The application of Mrs. Eva Spillers for position of janitress at the pier was referred to the Beach and Pier ,---Cpq State Com'p_ The Clerk read a letter from the State Compensation Insurance Ins. Fund Fund commending the City Departments for keeping down accident costs during 1934 and calling attention to the enclosed dividend check in the amount of $56M,6 The letter was ordered filed and the Clerk directed to acknowledge receipt of same. No Store at The Clerk read a letter from the Chamber of Commerce recommending Camp Ground that no store be operated on the city camp ground and, on motion by Talbert seconded by Morehouse; the Council voted unanimously to dis- pense with the idea of the camp ground store in competition with the local merchants. Platform on A letter from the Chamber of Commerce requesting the City to beach build a temporary platform on the beach to be used for entertainments during the summer season was read and on motion by Henrickson-seconded by Talbert, the City Engineer and Superintendent of Streets.W&Be directed to construct a stand same size and approximately same construction as :last year. Request appro- A request from the Huntington Beach Municipal Band for the sum of priation for band $1845.90 to cover expense of thirty-five uniforms $350.00, repair of base fi drum $125.00, salary of director $5.00 per day and salaries of members $3.00 per day for concerts to be held July 4th, 5th, 12th, 19th, 26th, August 2d, 9th2 16th, 23d, 30th, Labor Day and Armistice Day was read - and referred to the Beach and Pier Committee for its recommendation. Circulars The Clerk read letters from J. S. Farquhar and the Chamber of Commerce calling the attention of the Council to violation of city ord- finances in the distribution of newspapers and other literature on private- ly owned property within the City. This matter was.called to the attention - of the Chief of Police to endeavor to enforce the ordinances. ` Appointment of On motion by Talbert seconded by Henrickson, the appointment of A.C.Gillespie A. C. Gillespie as night desk sergeant at a salary of $"100.00 per month the Chief of Police was approved as -of May 5th. Asks for salary A letter from G. M. Gelzer, former Police Chief, asking that he be covering vacation allowed salary covering a two weeks vacation following the day his office was declared vacant was referred to the Police Committee. Tango The Clerk read a letter from Grover C. Pbunds asking the Council for a permit to construct and operate a tango game was, on motion by Henrickson seconded by Talbert, referred to the City Attorney with instruct- ions that he investigate ordinances of other cities and report bagk.with his 46 9 recommendation to the City Council. Gas No.--2 On motion by Talbert seconded by lenrickson, demand #2164, heretofore Bonds �. approved by the Finance Committee, was ordered paid, the above named demand ecovered a portion of the purchase puce of forty $500.00 Gas No. 2 Bonds and a statement for the transfer is as follows: "Weeden & Co., 650 South Spring St., Los Angeles, Q! ;,lif. For purchase of 40 Gas No. 2 52 bonds, $500.00 each par value $20,000.00 Plus premium as of this date May 13th, 1936 3,638..26, Plus interest " It If36.67 $23, 7 .93 In exchange for $3000 Santa Cruz 5's- 3,164.60 12000 Los Angeles City Sch.42 1,097.36 1,000 Beverly Hills Water 42 1,112.55 2,000 City of Orange 5's 2,353.13 3,000 City of -Redondo 518 3,309.58 2,000 City of Compton 5's 2,030.00 1,000 Santa Cruz 5's 1 020:84 14 088.06 and Cash . . . . . . . . . . . . . . . . . . g, 5 7-" T 470 Gas Bonds The Clerk informed the Council that the above named forty bonds of Gas No. 2 were now in the possession of the City Treas- urer and recommended that same be cancelled immediately so as to stop further cost of safe keeping the bonds, that in as much as .'their value could not be used for any other purpose and that to keep the bonds alive would require attention until 1959, it would be economy to have the issue cancelled. The matter was referred to the City Attorney for his opinion and recommendation at next meeting of the Council. NeWbert Protection Mayor Warner called attention to petition to join the District Newbert Protection District. The following motion was made by Talbert: "That the City of Huntington Beach join in the petition of the property.owners owning property within the Newbert Protect- ion District to the Board of Supervisors to disolve the district and that the Mayor and City Clerk are authorized to sign said petition in the name of the City". Motion seconded by Henrickson, _. put and carried unanimously. Licenses Reporting to the City Council, Attorney Overacker stated that he had investigated the licenses of some thirteen cities in Orange County and vicinity and had found that the license rate.in Hunt- ington Beach was less than those of a majority of neighboring cities. -- -Attorney Overacker was asked to continue his investigation. City-Eng. Overmyer Mayor Warner suggested that in as much as all applications for appointed plumbing & Elec.inspection were handled in the City Engineer's office, he believed the inspector City Engineer should be made plumbing and electrical inspector as well as building inspector and, on motion by Talbert seconded by Henrickson, G�_ty Engineer Overmyer was made plumbing and electrical inspector in addition to his duty as building inspector. Fire hazard Councilman Henrickson suggested that there be appointed an inspec- inspection for of fire hazards in the City and said he believed that the fire chief should be placed in charge of these inspections. The matter was re- ferred to the Police and Fire Committee to investigate and report at next meeting. Crossing The question of responsibility of the City for opening a crossing on the Pacific Electric Railway at Hartford Street was discussed. Attorney Overacker stated that there was no.responsibility on the part of the City but expressed the opinion that it might be better to file a formal application for crossing and, on motion by Talbert seconded by Henrickson, the City Attorney and City Engineer were directed to prepare an application and forward to the Railway _Commission for a crossing at Hartford Street. Harvey Walker - On motion by Talbert seconded by Morehouse, the City Attorney rent ' 1 1 ;i . 1 was directed to give Harvey Walker a three day notice to either vacate the premises on the municipal pier or pay up all back rentals. Address of The City Clerk was directed to notify the beach camp manager campers -- to show addresses opposite the names of campers on the registration book. Life Guard Mayor Warner suggested that Delbert Higgins be paid on the monthly payroll commencing May 15th as life guard and to continue subject to the will and pleasure of the Council. It was so ordered by _...... the City Council. Property with Attorney Overacker.reported on the proposed purchase of tax delinquent taxes delinquent lots in the vicinity of Circle Park and stated that County Tax Collector Lamb had suggested that the City offer the County $10.00 per lot plus an approximate cost of 835.00 per lot for advertising. The City Attorney was directed to continue his investigation and to consult with Mr. Burleycamp, owner of 1911 Act Bonds, on some of the -• above named lots. Sign - Engineer,Overmr�yer reported that the sign under the Ocean Avenue Ocean Ave. arch was out of order and needed painting. On motion by Henrickson seconded by Talbert, the Engineer was authorized to have the sign repaired and painted. Subway Councilman Morehouse asked if there had ever been any proceedings with a,view of constructing a subway under Ocean Avenue from Main Street to the beach. He was informed that no action had been taken by the City Council. Councilman Morehouse suggested that it would be a good plan to - - have this improvement in view. Application - Mrs. Fairy Hanson asked about her application for permit to Tango operate Tango at the Huntington Beach Inn building. She was informed that no action had been taken by the Council and that they were unable to say just when definite action would be taken.
