MINUTES
City -Hall, Monday May 4th,_ 1936.
The regular meeting of the City Council was called to
order at 7:30 PM by Mayor Warner:
Councilmen present: Warner, Morehouse, Chamness, Talbert
and Henrickson:
Councilmen absent: None
The Clerk,presented and read minutes for month of April,
1936, and on motion by Henrickson, seconded by Chamness same
were approved as read.
The Clerk read monthly reports of the City Judge, Chief
Reports of Police., City Treasurer, City Clerk, Building Inspector and
Supt. of Streets and on motion by Henrickson seconded by
Chamness same were accepted and ordered filed. -
The application of Miss Wanda Hanson for license to
License operate "game of skill" at 804 Ocean Ave. was read and referred
back to the Chief of Police for investigation.
Appl. for The application of A. J. Cusolito for work on the street
employment
department force was read and referred to the Supt. of Streets.
The application of J. F. Allred for position as operator
of the sewage disposal plant was read and referred to the
Sewer Committee.
The following applications for position as caretaker of
the municipal camp grounds were read and referred to the Beach
and Pier Committee of the City Council:

The following applications for position as beach play—
ground supervisor were read and referred to the Beach and Pier
Committee of the City Council:

A letter from the Chamber of Commerce recommending that
Life Guard the Council purchase a Life Saving Machine for the beach life

guards was read and referred to the Beach and Pier Committee.
A letter from Chief of Police Grant recommending that
Police Officer Jack Killian be returned to the beach camp and that an
officer be employed at a salary of $100 per month as desk sergeant
in the police office during the hours of 11 PM to 5 AM daily was
read and on motion by Henrickson seconded by Morehouse the

recommendation was accepted and the change ordered and employment
authorized.
-0 The chief life guard submitted a list of supplies needed for
Life Guard immediate use in his department totaling $70.00 and other equipment

and supplies for the year 1936-37 amounting to $1,237.25.
On motion by Henrickson seconded by Chamness the Beach and Pier
Committee were authorized to purchase on order of the City Controller
to
the first named items not exceed the.sum of $70.00.
The Clerk read a letter from the Federal Emergency Administration
Liability (Inspection Division) calling attention to the fact that the public
policy liability policy C & MPL 0516504 of the La Bolsa Tile Co, sub—
Swwage Plant
contractor on the Sewage Disposal Plant, carried by the National
Casualty Co.. will expire on May:16th, 1936.
The matter was referred to the•City Engineer to see that
r policy be renewed immediately.
The Clerk presented and read a letter from Walker & Eisen
Walker & asking permission to be considered as applicants for the preparation

Pavilion of plans and construction of the proposed beach pavilion.
The letter was referred to the Beach and Piet Committee and
ordered filed.
The Clerk read a letter from the Iron Workers Union of Orange
Wage Scale County calling attention to error in wage scale of reinforced iron
workers. Same was ordered filed.
A letter from Rosa F. Griffith requesting repairs on Utica
St Repairs Street was read. Councilman Morehouse .stated that the street had
been repaired since the letter was written. Letter ordered filed.
The City Engineer was directed to require the Petrol Corporation,
4020 Bandini Blvd., Los Angeles to furnish bond guaranteeing removal
Petrol Corp. of concrete mattings at the following locations:

2. Ames well No. 2, Block 116, lots 11 and 13

to require 4. American Pet..well, Block 118, lot 21

Motion made by Talbert seconded by Henrickson, put and carried.
The request of Mrs. F. H. Lindner to have license ordinance
amended reducing license on beach concessions was referred to the
License City Attorney for recommendations. The Clerk called the City
Council's attention to a number of delinquent licenses and re—
commended that licenses be reduced if considered too high, or steps
be taken by the police department to enforce collections.

On motion by Chamness seconded by Talbert the application of
Neon Chas. Derigo to erect neon sign at 423 Main St. was approved'
subject to inspection by the electrical inspector.

to S. V. Cortelyou, Div. of State Highways concerning deeds and ease-
ments along Hampshire Ave. Same was ordered filed.
An estimate for the improvement of Frankfort Street by City
Engineer Overmyer was read by the Clerk. Plans and specifications

were also submitted and on motion by Councilman Talbert seconded by
Councilman Chamness the plans and specifications were adopted, and the
recommendations that the work be done from the State gasoline fund
'and other County and :.State :•funds ` was approved `• and ••,: the
City Engineer directed to make application for money available and -
necessary to do the work.

