HomeMy WebLinkAbout1936-09-08• MINUTES City Hall, Tuesday Sept. 8th, 1936. The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Warner. Councilmen present: Warner, Morehouse, Henrickson. Councilmen absent Chamness, Talbert. ' Minutes On motion by Morehouse seconded by Henrickson, minutes for the month of August were approved as read. Surety On motion by Morehouse seconded by Chamness, the surety bond of Bond Paul W. Biedebach, plumbing and sewer contractor, was approved and ordered filed. Dogs The Clerk read a letter from the Orange County Health Department •�'`' calling attention of the Council to the fact that there are a number of dogs in Orange County afflicted with rabies and asking that measures be taken in Huntington Beach to have all stray dogs impounded: The matter ' was held over pending meeting of the Orange County League of Municipalities'. Sun room on The Clerk read a letter from the American Legion Auxiliary asking pier permission to use one of the sun rooms on the pier for conducting a sewing class and requesting that the Council make provisions for heating and lighting. After some discussion, the Clerk «as.dir6cted to write the Legion Auxiliary and inform them they were welcome to use the sun room but that it is not convenient to install additional heat and lights. Application- On motion by Henrickson seconded by Morehouse, the application Neon sign of Max Schenfield to erect Neon sign at 440 Main Street was approved and accepted. Monthly On motion by Henrickson seconded by Morehouse, monthly reports of reports the City Clerk, City Treasurer, City Engineer, City Judge and Chief of Police, were accepted and ordered filed. The Clerk read a letter from the Baptist Bible School thanking the Council for the use of Fifth Street opposite the city hall for a play ground. 40 The letter was ordered filed. Leave of On motion by Henrickson seconded by IuIorehouse, the request of Judge absence Pann for leave of absence September 14th to 23rd inclusive, was granted. Painting Chief of Police Grant submitted an estimate.for painting the Buick Buick car and recommended that the bid of Huntington Beach Auto Body and Paint Shop of $40.00 be accepted and on motion by Henrickson seconded by Morehouse, the contract was authorized to be let"to the Huntington Beach Auto Body and Paint Shop at their bid of f40.00. Resolution The Clerk read Resolution No. 754 setting the 1936-1937 tax rate at #754 Tax rate 150 cents. Councilman Morehouse recommended that the rate be reduced to 140 cents. Councilman Warner also stated that he believed the rate could be reduced 100. Councilman Henrickson suggested that it would be better to N Page 2, Minutes Sept.8, 1936. • leave the rate at 150 cents for this year with a view of reducing it next year. Councilman Morehouse moved that the rate be reduced to 140 cents, whereupon Mayor Warner asked Councilman Henrickson to take the chair so that he might second the motion -made by Councilman Morehouse. Motion was again made by Councilman Morehouse.that the rate be reduced to 140 cents which was seconded by Councilman Warner. Put and carried. Councilman Warner then took the Mayor's chair and, on motion by Morehouse seconded by Henrickson, Resolution No. 754, providing for a rate of 140 cents, was passed and adopted by the following vote: AYES: Councilmen Morehouse, Warner_, Henrickson. NOES: None, ABSENT: Councilmen Chamness, Talbert. Ord. #394 Mayor Warner suggested that Ordinance No. 394 be not given its second reading until after the League of Municipalities. meeting. The Clerk presented and read Resolution No. 755, authorizing and Resolution #755 directing the City Clerk to record an Agreement dated September 16th, 1935, executed by the City of Huntington Beach as first party and Mills Land and Water Company as second party and, on motion -by Henrickson seconded by Morehouse, Resolution No. 755 was passed and adopted by the following vote: AYES: Councilmen Morehouse, Warner, Henrickson. NOES: None. ABSENT: Councilmen Chamness, Talbert. Application The Clerk read a letter from George M. Mitchell asking for a cold drink.concession in the proposed new beach pavilion upon its completion. The application was ordered filed. Inittl&tive The Clerk presented and read an initiative petition to the City Petition - Games of Council together with a proposed ordinance amending License Ordinance skill No. 327, providing license rate for conducting games of skill and science. The petition was signed by approximately 415 residents of the City of Huntington Beach and asked that the Council either pass the ordinance or submit same to the vote of the people. Attached to the petition was the City Clerk's Certificate of Sufficiency. Roy White addressed the Council and stated that he was speaking for the petitioners in asking that if the City Council failed - to adopt the ordinance as submitted, that same be placed on the November" 3rd, 1936, ballot. Mayor Warner instructed the City;Attorney to make a check of the proposed ordinance and to prepare the necessary papers in conjunction with the District Attorney for placing the proposed ordinance on the November 3rd, 1936, ballot. Ord. #395 The Clerk gave Ordinance No. 395, creating a planning commission, its first reading at this time. 1 4 • I . n 1 .1 0 Page 3, Minutes Sept.S, 1936. Frankfort Attorney Overacker informed the Council that he had completed St. clearance of title on the ten foot strip purchased along Frankfort Street. City Engineer Overmyer informed the Council that work on Frankfort Street under contract was progressing satisfactorily. Also Sewer that the sewer plant was operating satisfactorily with the exception that Plant some oil was finding its way into the plant. He was directed to make a thorough investigation and try and ascertain the cause of the oil in the sewer line. Demands On motion by Henrickson seconded by Morehouse, demands approved by the Finance Committee were ordered paid.
