City Hall, Monday February 3rd, 1936.
The regular meeting of the City Council was called to order at
7:30 P M by Mayor Talbert.
Councilmen present: Talbert, Marion, Chamness, Warner, Tovatt.
Councilmen absent : None.
-Minutes On motion by Chamness seconded by Marion, minutes for the month
of January were approved as read.
Monthly The Clerk read monthly reports of the City Treasurer, City Clerk,
Reports
City Judge, Chief of Police, Building Inspector and Superintendent of
Streets, and on -motion by Chariness seconded by Tovatt, same were
accepted and ordered filed.
Application The application for license by.TvIrs. Ruth Leivis to operate, restaurant
approved
at 16th and Olive was approved., on motion by Marion seconded by Chamness..
Pavilion The Clerk read a letter from A D Wilder, Acting State Director of
the Federal Emergency Administration of Public`[Norks relative to project
1167R, Huntington Beach pavilion. The letter stated that no appropriation
had yet been made for the project and acknowledged request that the
project be held open until July 1st at which time it is understood the°
City may be able to appropriate money for the construction of the pavilion.
The letter was ordered filed.
Hand Bills The Clerk read a letter frorz J. S. Farquhar• calling the Council Is
attention to the miscellaneous distribution of newspapers and other
literature on private property in the City and asked- that the ordinance
i:Fo rbidding this practice be enforced. The Chair called this to the
atten�ion of the. Chief of Police and asked that he endeavor to enforce
the orciiiance.
Mr. Morehouse The Clerk read a letter add-ressed to the City Council and signed by
A.W.Morehouse. The letter called attention to what Mr. Morehouse, termed
excessive taxation also excessive -expense accounts paid to the City
Council and especially called attention to an item of $1660.60 but failed
to state what the item covered other than "Expenses". The Clerk informed
the Council that the item probably referred to expense of special attorney
and city councilmen incurred in making trips to Sacramento to attend 1935
legislative session and that same was.not an ordinary expense account
of the Council. Mr.. Talbert concurred with the Clerk's remarks and
called attention to the fact that the City had received $6100.00 as bonus
money from an oil lease and that the expense of the trip to Sacramento
could probably be deducted from that amount. No action was taken by the
Council concerning the letter of Mr. Morehouse.

Chamber of The Clerk presented to the Councilmen for their inspection an
Commerce
itemized statement of the Chamber of Commerce showing.receipts and
expenditure of city money. from July 1st, 1935 to date. :'�ilr. Warner
suggested that the Chamber of Commerce budget submitted with the
above named statement be held over pending the check of the city
budget. After some discussion it was decided to pay the demand
of the Chamber of Commerce for the third 'quarter and if reduction
-- in their budget is to be made it may be done from the fourth quarter.
Lease_ of dump}, Tire Clerk presented and read a contract lease with the La
ground
Bolsa Tile Company for city'dump ground for a period of five years and,
on motion by Warner seconded by Tovatt, the Mayor and Clerk were
authorized to sign on behalf of the City. The date of the contract
tax to read March lst, 1936.
.Gasalirie/Fund. City Engineer Overmyer presented and the Clerk read a statement
providing for the allocation and expenditure from the .state highway
tax
gasoline/fund upon streets of major importance within the municipality
and, on motion by Warner seconded by Chamness, the above named state-
ment otherwise known as 'Budget Plane as submitted by the engineer
was approved and the Mayor, City Clerk and City Engineer authorized

to execute same on behalf of the City.
On motion by Warner seconded by Marion, the City Engineer was
instructed to prepare a topographical map of Frankfort Street.
This being the date set by the Council for.awarding contract
for furnishing the City with gasoline for the period February lst,
1936 to January 31st, 1937, on motion by Marion seconded by Chamness
the Mayor and City Clerk were authorized to execute contracts as
f ollows :
Standard Oil Company, one-third of contract beginning
February lst, 1936 and ending May 31st, 1936.
Union -Oil Company beginning June lst, 1936 and ending
September 30th, 1936.
Shell Oil Company beginning October lst, 1936 and ending
January 31st, 1937•
Engineer Overmyer submitted a contract agreement with C. G.
Ward giving the City and State certain rights for widening Hamp-
shire Avenue and, on motion by Warner seconded by Marion, the
Mayor and City Clerk were authorized to execute same on behalf of
the City.
Councilman Warner stated that F..M. Smith wishes to remove.;,,::.
Palm trees on Ninth Street near the intersection of Acacia and
replace same with flowering eucalyptus.and, on motion by 'Chamness
seconded by Marion, the request was granted and Superintendent of
Streets Wirth asked to confer with Mr. Smith.
On motion by Tovatt seconded by Marion, demands approved by

the Finance Committee were ordered paid.

had.paid bills due the City and also for damages to the municipal
pier. City Attorney Overac_•�er informed the Council that no such
settlement had been made. Following motion by Chamness: "That
contract of A.E.Brunner to operate a live bait boat from the
municipal pier be cancelled and that the City Attorney be autho-
rized and directed to notify Brunner of the cancellation and to
bring action to collect for damages to the municipal pier".
Motion put and carried unanimously.
On motion by Marion seconded by Tovatt, the detailed expend-
iture statement submitted by the Chamber of Commerce be accepted
and ordered filed.
City Attorney Overacker suggested that the.Council might take
some action to gain title to cert-�-:_in properties in the City on
account of delinquent taxes and, on motion by Tovatt seconded by
Chamness, Councilman Warner, Attorney Overacker and Mayor Talbert
were authorized to investigate the status of these properties with
the Orange County Tax Department and report back to the Council for
further action.
With further reference to the extension of water mains as
referred to at last meeting of the City Council, Councilman Marion
recorm-nended that a six inch fire main be laid from 23rd Street to
about 12th Street along Walnut Avenue and that an eioit inch main be
laid from 23rd Street to 17th Street along Orange Avenue. Mr. H. V.
Anderson of the American States Water Service Company stated that his
company is now ready to lay the lines above mentioned from 23rd Street
to the alley between 16th and 17th Streets and that probably later
they may be able to continue the Walnut Avenue line as far as 12th
Street. There was some discussion relative to the cost of fire
hydrants and on account of the limited city budget it was decided to
continue this matter until next meeting of the City Council.
On motion by Warner seconded by Tovatt, the Council adjourned
until 7:30 P.M. Tuesday, February llth, 1936..
