HomeMy WebLinkAbout1936-07-10'01 4� MINUTES 0 City Hall, Friday July loth, 1936. Pursuant to adjournment of July 6th, the City Council met and was called to order at 7:30 P.M. by Mayor Warner. Councilmen present: Tilorehouse,Chamness,Talbert,Henrickson,Warner. Councilmen absent : None. Bids-- City Engineer Overmyer submitted a verbal report to the effect that Frankfort St. rejected he believed the bids of Hoagland Egnineering and Construction Company and Ansco Construction Company for the improvement of Frankfort Street to be excessive and recommended that all bids be rejected and that the City Clerk re -advertise. On motion by Henrickson seconded by Morehouse, all bids for the improvement of Frankfort Street were rejected and the City Clerk authorized to return deposit checks. Wage Scale City Attorney Overacker informed the Council that it would be necessary to again determine the prevailing wage scale for the improvement of Frank- fort Street, whereupon City Engineer Overmyer testified under oath that the wage scale established and determined by the City Council in Resolution No. 747, dated June 15th, 1936, was still the prevailing wage scale. Resolution The City Clerk presented and read Resolution No. 750 of the City Council #750 establishing a prevailing wage scale for the improvement of Frankfort Street and on motion by Talbert seconded by Henrickson, Resolution No. 750 was passed and adopted by the following vote: AYES: Councilmen Morehouse, Chamness, Talbert,Henrickson,Warner. -ter NOES: None. ABSENT: None. o Adv. New bids - On motion by Henrickson seconded by Talbert, the City Clerk was directed Frankfort St. to advertise for new bids for the improvement of Frankfort Street, advertise- ment to appear in the Huntington Beach News July 16th and 23rd and bids to be opened and examined at 7:30 P.M., Monday August 3rd, 1936. Tractor Engineer Overmyer informed the Council that he had made an analysis of Bid of Shepherd Tr.& Equip. bids for furnishing the City with a tractor and road ripper and recommended accepted that all bids for furnishing the City with a tractor be rejected except the l bid of Shepherd Tractor and Equipment Company for furnishing one cater- pillar full Diesel tractor, Model RD-4-35 draw -bar h.p. $2,635.00, less $350.00 allowance for the City's used caterpillar, less 2% for cash, plus California State sales tax. J - On motion by Talbert seconded by Henrickson, all bids for furnishing the City with a tractor were rejected except that of Shepherd Tractor and Equipment Company and their bid was accepted. Road Ripper On motion by Talbert seconded by Chamness, bids.for furnishing the. City with a road ripper were taken under advisement until meeting of July 20th. P Well --at sewage On motion by Henrickson seconded by Talbert, the City Engineer was :y disposal plant authorized to proceed to drill a six inch well in the near vicinity of 486 the"new sewage disposal plant at a cost not to exceed $1.65 per foot for drilling, furnishing and setting screw casing. Informal bids on City Engineer Overmyer submitted a number of informal bids truck & 2 pick-ups for furnishing the City Street Department with two pick-ups and a truck. After some discussion the following motion by Chamness: "That the Engineer be authorized to purchase a Chevrolet, 131 inch wheel base, dual wheels, truck at a total cost of $1,018.68.!'. Motion seconded by Henrickson, put and carried unanimously. On motion by Henrickson seconded by Talbert, City Engineer Overmyer was authorized to purchase one Terraplane pick-up from the Main Street garage at the price named in their bid, namely $798.25, plus sales tax and subject to a 6% discount on the list price on cars at the factory which list price is $'560.00 each. Motion put and carried unanimously. On motion by Talbert seconded by �enrickson, City Engineer Overmyer was authorized to purchase one Ford pick-up at their bid of $679.58. Motion put and carried unanimously. Life Guard Mayor Warner informed the Council that the City of Long Beach Bud Higgins Life Guard Department had asked permission to invite Bud Higgins to assist in a Civi]) Service test to be held in Long Beach at 8:30 A.M. July 21st, and on motion by Talbert seconded by Chamness, the request.was granted and the City Clerk directed to so advise the Civil Service Board, Glenn D. McMeekin. H. B. Band - The City Clerk read a letter from the Huntington Beach band concerts informing the Council that under the direction of John Peterson they were ready to give concerts beginning July 19th followed by seven Sunday concerts including September 7th for the sum of $75.00 per concert. On motion by Talbert seconded by Chamness, the Councilvoted to employ the Huntington Beach band to give three concerts as follows: July 19th, 26th and August 2d at $75.00 per concert, it being understood that a minimum of 33 members would serve in the band. Change Order #4 The City Clerk presented and read Change Order No. 4 of PWA 1 I Docket California 1113R, Sewage Disposal Plant, Huntington Beach, California, which order provided for the elimination of water j system and resulted in a credit of $195.00 to the City and, on motion by Councilman Henrickson, seconded by Councilman Talbert, the Council voted unanimously to authorize Change Order No.4 and directed the City.Engineer and the City Clerk -Controller to :;\ execute same on behalf of the City. Demands On motion by Chamness seconded by Talbert, the following demands approved by the finance committee were ordered paid: y. 3 447 Hoagland Engineering and Construction Company, $15,405.94 and Currie Engineering Company $817.84, both demands being for service rendered in the construction.of the City's sewage disposal plant. Motion put and carried unanimously. Janitress On•motion by Chamness-seconded by Henrickson, Mrs. C. J Yost was employed as janitress on the pier front,:city hall and city auditorium at a salary of $70.00 per month beginning July 8th and to continue at the will and pleasure of the City Council. _ tr Vacation On motion by Chamness seconded by Henrickson, City Engineer -Overmyer was granted four days leave of absence beginning July 15th and ten days beginning August 7th. B1dg.Code - Roy White addressed the Council and -stated that an automobile factory distributor wished to locate in Huntington Beach but the provisions of the building code covering construction in Fire Zone #2 were such as to pro- hibit the concern from locating in Huntington Beach. The matter was re- ferred to the Council as a committee of a whole to study and report at next meeting of the Council.
