its recommendations. Taxes'on Wel- Mr. E. G. Ford -;appeared before the Council and asked that the city fare property pay the city and county taxes covering the ground and building now occupied by the Welfare Department at the corner of Joliet and Alabama, Lots 22 and 23, Block 1002, V D.M.-Mr. Ford was informed that the Council could not legally pay the bill. H. B. Band The Clerk read a letter signed by A.W.Morehouse and C.G.Schuth asking that the Council appropriate the sum of $2,500.00 for the use of the Huntington Beach band during the coming year. On motion by Warner Seconded by Chamness, the request was referred to the Music and Promotion committee to investigate.and"make recommendations to the Council at a later date. M. & P. fund Mr. Morehouse addressed the Council and urged that the money be appropriated immediately and complained of the fact that the Music a and Promotion fund was not being used for the benefit of music. Mr. Morehouse stated in effect that he would recommend abolishing the 150 Music and Promotion tax rate if his request was not granted. Engineer Overmyer recommended that the Council make immediate Dump ground .arrangements for a new dump ground and informed the Council that Bruce Bros. had a location that could be used at least temporarily. No action was taken by the Council. Sewer plant On motion by Warner seconded by Tovatt, City Engineer Over - Monthly reports Scale of wages. Vol.Fire Dept. Ord. #388 - 2nd reading Myer was directed to make a survey of the land to be used for the new sewer plant and furnish an estimate for properly tiling the ground. The Clerk read monthly reports of the City Treasurer, City Clerk, City Judge, Superintendent of Streets, Building Inspector and Chief of Police, and on motion by Warner seconded by Chamness, same were accepted'and-ordered filed. The Clerk read a letter from the Volunteer Fire Department asking that the 1930 scale of wages for fire calls and fire drills be reinstated and, on motion by Warner seconded by Marion, the matter was referred to the Police and Fire committee to in- vestigate and make its recommendations. At this time the Clerk gave Ordinance #388, establishing a gas tax fund account, its second and final reading and, on motion by Marion seconded by Warner, same was passed and adopted by the following vote: AYES: Councilmen Chamness, Marion, Tovatt, Talbert, Warner. NOES: None. ABSENT: None. 1 Y 1 Ll 1 4'Zs LJ 1 Amend Ord. The Clerk informed the Council that Mr. S. R. Bowen was anxious to go ahead with a stucco garage on the rear of his property on Fifth Street. After some discussion it was decided to amend the ordinance to permit this type of con- struction and, on motion by Warner seconded by Chamness, the City Attorney and City Engineer were directed to amend the ordinance so as to make the center of 5th Street the dividing line instead of the center of the alley between 5th and 6th Streets. Asks for A request from the Paramount Oil Company Trustees for refund refund of 1J¢ gas license was referred to the City Attorney for his recommendations. Hampshire Ave. On motion by Warner seconded by Tovatt, the City Attorney and City Engineer were directed to prepare a fifty foot set- back ordinance along Hampshire Avenue and submit same to the Demands Repair on fire truck Council and, on motion by Warner seconded by Chamness, the Mayor and City Engineer were authorized'to.confer with the County Board of Supervisors and see if arrangements cannot be made whereby the County would adopt a set -back ordinance along Hampshire Avenue and its extension northerly. On motion by Tovatt seconded by Chamness, demands approved by the Finance Committee were ordered paid. Fire Chief Sargent was asked to prepare an estimate on repair of fire truck and the purchase of a new truck and report same at next meeting of the Council. On motion by Warner seconded by Chamness, the Council ad- journed until 4:30 P.M. Wednesday December 4th, 1935• City Clerk and ex-officio Clerk of the City Council. ' Mayor ATTEST, City Clerk