Plant, Huntington Beach, Calif. Change Order No 2, seven items.
The City Clerk read in full the detailed description of the changes
Change proposed including a recapitulation of costs, whereupon the following
Order No. 2
motion was made by Councilman Talbert "That Change Order No 2, seven ��
items, be accepted and approved by the City Council.of the City of
Huntington Beach, California; That the City Engineer and City Clerk-
Controlier be authorized and directed to execute same on behalf of'l
said City, and that the original of said change order be placed on
file in the office of the City Clerk of Huntington Beach, and that
the required number of executed copies be forwarded to A. D. Wilder,
Acting Director (Calif) PWA, 805 Washington Building, Los Angeles,
Calif." Motion seconded by Councilman Henrickson, put and carried
unanimously.
On motion by Henrickson seconded by Chamness the dity Clerk was

On motion by Talbert seconded by Chamness the City Attorney was

directed to prepare a resolution signifying the willingness of the

of. the Santa Ana river drainage protection district.
The Clerk read Resolution No. 742 approving the sale of certain

unit interests.in Blocks 1403 and 1404 T. J. Watson's Resub-
division and on motion by Chamness seconded by Henrickson, Resolution
No. 742 was passed and adopted by the following votes:
Ayes Councilmen Morehouse, Chamness, Talbert.,-Henrickson, Warner.
Noes Councilmen None
Absent Councilmen None.
Mayor Warner informed members of the Chamber of Commerce Board
that it appeared that the city-!•s budget would not permit payment in
C of C full of the last quarterly payment due the Chamber of Commerce as per

the Chamber of Commerce said that they were willing to co-operate with
the Council, and that $500 payment at this time would be appreciated.
.Councilman Morehouse objected to further payment at this time and
asked for a statement of benefits derived from past years payment to
the Chamber of Commerce. President Burry and Director Bristol gave
a brief report on the activities of the Chamber during the past year,
and on motion by Talbert seconded by Henrickson,.the City Council
appropriated the sum of $500 to be paid to the Chamber of Commerce
for advertising purposes, motion put and carried, four ayes,
Councilman Morehouse voting No.
The Clerk read an agreement with the Talbert Drainage District
providing for taking care of effluent from the new sewage treatment
Sewer Plant
Drainage plant. The agreement covered a period of five years which members
of the Council and City Engineer did not think was long enough period
and on motion by Talbert seconded by Henrickson the agreement was
referred back to the City Attorney with the instructions that he
endeavor to secure a ten or twenty year agreement if in accordance
with law.
Councilman Chamness stated that a number of requests had been

Beach Camp ..made to the Pacific Electric Railway Co.. for a lease covering a
strip along the railway adjoining the beach camp to be used for
roadway in the camp, but that he had been unable to get a reply
favorable, and on motion by Chamness seconded by Talbert the City
Clerk was directed to write the P E Railway, care of its local agent
asking for a lease and calling attention to former requests and a
map of the strip of right of way sought to be leased by the city.
The matter of securing crossings over the Pacific Electric
PE Crossings tracks at 1st and 3rd streets was referred to the Beach and Pier
Committee to communicate with the P E Railway officials.
The Clerk read Resolution No. 743, abatement of weed nuisance,
Weeds and on motion by Henrickson seconded by Talbert Resolution No. 743

was passed and adopted by the following votes:

Absent Councilmen None
On motion by Talbert, seconded by Chamness, demands approved by
Demands the Finance Committee were ordered paid.
City Attorney Overacker informed the Council that he had made
investigation relative to lots in the vicinity of llth and Main
Tax Deeded lots Streets on which five or more years taxes are delinquent and re-
dommended that the Cti-ty take steps to acquire the property (some
11 lots) for the city park purposes-. Mayor Warner suggested that
it might be well for the City to secure title to the lots and
on motion by Talbert seconded by Chamness the City Attorney was
directed to continue his investigation and work out a plan
with Orange County officials whereby the City could acquire
the lots.
Councilman Chamness stated that he and Engineer Overmyer and
Councilman Henrickson had recently called upon officials of
the PWA regarding the city's request for funds to construct a
Pavilion beach pavilion and that information was given them that the
application is now placed at the head of the preferred list with
a good chance for securing the grant asked for. On motion by
Talbert seconded by Chamness the City Clerk was directed to
write A D Wilder of the PWA and inform him of the number of votes
for and against the proposed pavilion at the city's general election.
On motion by Henrickson seconded by Talbert the applications
Oil Heaters of 0. B. Burris to install 4 oil heating units was approved, same
to be constructed under the direction of the building inspector
and Fire Chief.
Councilman Henrickson stated that he believed an ordinance
should be adopted providing that oil storage tanks be made of a
Fire Ord. larger capacity than the production tanks to prevent overflowing
and fire hazards. Mayor Warner referred the matter to the City
Attorney and Oil Committee to frame the necessary ordinance.
Mayor Warner stated that after talking the matter over with
Henry Wirth St. Supt. and Engineer Overmyer, as well as with
Engr. made
Supt. of Sts. members of the City Council, he was of the opinion that the
office of City Engineer and Supt. of Street should be combined,
that the technical knowledge of an engineer was at times needed
in the repair and maintenance of streets. Motion by Henrickson
seconded by Chamness that the following changes be made in the
Street Department "That Henry Wirth be appointed Street Foreman
instead of Supt. of Streets at his present salary,and that Harry
A. Overmyer be appointed Street Superintendent at no advance in
salary over and above what hi�is receiving as City Engineer"
Motion }gut and carried unanimously.
On motion by Talbert seconded by Henrickson the City
St. Gas Engineer and City Clerk were directed to make application to
funds
the State of- California- Department._=of Public -,Works for money -
due from,the Gasoline.tax fund.
The Council adjourned until Friday May 8th, 7:30 PM on.motion
by Talbert seconded by Henrickson.
