Pursuant to adjournment of February llth, Councilman'Tovatt and
the Clerk appeared at the council chamber at 7:30 P M. There being
no quorum present, the Clerk adjourned the meeting until Monday,
February 24th, 1936, 7:00 P M. t

City Hall, I:fTonday Feb. 24th, 1936.
Pursuant to adjournment of February 20th, the Council met and was
called to order at 7:00 P.M. by Mayor Talbert.
Councilmen present: Talbert, Marion,Chamness, Tovatt, Warner.
Councilmen absent: None.
Ap-olication On motion by Marion seconded by Chamness, the application of Frank
J King to operate garage at 424 Main Street was approved.
ko!)lication On motion by Marion seconded by Tovatt, the application of Wm.
Leo Donnelly to operate cafe at 406 Ocean Avenue was approved.
W P A —Watchmen On motion by Tovatt seconded by Chamness, the Chief of Police
at st. crossings
n,1—ar school was authorized to purchase three caps for watchmen employed by the
W P A to direct traffic at street crossings in the vicinity of the
schools, it being understood that the city assumes no responsibility for
the employment or conduct of these watchmen.
A_oolicPat ion The application of 0 V Burris to install an oil heater on Lots
12 and 14, Block 114 and Lots 26 and 28, Block 210 was referred to
the chairman of the oil committee for his investigation and recommend-
ation at next meeting of the Council.

proposition to exceed the five percent limit during the fiscal year
1936-1937. After some discussion the following motion was put by
Councilman Chamness: "That the City Attorney be instructed to prepare
a resolution submitting to the electors of the City of Huntington
Beach the proposition of authorizing the City Council to exceed the
1935-1936 expenditure during the fiscal year 1936-1937 for the puvpose
