City Hall, Monday June 1st, 1936
The regular meeting of the City Council was called to order
at 7:30 P. P.Q. by Mayor Warner.
Councilmen present: Morehouse, Chamness, Talbert, Henrickson, Warner.
Councilmen absent None.
Minutes On motion by Chamness seconded by Henrickson, Minutes for the
month of May were approved as read.

Monthly Reports' The City Clerk read monthly reports of City Treasurer, City Clerk,
Building Inspector, Chief of Police and City Judge and on motion by
Talbert seconded by Chamness, same were accepted and ordered filed.
Beach Pavilion Mr. Eisen of Walker and Eisen, architects of Los Angeles,
appeared before the Council and presented sketches and preliminary
plans for the construction of the beach pavilion. After some discussion
relative to the type of construction, the Clerk read Resolution No.
745 authorizing the filing of an application with the Federal Emer-
gency Administration for a grant to aid in financing the building of
a beach pavilion and designating Mayor Warner to furnish the necessary
information and on motion by Chamness seconded by Talbert, Resolution
No. 745 was passed and adopted by the following vote: -
AYES: Councilmen Morehouse, Chamness, Talbert, Henrickson, Warner.
NOES: None.
ABSENT: None.
Plans & The following motion was made by Henrickson: "That the City
Specifications
Council authorize Walker and Eisen to prepare the necessary documents
and application and file the same with the PWA requesting a grant of
45% of the cost of the construction of a beach pavilion. That in the
event the grant is allowed and the project carried out by the City,
the City to enter into an agreement with Walker and Eisen to furnish
detailed plans and specifications and supervise the construction of the
building at a cost to the City not to exceed 6% of the price of the o
building, otherwise if the grant fails there would be no cost to the
City". Motion seconded by Talbert, put and carried unanimously.
PTA - Playground The Clerk read a letter from the Parent -Teacher's Association
supervision
recommending supervised play -ground activities on the beach and
school grounds during the summer season. The matter was referred to
the Chairman of the beach and pier committee to confer with the
school and PTA authorities to work out a program.
The Clerk read a letter from the Board of Supervisors of Orange
Frankfort St.
Improvement County in which it was agreed to furnish the City with the sum of
$8, 200.00 from the Motor Vehicle Fuel Fund of Orange County for the
improvement of Frankfort Street. The Clerk was directed to acknow-
ledge receipt of the Resolution and to thank the Board of Supervisors
for it"ction.
Application The application of lames Cunliffe, 1782 Pine Avenue, Long Beach
for permit to use the municipal pier as a landing to and from a fishing
barge was read and ordered filed.
Institute of A letter from the University of Southern California inviting the
Gov't
Council and other city officials to attend the Institute of Government
May 15th to 19th, inclusive, was read and ordered filed. The City
Clerk and Councilman Morehouse stated that they intended to attend the
Institute.
Y New Radio for On motion by Chamness seconded by Morehouse, the Chief of Police's

application to purchase a new radio was approved and the controller
directed to make the purchase.
Store at Camp The Clerk read a petition filed by approximately 125 campers at

the Municipal Beach camp asking that a store be operated on the camp
ground. The matter was ordered taken under advisement until next
meeting, Friday June 12th.

ployment with the City were read and ordered filed.
Tango & Chip
The applications of W.L. Donnelly, J. G. Heitzman, H. M. Scanlon
games and R. G. Smith to operate tango and chip games in the city were read.
The Mayor called upon the City Attorney to present and read a
brief and opinion as to the regulations of licensing tango and chip
games in the City. City Attorney Overacker read the brief which was in
effect that such games are contrary to law and that the City Council had
no authority to pass an ordinance permitting such games. The Clerk read
an opinion which was unsigned and was to the effect that tango is not
contrary to the State statutes. Following motion by Morehouse: "That
all applications for license to operate tango and chip games be denied".
The motion was seconded by Chamness, put and carried by the following
vote:
AYES: Councilmen Morehouse, Chamness, Warner.
NOES: Councilmen Talbert, Henrickson.
ABSENT: None.
Demands On motion by Chamness seconded by Talbert, demands approved by the
Finance Committee were ordered paid.
Change Order The Clerk presented and read Change Order No. 3 in three items, same
#3 being an application to A D Wilder, State Director of California, request-
ing certain changes on the Huntington Beach sewage disposal plant known as
PWA Docket Calif. - 1113R PWA Sewage Disposal Plant, Huntington Beach,
California, and on. motion by Councilman Chamness seconded by Councilman
Talbert, same was approved unanimously as read and the City Engineer was
t - - authorized to sign the application for the above named change order.
4th of July The application of the Chamber of Commerce for $1250.00 to stage a
celebration
Fourth of July celebration was read. Councilman Morehouse stated that he

thought the amount was too much and believed that it should be
reduced to $1000.00. On motion by Chamness seconded by Henrickson,
the request was granted in the amount of $1250.00 to be paid out of
the 1936-1937 budget allowance.
Complaint John Whitfield addressed the Council and complained that the
members of the church located on llth and magnolia were creating a
'disturbance late at night and asked if the Council could not do
something about it, that if something was'not done one of his tenants
would be forced to move from the neighborhood because he found it
impossible to get rest at night while the meetings were going on..
The matter was referred to the City Attorney and the Chief of Police
for their recommendations.
Life guards -
Extra On motion by Chamness seconded by Henrickson, the request of
the life guard chief for regular and extra men filed on the 18th
was approved provided that the selection -of the personnel be left
to the Beach and Pier Committee and the chief life guard. r
On motion by Talbert seconded by Chamness, the Council ad-
journed until 7:30 P.M. Friday, June 12th, 1936.
