MINUTES
City Hall, Tuesday February llth,1936.
Pursuant to adjournment of February 3rd, the City.Council met
and was called to order at 7:30 P.M. by Mayor Talbert.
Councilmen present: Talbert, Marion, Warner, Tovatt.
Councilmen absent : Chamness.
H. B. Lodge of The Clerk read a letter from the Huntington Beach Lodge of
De Molays
De Molays requesting that they be permitted to take over the
administrative offices of the city government on March 15th,

1936 for one day only. The request was ordered filed and the
Clerk instructed to inform the De Molays that permission is
granted them to assume the 'positions and titles of heads of
departments on the date of March 15th for one day.
Neon Sign The application of Max Schenfield to erect Neon sign at
440 IiQain Street was approved provided same complied with city
and state regulations.
Chamness arrives At this time, 7:50 P.M., Councilman Chamness arrived.
Local liquor The Clerk read a letter from State Senator Swing, also one
Control
from the League of Municipalities, relative to local control
.of the liquor business. The letter stated that there would be
a meeting held on the 20th of February at 10:00 o1clock A.M.
in the Los Angeles State Building and asked that City Councilmen
meet with them to discuss proposed new legislation. Councilmen
Talbert and Warner signified their intentions bf being present
at the meeting.
C K Morrison - The application of C. K. Morrison for exclusive rights to

operate live bait boats was referred to the Chairman of Beach
and Pier Co.miittee and taken under advisement by the Councilmen
until next meeting.
Outfall sewer & The Clerk read a letter from A D. Wilder State Director of
sewage treatment
plant the Federal Emergency Administration of Public Works, approving
bid of the Hoagland Engineering and Construction Company. After
reading same, Resolution No. 735, awarding contract to the Hoag-
land Engineering and Construction Company for the construction of
outfall sewer and sewage treatment plant was presented and read
to.the City Council and, on motion by Warner seconded by Tovatt,
Resolution No. 735 was passed and adopted by the following vote:
AYES: Councilmen Marion, Chamness,Tovatt, Warner, Talbert.
NOES: None.
ABSENT: None.

The Clerk presented and read contract with the Hoagland Engineering
and Construction Company for the _construction of outfall sewer and
sewage treatment plant whereupon the following motion was r:,,ade by
Councilman Tovatt seconded by Councilman Warner: 'That the Mayor and
City Clerk be and they are hereby authorized and instructed to execute
and deliver a contract for and on behalf of the City of Huntington
Beach, first party, and the Hoagland Engineering and Construction
Company, second party, for the construction of the outfall sewer and
sewage treatment plant in accordance with the award of said contract
as set out in Resolution No. 735 of said City Council and the City
Clerk is hereby authorized and instructed to file the faithful
performance bond and the labor and material bonds upon the approval
of the City Attorney'. Motion put and carried unanimously.
Following; motion by Warner seconded by Chamness: "That the City
Clerk be authorized to return certified checks to all bidders upon
the report of their approval by the City Attorney of the faithful
performance and material and labor bonds by Hoagland Engineering and
Construction Company, the successful bidder, and the signing and
execution of the contract by the City and Contractor". Motion put and
carried unanimously.

get permission to build the beach pavilion on the ballot in the
forthcoming election. After some discussion, the City Attorney was
asked to furnish the information at the next meeting of the City Council.
City Engineer Overmyer was requested to confer with the American
States Water Service Company's manager, Mr. Anderson, relative to
installation of hydrants on the new proposed water line and get and
submit a contract at next meeting of the Council.
On motion by Tovatt seconded by Marion, council adjourned until
Thursday, February 20th, 1936.
